4.5.2. Definitions

Building(SBC)- Any structure used or intended for supporting


or sheltering any use or occupancy.

High Rise Building (SBC 801)- A building with an occupant floor located
more than 23m above the lowest level of Civil
Defense (Facility Fire Department) vehicle
access.
Shall- Indicates a mandatory requirement.

Should- Indicates a recommendation of that which is


advised but not required.
Fire Risk Assessment (NFPA 551)- A process to characterize the risk associated
with fire that addresses the fire scenario or
fire scenarios of concern, their probability, and
their potential consequences.
Fire Hazard (NFPA 1)- Any situation, process, material or condition
that, on the basis of applicable data, can
cause a fire or provide a ready fuel supply to
augment the spread or intensity of a fire and
poses a threat to life or property.

4.5.5. BUILDING HEIGHT AND AREAS

In accordance with SBC 201 definitions, buildings exceeding the height of


23 m, measured from the floor level of the lowest storey providing access
for fire department vehicles to the floor level of the highest occupiable
storey, the building is classified as a high rise building.

All the buildings at site are considered as low-rise buildings. The building
height and areas are detailed below:

4.5.6. APPROACH TO LIFE AND FIRE PROTECTION

4.5.6.1. General

The approach addressed in this report is based on the requirements of SBC


201, SBC 801, IBC and IFC. These requirements are considered to be
minimum requirements for life safety and fire protection.
Facilities within the project are not protected by automatic fire suppression
systems. The requirements identified herein are generally noted on the
basis of both, non-sprinkler and full sprinkler protection.

4.5.6.2. Fire Department Access Road

Requirements for the design of fire department access roads shall be in


accordance with IFC “International Fire Code” Appendix D and local
requirements.

The routes for fire department access will meet the following criteria,

however, should the local Civil Defense requirements be more stringent,
those from the authority having jurisdiction shall take precedence:

 Minimum Width: 6.1 m


 Gradient: Not more than 10%
 Minimum Turning Radius: Determined by the fire code official
 Minimum Overhead Clearance: 4.5 m
 Maximum Dead End: 46 m

The surface of the fire department access route will be designed to support
a stationary load of a 50,000 kgs fire appliance. All portions of the fire
department access road will be located within 50 m (unobstructed) from at
least one fire hydrant. The fire department access road will be provided such
that every part of the buildings will be within 46m.

Aerial fire apparatus access roads in accordance with Section D105 of IFC
“International Fire Code” shall be provided meeting the following criteria
where the building exceeds 9144mm in height:

 Minimum Width: 7.925 m


 Proximity to Building:  Not less than 4.572mm and not greater than
9.144mm from the building
 Obstructions: As approved by the fire code official

One of the main elements of the fire strategy shall apply to the project is a fire station to
serve both clusters of “Laydown Yards” and “Batch Plants Yards”.

4.5.8. Construction

4.5.8.1. Fire-Resistance Rating for Structure

The type of building construction shall be limited to non-combustible and


limited combustible materials. The types shall be based on the area and
heights of each building facility as detailed in Tables 504.3, 504.4, 506.2 of
SBC 201 “Saudi Building Code”.

Where the requirements on SBC varies from IBC, the more stringent
requirement shall apply.

 The Guard House Building is classified as a Business Group B


(occupancy) facility. Based on the building height, building (footprint)
area, and the requirements of SBC 201, the building is required to be
constructed as Type IIB construction.

 The underground water tanks, & pump rooms are combined into one
structure and is classified as a Factory Group F-2 (occupancy)
facility. Based on the building height, building (footprint) area, and the
requirements of SBC 201, the building is required to be constructed
as Type IIB construction.

 The Electrical Substations & Generators’ buildings are a stand-alone


structure is a Factory Group F-1 facilities. Based on the building
height, building area (footprint), and the requirements of SBC 201,

the building is required to be constructed as Type IB construction.

 The Fire Station Building is classified as a Business Group B


(occupancy) facility. Based on the building height, building (footprint)
area, and the requirements of SBC 201, the building is required to be
constructed as Type IIA construction.

 The Fuel Depot Area is a Factory Group F-1 facilities. Based on the
building height, building area (footprint), and the requirements of SBC
201, the building is required to be constructed as Type IIA
construction.

 The Concrete Batch Plants’ Yards are a Factory Group F-2 facilities.
Based on the building height, building area (footprint), and the
requirements of SBC 201, the building is required to be constructed
as Type IIA construction.

 The Asphalt Batch Plants’ Yards are a Factory Group F-1 facilities.
Based on the building height, building area (footprint), and the
requirements of SBC 201, the building is required to be constructed
as Type IIA construction.

 The Labs are a Factory Group F-2 facilities. Based on the building
height, building area (footprint), and the requirements of SBC 201,
the building is required to be constructed as Type IIA construction.

 Laydown Yards are a Storage Group F-2 facilities. Based on the


building height, building area (footprint), and the requirements of SBC
201, the building is required to be constructed as Type IIA
construction.

The below SBC table 601 lists the building type of construction and fire
resistance rating requirements for the building elements.

4.5.8.2. Internal Partitions

Internal partitions within the buildings of incidental use occupancies will


have the following fire- resistance ratings based on SBC 201 Table 509.

4.5.8.3. Fire Barriers

Where fire barriers are required, the requirements of SBC 201, section 707
shall apply. The building construction will be based on, but not limited to the
below requirements.

 Fire barrier walls will be continuous from one of the following, or a


combination thereof:
 Fire barrier walls shall extend from the top of the foundation or
floor/ceiling assembly below to the underside of the floor or roof slab or
deck above and shall be securely attached thereto. These walls shall
be continuous through concealed spaces such as the space above
a suspended ceiling.

4.5.8.4. Penetrations

Penetrations into fire walls, fire barriers, smoke barrier walls shall comply
with the requirements of SBC 201, Section 714.3.1 to 714.3.3.

4.5.8.5. Opening Protectives

Fire door and fire window assemblies within required fire barriers shall be
installed in accordance with NFPA 80 "Standard for Fire Doors and Other
Opening Protectives" and shall have the following fire protection ratings in
accordance with IBC 2018, Table 716.5 as below:

Two doors, each with a fire protection rating of 1 ½ hours, installed on


opposite sides of the same opening in a fire wall, shall be deemed equivalent
in fire protection rating to one 3-hour fire door. For testing requirements, see
Section 716.6.3.

4.5.8.6. Horizontal Separation between Buildings

In accordance with SBC 201 Table 602, fire resistance rating of exterior walls
are determined based on the occupancy classification and separation
distance between buildings. Buildings that are spaced up to less than 9m
apart will require a fire resistance rating of not less than 1 hour. Buildings that

are spaced equal or greater than 9m shall not require any fire resistance
rating on the external walls.

4.5.8.7. Means of Egress

 The laydown down areas (LY-01 to LY-14) & Fuel Depot
occupant load is 6296, are based on each plot total area.
These areas will be developed by different EPC contractors &
loads shall be verified based on each plot actual landuse /
buildings’ layout.

 The utilities area occupant load is 68, these buildings are an


unoccupied space and will only be accessed in scheduled
timings by trained personnel.

 Other areas (Fire station & guard rooms) occupant load is 53.

Above occupant load calculation is derived to ensure that the


egress is designed to accommodate the greatest occupant load
the building can house at any given time.

 The batch plants’ plots occupant load is 8408, are based on


plots total area. These areas will be developed by different

 The utilities area occupant load is 114, these buildings are an


unoccupied space and will only be accessed in scheduled
timings by trained personnel.

 Other areas (guard rooms) occupant load is 8.

Above occupant load calculation is derived to ensure that the


egress is designed to accommodate the greatest occupant load
the building can house at any given time.

4.5.8.11. Arrangement of Means of Egress

The following identifies the limits of dead-end corridors and “common


path of travel”. These limitations identify the travel distances within a
room/ space where only a single exit is available to a point where a
choice between two or more exit directions are provided.

The requirements for dead end corridors and common paths of travel
below are determined by the individual space/ room occupancy
classification in accordance with SBC 201, table 1006.2.1 and
Section 1020.4.

4.5.8.12. Number of Means of Egress

Means of egress from rooms or spaces within the buildings will be


provided in conformance with SBC 201 Section 1006.2.1 as detailed
below:

 A room will be provided with a minimum of 2 means of egress where


the common path of travel limit is exceeded within the room.
 Any room, space or floor having an occupant load of more than 501
persons, but less than 1000 persons will be served by a minimum of
three means of egress.

 Any room, space or floor having an occupant load of more than 1000
persons will be served by a minimum of four means of egress.

Where multiple means of egress are required from a room or space,


the distance between egress doors will be not less than 1/3 of the
maximum diagonal distance of the room or space where provided with
sprinklers and not less than ½ of the maximum overall diagonal
distance of the room or space without sprinklers.

4.5.9. Exit Signs

Exit signs shall be provided within the facilities in accordance with the
requirements of SBC 201 Section 1013.

Exits, other than main entrances to a building that are obviously and
clearly identifiable as exits shall be marked by an approved sign that is
readily visible from any direction of exit access. Horizontal components
of the egress path shall be marked with directional exit signage where
the continuation of the egress path is not obvious.

Access to exits shall be marked by approved, readily visible signs in all


cases where the exit or way to reach the exit is not readily apparent to
occupants. Sign placement shall be such that no point in an exit access
corridor is farther than the rated viewing distance, or 30.5 m whichever
less from the nearest sign.

Directional exit signs with an indicator showing the intended direction of


exit travel shall be placed in every location where the direction of travel
to the nearest exit is not apparent.

All exit and exit access signs shall be continuously illuminated as


required for the illumination of means of egress.

4.5.10. Fire Alarm and Detection Systems

Fire alarm systems and their components shall be applied, installed


and maintained in accordance with SBC 201 / 801 section 907.

4.5.10.1. General

An approved fire alarm system shall be installed with the provisions of


SBC 201/ 801 section 907 and NFPA 72 and shall be provided in
new buildings and structures in accordance with SBC 201/ 801
sections 907.2.1 through 907.2.3. Occupant notification shall be
provided in accordance with SBC 201/ 801 section 907.5.

4.5.10.2. Initiation

The means of fire alarm initiation shall be as follows:

 By manual means in accordance with SBC 201/ 801 sections


907.2.1 through 907.2.3 and 907.5.
 The operation of the building sprinkler system will automatically
activate the fire alarm system. Manual fire alarm boxes, where
required, shall be located as follows:
 Not more than 1.5m from the entrance to each exit.
 Additional boxes shall be located so that the exit access travel
distance to the nearest box does not exceed 60m.

4.5.10.3. Notification

Fire alarm systems shall annunciate at the fire alarm control unit and
shall initiate occupant notification upon activation in accordance with
Sections 907.5.1 through 907.5.2.3.3 of SBC 201/ 801.

4.5.11. Emergency and Standby Power Systems

Emergency and standby power systems shall comply with SBC 201/
801 section 2702 and shall be installed in accordance with SBC 401,
NFPA 70, NFPA 110 and NFPA 111.

Emergency and standby power systems will be provided for critical fire
protection and life safety systems in all buildings. The systems shall
be capable of operation the following equipment for a time specified
by SBC 201/ 801:

 Fire alarm and communication systems


 Emergency lighting
 Exit signs
 Reduced Ventilation and Air conditioning

4.5.12. Illumination of the Means of Egress

The means of egress serving a room or space within a building shall


be illuminated at all times when the room or space is occupied and
shall be in accordance with SBC 201/ 801 Section 1008.

The illumination level under normal power shall not be less than 11 lux
at the walking surface. Illumination level under emergency power shall
be in accordance with SBC 201/801 section 1008.3.5.

The emergency power system shall provide power for a duration of not
less than 90 minutes.

4.5.13. Mechanical Ventilation

4.5.13.1. Ventilation and Fresh Air Requirements

The minimum mechanical ventilation rates and building fresh air


requirements will be as per HVAC design criteria sheet provided in
Appendix A – HVAC Design Criteria and will fully comply with Saudi
Building Code 501 and ASHRAE 62.1. Occupancy levels for various
buildings shall be derived from the ASHRAE 62.1 and architectural
specifications.

The Mechanical ventilation shall be provided and the ventilation rates


shall be as per as per ASHRAE standard for the following buildings:

 Generators’ Buildings
Battery rooms shall be equipped with ATEX rated duty and standby
exhaust fans to limit hydrogen concentration below 1% of volume.

All HVAC systems will be automatically shut down in case of fire. Fire
and Smoke Dampers

Fire dampers, smoke dampers and combined fire and smoke


dampers will be provided as necessary in accordance with the Saudi
Building Code, this report and Fire Officer requirements to maintain
fire or fire and smoke barrier protection.

Fire dampers will be provided with fusible link for the Fire
walls/partitions. Motorised Smoke and Fire Dampers will be provided
in ducts penetrating walls/partitions to the rooms protected by
gas suppression system to keep required gas concentration.
Dampers will be normally open and close from signal from the fire
alarm system.

Motorised Fire and smoke dampers for Fire Pump rooms will have a
230V AC supply to power the damper to its normally open position
and a spring closure on loss of power. The actuator will not close the
damper unless the power is lost for a period of 4 seconds or more.
Visual indication of damper status will be in a remote panel. The
damper will have a fusible link and operate independently as a fire
damper.

4.5.14. Fire Protection Systems

Fire protection systems shall be installed, operated and maintained in


accordance with the requirements of SBC 201, SBC 801 and NFPA.

4.5.14.1. Automatic Sprinkler System

According to building occupancy classification and SBC 201 the fire


protection system requirements are as following:

Alternative systems are proposed for the buildings/room where the


automatic fire protection is required, therefore the automatic
sprinkler system is not required.

4.5.14.2. Fire Hydrants

The number of fire hydrants available to a building shall be not less


than the minimum specified in Table C102.1.

4.5.14.3. Portable Fire Extinguishers

Portable fire extinguishers shall be installed in new buildings of Group


A, B, E, F, H, I, M, R-1, R-2, R-4 and S occupancies.

All buildings within the Laydown & Batch Plants Yards require Portable
Fire Extinguishers.

Portable fire extinguishers shall be selected, installed and maintained
in accordance with SBC 201, SBC 801 and NFPA 10.

4.5.14.4. Clean Agent Suppression System

Total flooding clean agent system shall be designed, installed,


maintained and periodically tested accordance with NFPA 2001,
the system shall be provided in the following areas containing
equipment to which water-based fire protection systems cause
damage:

 MV/VFD room.
 LV room.Rack equipment room.
 Battery room.

4.5.14.5. Foam system

Foam system to be considered for the generator room and transformer


room (oil type).

Foam extinguishing systems shall be installed, maintained, periodically


inspected and tested in accordance with SBC 201, SBC 801, NFPA 11
and NFPA 16 and their listings.

4.5.14.6. Fire Pumps & Tanks

Laydown Yard

Pumps

The Laydown Yard Pumping station shall comprise a set of pumps (electrical,
diesel and jokey), pumps are housed in a separate underground pump room,
attached to the storage tank.

The fire pump station will be installed in the potable water pump room.

Storage

The Laydown Fire Water storage for internal firefighting networks shall be 1500
gpm for 60 min.

A combined potable water / fire water is considered.

Batch Plant Yard

Pumps

The Batch Plants’ Yard Pumping station shall comprise a set of pumps
(electrical, diesel and jokey), pumps are housed in a separate underground
pump room, attached to the storage tank.

The fire pump station will be installed in the potable water pump room.

gpm for 60 min.

4.5.15. Fire Risk Assessment

The D&B Contractor, together with their FLS consultant shall


perform a fire risk assessment and identify any additional fire
protection measures to ensure safety of life and property within
the buildings and project site.

4.5.16. Building Service and Fire protection Equipment

The fire protection provisions for each Building / Area based on SBC
201, 801 and IBC are identified herein.
