This Unit strongly recommends JO4 HERLYN D FORTES BJMP as Jail Officer

of the Year.
JO4 FORTES was born 19 Nov 1989 at Rizal Tubao La Union. She entered in
the Bureau last __ . Before she entered in the service, she practiced her profession in
teaching after finishing her degree in Bachelor of Education major in_____ at Congress
College, Agoo La Union. With her willingness to serve in the sector of penology, she
joint the Jail Officer Training on 19 Nov 2018 at kung saan ka nagtraining. From the day
of her enlistment, she dedicated her passion and directed his goals in serving the
Bureau of Jail Management and Penology. For more 21 years in the field of his calling,
he has shown his exceptional proficiencies in all the responsibilities that were delegated
to her.
While JO3 FORTES is equipped with experience in technical, managerial and
administrative duties, her ardent attendance to professional advancement program of
the Bureau as well as numerous seminars and trainings attended make her an asset to
the organization as a whole. With his persistence and commitment to his chosen
profession, he was entrusted as Chief of Welfare and Development of _____ (name of
Office). She is also designated as Human Rights Advocate Officer and Sports
Recreation Officer. She also acts as an Officer of the Day that ensure
JO3 FORTES is notable, among others, for his ability to plan and execute vital
tasks in the unit’s mission even when confronted with other enormous workloads.
Subject Jail Officer demonstrated an impressive strategy in dealing with multi-tasking
ventures and achieves them with dexterity and promptness.
As a Chief of Welfare and Development, she exemplary performed all duties and
responsibilities expected of her. She is primary responsible in the coordination of any
activities relating to Inmates Welfare and Development and ensures the successful
conduct of the said activities. With her dedication and enthusiasm, internal coordination
of all activities was executed with almost perfection. Her superb skills on communication
and dealing with stakeholders, external coordination with various Governments Offices,
NGOs, LGUs and other service providers was also been established.
She acted with rigor in providing quality and timely output that includes the
submission of reports and safekeeping of records pertaining to Inmates Welfare and
development activities. With such reports and records, she also ensures that it will be
reviewed and synthesized regularly. The valuable data and first-hand observations she
obtained were incorporated in the crafting of plans and programs of welfare and
development.
In ensuring that inmates will have a high chance of employment after release,
she organized different education and training programs that provided an opportunity for
the inmates to learn and discover new skills and talents. Variety of seminars and
activities were programmed and implemented in her supervision. With her passion on
helping the recovery and wellness of every inmate, she seized the opportunity of using
craftmanship and livelihood projects in inmate reformation. She also made sure that
these activities provide profit; hence, she implemented different measures and initiatives
for efficient production.
As an advocate of reformation through spirituality, she ensures that religious
services and activities are provided in the facility in order help reformation and retain
faith on the hearts and minds of the inmates. She also treats every inmate to be
vulnerable in psychological problems and traumas, that is why she initiated the conduct
of various seminars and lectures to address the mental health problems experienced by
the inmates and PDLs.
As a Sports and Recreation Officer, she also ensures that the physical and
mental well-being of inmates are in an excellent condition. She organized various
sportsfest competition such as volleyball and badminton tournament. These sports
activities contributed a lot on the improvement of the physical well-being of detainees.
They also helped reduced the levels of stress and tension among detainees and helped
to maintain or improve their mental health. The activities she organized helped in the
structuring of the idle time or days of detainees and reduce the tensions inherent in the
deprivation of liberty by occupying them constructively and reducing the risk they face of
developing symptoms of depression. These activities provided a positive improvement
in the socialization of detainees and also foster their contacts with civil society
especially that some sports and recreational activities were organized with external
partners and other stake holders.
To further enhance her skills and expertise in the field of Welfare and
Development in corrcectional facilities, she attended series of training and seminars like
…….. state all your trainings. These led her to become a well-rounded and competent
lady jail officer.
As we also know, initiative is one of the very important traits we expect from our
jail officers, for with it, duties and tasks geared towards the accomplishments of each
unit’s mission would then be much easier because supervision becomes very minimal.
Having a lady jail officer, like SJO FORTES, with a nature for initiative would then be
very beneficial to the BJMP as a whole.
Aside from her outstanding performance, she conducts herself in with utmost
discipline. Her attitude towards work made her stand among the rest. The way she
carries herself is indeed a good example among her peers.
With all her outstanding accomplishments and attributes, this unit is very proud to
recommend SJO HERLYN D FORTES BJMP as Jail Offcer of the Year for CY-2022.
