1. PURPOSE
The purpose of this method statement is to define the procedure to facilitate the safe execution
of Asphalt Road works at Fahud & Nimr for the EPC works for Permanent Staff accommodation.
2. SCOPE
This method statement is applicable for the Asphalt Road works associated with this project.
This method statement applicable for all over the project and provides details pertaining to
working methods to be adopted for Asphalt road works. It defines the activities, responsibilities,
documentation and safety measures that will be taken to prevent injury to personnel and damage
to property and/or environment.

5. RESPONSIBILITIES
5.1. Construction Manager
Construction Manager shall be having the overall responsibility of the construction works
involved. Construction Manager shall ensure, not limited to:
➢ Suitable resources are available & issue day to day instruction to the Site team.
➢ Inspect the work periodically to ensure that the Method statement, Inspection & Test
Plan, Risk assessments and HSE requirements are adhered at site.
➢ Monitor, Review & Revise the Method Statement if and when required.
➢ Ensure the communication and involvement of all respective personnel for the
construction activities.
5.2. HSE Manager
HSE Manager shall be having the overall responsibility of developing and implementing the
Health, Safety and Environmental Management system. Further he/she shall be responsible for,
not limited to:
➢ Ensuring all legal/statutory requirements with respect to HSE is met with.
➢ Regularly review TARGET Health, Safety & Environmental policy and procedures and
recommend any necessary amendments to the Project/ Construction Manager.
➢ Establishing overall program for HSE training for the staff and workers at site.
➢ Ensure that all employees receive appropriate Health, Safety & Environment training
including refresher training.
➢ Preparation of the Audit Schedule, Deputing personnel for conducting the audits.
➢ Evaluating and reporting the audit results and reporting to the top management.
➢ Overseeing the adequacy of the Corrective & Preventive actions taken
➢ Conducting Management Review meetings.
➢ Chairing the Steering committee meeting.
➢ Coordinating the third-party audits as applicable.
➢ HSE Manager shall be assisted by HSE Adviser at Site.
5.3. HSE ADVISER
HSE adviser, in coordination with the construction team, shall be responsible for the
implementation of company approved HSE plan at site. Further HSE Adviser shall ensure, not
limited to:
➢ All works are carried out as per the approved HSE plan and HEMP specific to the project.
➢ Relevant inspections are carried out
➢ Training of the personnel involved on the prevention of accidents, injuries, property
damages.
➢ Provide advice and guidance to management and employees on all Health and Safety
matters.
➢ To carry out accident investigations and if appropriate recommend remedial measures to
prevent recurrence.
➢ That all statutory tests and examinations are carried out and appropriate records are
kept.
➢ That no health and safety hazards are created before the introduction of any new plant,
equipment, process or substance.
➢ To determine the correct usage and type of personal protective clothing and equipment.
➢ Adequate First Aid facilities and trained First Aides are always available and that
Employees are aware of these facilities.
➢ The compliance with all statutory legislation.
➢ Maintain effective communication with the Client's site representative on all HSE
matters.
➢ Report on HSE related matters in accordance with HSE plan.
➢ To monitor and maintain the all implemented safety measures.
5.4. Sr. Construction Engineer
Sr. Construction Engineer shall be responsible for the day to day activities of site and shall be
responsible for:
➢ Commence work after ensuring a Valid Work Permit, Approved Method Statement, ITP
and Risk Assessment Plan are in place.
➢ Inspection of setting out prior to start the works. Inspection of incoming materials and
review of test certificates to ensure the quality of materials.
➢ The work is carried out as per the requirement and in a safe manner. Ensure all people
at site adhere with HSE requirement.
➢ Ensuring all activities are carried out as per the CQP, relevant specifications and drawings.
5.5. Civil Supervisor/Foreman/Permit Holder
Civil Supervisor shall assist the Sr. Construction Engineer in day to activities at site, with the
responsibilities, not limited to:
➢ Ensuring the availability of AFC drawings and work permits for the work concerned.
➢ Coordinate with QCI for the Routine Quality Inspection and activities as per QCP
➢ Ensure all the relevant tests are completed before the commencement of the work and
the reports are available.
➢ Validation of permits and availability of PTW
➢ Participate in TBTs
Permit Holder: Civil supervisor/Foreman/Engineer can hold the permit and responsibilities are
➢ Ensure safe working environment.
➢ Safe working practices and safe work methods are followed with knowledge and
awareness of quality.
5.6. QA/QC Manager
QA/QC Manager shall have the overall responsibilities of the Contract Quality Management in
coordination with the Contract/ Project Manager. The QA/QC Manager shall be responsible for:
➢ Implementation and monitoring of all Contract Specific Requirements, review and
monitoring subcontractors Quality Management System, performances and QCPs
➢ Assess the requirements relative to TARGET Quality system requirements.
➢ QA/QC Manager or the deputed personnel shall draft the Contract Quality Plan and check
that all Company’s requirements are met.
➢ Where possible he will ensure that documentation prepared for the project follows the
format of TARGET Quality documentation.
➢ Review comments received and update the Contract Quality Plan as required.
➢ On receipt of comments (if any) from the concerned review, the comments and update
the Contract Quality Plan.
➢ Submit the final updated Contract Quality Plan to the Project Manager who will submit
the same to Company.
➢ Initiate the relevant ITPs & Method Statements in coordination with Contract
Manager/Project Manager/Construction Manager.
➢ Prepare the audit schedule and review meeting schedules. QA/QC Manager and/or the
deputed personnel shall perform internal audits as per schedule.
➢ Periodic reviews at least once in six months and shall effect changes as appropriate.
5.7. QC Inspector
The basic quality management functions and duties include the following, not limited to:
➢ Monitoring reporting and controlling Quality related activity as per this procedure.
➢ Quality Risk assessments.
➢ Raising of the Quality Alerts/ Improvement notice/ Non- conformities as applicable
➢ Establishment and use of a quality related control and reporting system.
➢ Routine inspections, technical queries.
➢ Maintaining the relevant test reports as per ITP
➢ Material Approvals, Material & work done inspections.
➢ Liaising with QAQC Inspector for the follow ups of RIW submitted
➢ Implementation of management reviews to monitor the relevance and effectiveness of
the quality system.
6. EQUIPMENT
All equipment used in the laying and compaction of coated materials shall be in good
mechanical order, properly adjusted and free from deficiencies, defects and wear that would
impair the specified quality of work.
List of equipment:
➢ Asphalt Paving Machine.
➢ Tandem steel wheel roller.
➢ Pneumatic tired roller.
➢ Plate compactor.
➢ Mini Tandem Roller.
➢ Spraying machine for Bituminous Prime coat/tack coat.
➢ Calibrated Surveying Instruments.
➢
➢ MAS for Granular base material shall be obtained. The granular base material shall comply to
the requirements in table R1 of SP-1279 Specification for Civil and Building Construction. CBR
more than 25% shall be used for Sub-grade layer and CBR more than 60% shall be used for sub
base layer as per above approved section drawing.
➢ Approved Granular base material shall than be laid to 150 mm compacted thickness levels in
a single layer wetted with water as per latest approved AFC/IFC drawings.
➢ Compact the GSB layer with suitable plate compactor or with roller and the surface tolerance
shall comply to the following:
i) Shall not be higher than required level.
ii) Shall be up to 20 mm to the 4 m straightedge long surfaces.
➢ The compacted GSB layer shall be tested for field dry density and the same shall achieve 95%
of related MDD for Type B material and 95%-98% of Type A material.
➢ Field density and moisture content frequency shall be 1 number per 1000 sqm of compacted
area as per Clause R 2.20.1 SP-1279.
➢ After successful test results, next layer of sub base of compacted thickness 150 mm shall be
laid, compacted and tested as per previous points.
7.2 Asphalt Road Works
7.2.1. Prime Coat
➢ Ensure the completion of Granular base works.
➢ Grade MC 70 medium curing cut back asphalt conforming to the requirements of Table R7
shall be used for all prime coats.
➢ The road surface shall be maintained in an approved condition, conforming to required grades
and sections. Defects shall be corrected immediately.
➢ Prior to primer application, surfaces of all adjacent structures, wheel guards, guardrails,
kerbs and gutters and other roadway appurtenances shall be protected to prevent splattering
with bituminous material or damage by equipment operation.
➢ Prior to the application of priming coat, all loose materials shall be removed from the surface
and the surface shall be cleaned by approved mechanical sweepers or blowers and/or hand
brooms until as free from dust as practicable.
➢ The cleaned surface shall be given a light application of water and allowed to dry before
bituminous material is applied.
➢ The prepared surface shall be barricaded/isolated to avoid damages in the prepared area.
➢ Heating shall be by approved equipment. Methods of agitation or heating that introduce free
steam or moisture into bituminous material shall not be used.
➢ Prime coat shall be applied to all surfaces that will be covered by bituminous pavement.
➢ Prime coat shall only be applied when the surface is dry, when ambient temperature is above
15°C, and when there is no fog or rain. (Cl:15.9.8 of SP-1279).
➢ Prime coat shall be applied to the surface as soon as practicable after it has been prepared
and is sufficiently dry, subject to Company approval.
➢ Medium-curing cutback asphalt, grade MC-70, shall be applied by approved pressure
distributors operated by skilled workmen. Spray nozzles and spray bar shall be adjusted and
frequently checked so that uniform distribution is ensured.
➢ Spraying shall cease immediately upon clogging or interference of any nozzle and corrective
measures taken before spraying is resumed.
➢ Hand sprays shall be used for priming small patches or inaccessible areas that cannot be
primed by normal operation of the distributor.
➢ Care shall be taken that application of bituminous material at the junction of spread is not
in excess of specified amount. Excess shall be squeezed from the surface.
➢ Skipped areas of recognised deficiencies shall be corrected by means of approved hand
sprays.
➢ The prime coat shall be applied at a rate of 1 kg/sqm.
➢ The Prime coat shall be cured for 48 hours.
7.2.2. Bituminous Base Course (60 mm)
➢ Bituminous Base course mix shall be as per approved Job mix formula, complying to Cl:15.4.3
of SP-1279 and produced as per Company approved MAS.
➢ The mixing temperature of Asphalt Base course in the plant shall be in the range of 150°C to
165°C.
➢ Asphaltic concrete material shall be transported in clean vehicles, covered over during
transit.
➢ Dust, coated dust, oil or water on the interior of the vehicles may be used to facilitate
discharge of the mixed materials, but the amount shall be kept to a minimum and any excess
shall be removed by tipping or brushing.
➢ The distance, and hence the time, between the mixing plant and the Worksite shall not be
such as to cause a change in the asphaltic concrete material to the detriment of the Works.
➢ Survey works shall be carried out as required for the reference grade. Fix the string line on
either side of the pavement in order to facilitate the paver to maintain the required profile.
This shall be subject to Company approval.
➢ Asphalt mixture shall be spread and finished true to crown and grade by automatically
controlled asphalt paver with due allowance for compaction to the compacted thickness of
60 mm. Asphalt mixtures may be spread and finished by hand only where machine methods
are impractical; subject to approval by the Company.
➢ The paver shall be operated at a speed which will give best results for the type of paver being
used and which coordinates satisfactorily with rate of delivery of the mixture to paver so as
to provide a uniform rate of placement without intermittent operation of the paver.
➢ Mixed material shall be delivered to paver in sufficient time as to permit completion of
spreading, finishing and compaction of mixture during daylight hours.
➢ The laying temperature of Asphalt shall be between 139°C and 163°C.
➢ QCI Civil shall record the temperature of each truck material at the time of laying in the
checklist.
➢ Rolling (compaction) shall start after spreading and struck up as soon as the mix conditions
permit the rolling.
➢ Rolling will be initiated with the drive wheel towards the paving machine.
➢ Initial and breakdown rolling shall be done by means of tandem power steel roller.
➢ Rolling shall start from the lower side and proceed towards the upper side of the road
depending upon the camber.
➢ The overlapping on successive passes will be at least one half the width of the near wheels.
➢ The vibratory mechanism of roller will be operated in such a way that the vibrator stops
before the roller stops and starts after the roller begins to move again.
➢ To prevent adhesion of the mix to the roller wheels, the wheels shall be moistened with
water frequently.
➢ The average speed of the roller shall not more than 5 km/hr during compaction process.
➢ After sufficient number of passes with tandem roller, the surface shall be compacted using
Pneumatic tyred roller (PTR).
➢ The average speed of the PTR shall not be more than 8 km/hr.
➢ Rolling will continue until all roller marks are eliminated the surface is of uniform texture
and true to gradation and level are achieved.
➢ Final compaction and finish rolling shall be done by means of tandem roller and the
inaccessible areas shall be compacted using plate compactors.
➢ The allowable deviation for the finished road surface shall be as per Table R11 of SP-1279.
9. HSE REQUIREMENTS
9.1 HSE Procedures
All the critical tasks involved in the Asphalt Road works shall be listed out and appropriate
Procedures (TGT/OGC) shall be followed stringently during the execution of the work. In addition
to this, Job Safety Plan pertaining to every activity will be prepared by the Permit Holder and
applied for during the course of the activity. Also, Activity Hazard Control Register is available
as a supplementary HSE document for guiding the Supervisors for safe work.
9.2 Permit to Work System
The Contractor shall follow the Company Permit to Work (PTW) System at work site. General
guidelines of the Company PTW manual will be followed. Company PTW procedure PR-1172 shall
be followed rigorously during the execution of the project. TRIC shall be used for all activities
carried out.
