A- Bid Evaluation Criteria
- Technical envelopes shall be evaluated based on the following criteria:
# Criteria Percentage
1 Compliance with client requirements / technical data 60%
2 Completeness of scope of work 15%
3 Equipment country of origin 25%
Total 100%
The successful bidders shall acquire at least 75% of the total value to be commercially evaluated.
- Commercial envelopes shall be evaluated as per the following basis:
 The percentage of lowest bid price shall be 100%
 The percentage of the remaining bids shall be as per the following equation:
 Financial Percentage = The Lowest Bid Price * 100 / The Bid Price
- Overall Evaluation
For overall evaluation, the technical evaluation shall have a weight factor equals to 70% and the financial evaluation shall have a weight factor
equals to 30%. The overall evaluation percentage shall be based on the following equation:
Overall Percentage = (Technical Percentage) x 0.70 + (Financial Percentage) x 0.30

1 Euro = 9.5 L.E
1 GBP = 11.32 L.E
5- Some expenses like site supervisions & 2 years recommended spare parts are not considered & can be accounted as percentage of total cost.
