I. INTRODUCTORY CONCEPT

This module will help you understand the basics of consumer health.
Consumer health aims to develop a person’s ability to evaluate and utilize health
information, products, and services wisely and effectively.

All of us are consumers. We acquire health information, purchase health


products, and avail health services to appraise, improve, and maintain our health. In
light of this, we must all be educated consumers who make a wise selection of
information, products, and services that are scientifically proven and legally approved.
We must evaluate and examine the reliability of the sources.

Let us find out how we can be educated in consumer health.

WHEN THINGS GO WRONG

Everyone has their own stories to tell about bad shopping experiences, and I am
sure that you have experienced it also. This time, read and analyze each situation
below then write your opinion on the space provided.

B. Let Us Study
The government also plays an important role in consumer protection. Aside
from the Consumer Act of 2009, there are also other international and national
consumer advocacy groups that advocate for our health.
Here are some government firms that we can approach to report any kind of
abuse or violation to consumers’ right.
1. Federal Trade Commission. The FTC’s Bureau of Consumer Protection stops
unfair, deceptive, and fraudulent business practices by collecting complaints and
conducting investigations, suing companies and people that break the law, developing
rules to maintain a fair marketplace, and educating consumers and businesses about
their rights and responsibilities.
2. Department of Trade and Industry Philippines. (Consumer Education). The
Consumer Protection Group (CPG), headed by Undersecretary Ruth B. Castelo, is in
charge of the enforcement of laws to protect consumers, consumer education, and the
formation of consumer groups. The Department of Trade and Industry (DTI) joins the
Department of Health (DOH) in keeping the public abreast with relevant information
on the Novel Coronavirus (2019 n-CoV).
3. Consumer Financial Protection Bureau. The CFPB is committed to providing
consumers with up-to-date information and resources to protect and manage their
finances. It is an agency of the United States government responsible for consumer
protection in the financial sector.

4. Consumer Product Safety Commission. The United States Consumer Product


Safety Commission is an independent agency of the United States government. The
CPSC seeks to promote the safety of consumer products by addressing “unreasonable
risks” of injury, developing uniform safety standards, and conducting research into
product-related illness and injury.
5. Food and Drug Administration of the Philippines. The FDA is responsible for
safeguarding public health & safety and for protecting the public health through the
enforcement of its standards.
6. Securities and Exchange Commission. The Securities and Exchange Commission
is the agency of the Government of the Philippines responsible for regulating the
securities industry in the Philippines. In addition to its regulatory functions, the SEC
also maintains the country's company register.
7. National Highway Traffic Safety Administration. The National Highway Traffic
Safety Administration is responsible for keeping people safe on America’s roadways.
8. Department of Health. The Department of Health is the executive department of
the Government of the Philippines responsible for ensuring access to basic public
health services of all Filipinos through the provision of quality health care and the
regulation of all health services and products.

Consumer protection is the practice of safeguarding buyers of goods and
services, and the public, against unfair practices in the marketplace, such laws are
intended to prevent businesses from engaging in fraud or specified unfair practices in
order to gain an advantage over competitors or to mislead consumers.
