A RESOLUTION GRANTING A “2ND WAVE COVID-19 PANDEMIC LOAN” IN

THE AMOUNT OF FOUR THOUSAND PESOS (PHP 4,000.00) ONLY, WITH
ZERO INTEREST RATE, TO ALL THE MEMBERS OF ALBUERA, LEYTE
UNITED MUNICIPAL BUREAUCRACY RANK-AND-FILE’S ASSOCIATION
(ALUMBRA) WHO WISH TO AVAIL OF THE SAME

WHEREAS, with the rise of the “2nd Wave” COVID-19 pandemic in the country, and
the subsequent Official issuances relative thereto, the Officers of Albuera, Leyte United
Municipal Bureaucracy Rank-and-file’s Association (ALUMBRA) is of the opinion that this
extraordinary circumstances call for a “2nd wave” of extraordinary measures to ensure that the
UNION’s presence and assistance be felt all the more by its members;

WHEREAS, Section 2 of Article III (Declaration of Objectives) of the Constitution and

By-laws of Albuera, Leyte United Municipal Bureaucracy Rank-and-file’s Association
(ALUMBRA) states among others that the UNION commits itself “to promote the mental,
moral, social, and economic well-being of all the members”

WHEREAS, to effectively carry out the essence of the above-quoted Section especially
during these extraordinary times/circumstances and likewise to prevent the depletion of UNION
Funds, it being primarily a UNION and not a Lending Institution, it behooves the UNION to
tread on middle ground by extending a one-time zero-interest loan for the year 2021 to all the
members of Albuera, Leyte United Municipal Bureaucracy Rank-and-file’s Association
(ALUMBRA) who wish to avail thereof, which will be paid to the UNION later on by automatic
deduction from whatever amount will be received by the availing member as his/her CNA
Incentive and/or from his/her other receivable benefits, being a government employee, as the
case may be;

WHEREAS, this extraordinary measure is only applicable to these extraordinary times

only and shall, in no way, be cited or referred to as precedence for any subsequent eventuality,
whatsoever, not of similar, equal or even graver category or circumstances as now attendant;

WHEREFORE, on motion of MRS. SALVACION R. MONTAJES, duly seconded by

MRS. CECILIA S. LUMACAD, and after due deliberation, be it

RESOLVED, AS IT HEREBY RESOLVED, to grant a “2nd wave COVID-19

Pandemic Loan” in the amount of Four Thousand Pesos (Php. 4,000.00) only, with zero interest
rate, to all the members of Albuera, Leyte United Municipal Bureaucracy Rank-and-file’s
Association (ALUMBRA) who wish to avail of the same.

RESOLVED FURTHER to direct the designated Bank signatories of the ALUMBRA

Funds to sign a BDO withdrawal slip for the release of funds for this purpose.

RESOLVED FINALLY, to have this Resolution ratified by all the members of Albuera,
Leyte United Municipal Bureaucracy Rank-and-file’s Association (ALUMBRA) who wish to
avail thereof.

PASSED AND APPROVED this 13th day of April, 2021 during the Union Officers’
Meeting of Albuera, Leyte United Municipal Bureaucracy Rank-and-file’s Association
(ALUMBRA) held at the SB Session Hall of Albuera, Leyte.
