My name is MARY GLASS, a no non-sense septuagenarian - 76-year-old


African American Milwaukeean with 50 years as an educator, researcher,
cultural thinker, and leader.
I hit-the-floor running daily with inclusiveness and equality for African
Americans, other People of Color and Work-Challenged individuals at the
top of my agenda. I seek wisdom from God Almighty to deal with a day’s
race. Amen.
This OPEN MEMO is to introduce me, MPA-LLC/Milwaukee Professionals
Association LLC, and draw your attention to why I am AGAINST the
THRIVEON King Drive (TOK) project.

Milwaukee Professionals Association LLC/MPA-LLC is a private
organization based in urban Milwaukee, Wisconsin.
Our mission is to provide premier leadership and innovation in re-defining,
branding, and UN-trapping Milwaukeeans, especially African Americans,
other People of Color and the Work Challenged. That includes:
• un-, under-employed.
• un-, under-degreed and certificated.
• un-, under-financed neighborhood-level business.
• disabled; and re-entry - especially those returning from
o WAR
o INCARCERATION
o BOOMERANG EMPLOYMENT
o BOOMERANG RETIREMENT, and
o DEGREED students without employment.
Our two (2) main services are: channel development and public square
activism.
Our channel development provides information sharing, observations,
research, TRANSPARENCY, ACCOUNTABILITY, training, and
collaborations.
Our public policy arm concentrates on messaging. We provide on our
websites principle-centered leadership reporting for best
practices and Smart Growth.

DEMOCRACY
MPA-LLC has a special public policy focus on elected, appointed, hired,
volunteered, and donor-for-hire representatives working with
government funding.

This documentation is about Greater Milwaukee Foundation and the


Medical College of WI, two (2) DONOR-FOR-HIRE representatives. The
following issues are being monitored for specific services of
accountability. They are:

Donor-for-Hire/DFH representatives acquiring government funds,
positions, and resources without authorization of the taxpayers in the 96.8
square miles – 15 Aldermanic Districts of Milwaukee.

DFH representatives engaging in Smart Growth city planning that is a
“threat” to Milwaukeeans.
o GMF and MCWI has been identified as a THREAT in “INTIMIDATION”
and costly using the PEOPLE’S government FUNDS, i.e., American
Rescue funding.
o Evaluation of the $100-$110 million-dollar THRIVEON King Drive
(TOK) project as is represents a cataclysmic development and is seen
as a TROJAN HORSE.
o The present planning traps core constituents’ (primarily African
Americans) quality of life and economic development opportunities
with SELF-SUSTAINING power grabbing by Caucasians AND African
Americans that enables BUY-IN (complicity) of an ongoing dangerous
C-suite monopoly-oligopoly conglomerate in Milwaukee and the state
of Wisconsin.

Donor-for-Hire representatives (i.e., GMF and MCWI) fail to ensure that
Milwaukeeans, especially African Americans, People of Color and the Work
Challenged are decision-makers at the table in a critical mass format from
the jump-off of a project they are involved in.

GMF and MCWI THRIVEON King (TOK) Drive Project “pit” constituents in
Aldermanic District 6 against each other with SEGREGATION and
DISCRIMINATION. The heirs/stakeholders/taxpayers receive bait-n-switch,
smoke-and-mirrors and gaslighting rhetoric.

Misuse of real estate at 2151 N. Third Street/Martin L. King Drive, includes
failure to create magnet opportunities around employment for the city of
Milwaukee and not attracting technical talent for the growth of Aldermanic
District 6.

GMF and MCWI appear to use philanthropic donations to buy FAVOR and
misrepresent TRUSTWORTHINESS.

GMF and MCWI organizations fail to honor WI State Statute 66.1001 - Public
Participation – SMART GROWTH.

GMF and MCWI fail to honor the Wisconsin Comprehensive Planning
Requirements.

GMF and MCWI recent and present engagement with the administration and
management of the Office of Prevention and Violence in the city of
Milwaukee has created havoc and misunderstandings. They include:
o Funds involved with the visit to Washington, DC and Firing of Arnitta
Holliman.
o Untimely hiring/movement by MCWI of Reggie Moore from the Office
of Prevention and Violence and provocative plans that intersect with
troubled OPV.

o Reggie Moore visit with Joseph Biden-President, specific mayors and


the like to discuss violence for access to the AMERICAN RESCUE
FUNDS.
o Competition of Reggie Moore – MCWI and Arnitta Holliman – City of
Milwaukee Health Department (?). Again “pitting” African Americans
against each other.

Greater Milwaukee Foundation/GMF and Medical College of WI/MCWI
disrespect and failure to include 5 Points, Hay Market, and across-the-
street/down the block citizenry (Hillside Terrace, Lapham Park, Townhomes
of Carver Park, Mt. Zion Calvin Courtyard Apartments in the Aldermanic 6th
District – just a stone’s throw away.

THE PIONEERS

Columbia Savings & Loan in Milwaukee was a victim of the massive


destruction of the African American real estate in Milwaukee by WisDOT for
Interstate 43. CSL moved to 20th & Fond du Lac in 1958.

We have always fought for our rights and privileges. We have also been
able to show endurance as HOME-MADE engineers and pioneers of the
area we have had ACCESS.
One African American man-wife team of our pioneers is Ardie Clark
Halyard and Wilbur Halyard. They created COLUMBIA SAVINGS & LOAN.
Columbia Savings and Loan opened a way for the African American
homeowners of HALYARD PARK.
It is important to note, the “city of Milwaukee” refused to offer African
Americans of the area assistance.
The city and other Caucasians came after they saw what our pioneers did
to a “so-called” blighted area.

By the way, Halyard Park looks like a middle-class neighborhood


inhabited by homeowners. NOT A suburb.
We have another such area at and across Capitol Drive – District 1 – I-43
to Rufus King area.

efforts Ardie Clark

Halyard, her husband, and
the NAACP.
Off Fiscal Cliff
Our research, review and observation has revealed the spread of oligopoly-
monopoly control and continues to raise the flag of widespread
Discrimination, lack of due process, conflict of interest and “by-design”
exclusion of neighborhood hidden talent and vetted businesses, especially
African American, other People of Color and the Work Challenged.

The strangle-hold on the URBAN infrastructure is in the devaluing of


existence of hidden talent and vetted businesses at the neighborhood level.
Therefore, there is NO Economic CHANGE.
“When individuals are selected from regions - companies, banks, the
corporate structure and large groups only, the other 90% majority of the
population is disadvantaged and the full scale of the economy of America is
falsely presented and more importantly, creates greed and privileged
behavior that are presented as the norm.”
It also fosters "conflict of interest", irrespective of the firewall that is to
be in place, and a continued unequal distribution of wealth and
unemployment in our city-county-country.
Economic growth must be realized at the neighborhood level for America to
come off the fiscal cliff.
Namely,
• un-, under-employed
• un-, under-degreed and certificated
• un-, under-financed neighborhood-level business
• disabled; and re-entry - especially those returning from:
o WAR
o INCARCERATION
o BOOMERANG EMPLOYMENT
o BOOMERANG RETIREMENT, and
o DEGREED students without employment.
The formation of boards, committees and special task forces that fail to
include the vastness of the vetted neighborhood businesses, that include
African American, other People of Color and Work Challenged; put a huge
drag on our economy - its employment data, our gross national product, and
our gross national debt.

Your offices have been identified as NOT providing outreach and
comprehensive resources that could make a huge difference in the
neighborhood economy, healthcare, and employment - disinvestment.

In fact, more and more GMF and MCWI are identified as SELF-SERVING,
INTIMIDATING and promotes CO-DEPENDENCY by using the People’s
funding to promote programs, projects and the like, i.e., the $100-$110
million-dollar THRIVEON King/TOK project.
Codependency is Greater Milwaukee Foundation and Medical College of
WI “block” in equality. The belief is GMF and MCWI BUY favor to be trusted
through “donor giving”.
It is mandatory to point out that the funds granted are primarily made up of
the PEOPLE’S federal disbursement of funds, the manipulation of funds, and
Conflict of Interest financing under philanthropy.
Since the media is too often absent in reporting, legislators
and regulators appear unaware, fail to provide scrutiny,
transparency, and accountability, the average
taxpayers/stakeholders assume all is OK or feel helpless to
get change.
What is not known by the core constituents is that the GMF and MCWI are
improperly using the PEOPLE’S federal funding to gain “favor” and
therefore release the image of believability and TRUST.

It is also a situation where the NEEDS prevent oversight. It allows


INTIMIDATION and a form of social domestic violence in government. This
is like the abuse found in male/female and husband/wife relationships.

of the Greater Milwaukee Foundation fund came during growing
tensions between Holliman and the mayor's administration over
management of the Office of Violence Prevention as it received an influx of
money to help address the city's record gun violence.]

We see too often that GMF and MCWI are “in the bed” with the city of
Milwaukee, county Milwaukee, and state government in a questionable and
authoritarian manner that promotes distrust.

Movement by Reggie Moore to Medical College of WI for a NEW program -


The work by Medical College of WI was great for Moore but left his
Blueprint program in a disarray – need of staff, need of funding, and
continuity from his office to Arnitta Holliman, the new leader for the Office of
Violence Prevention.

The Medical College of WI supports Dr. Ben Weston as an expert for bi-
weekly COVID-19 reports through Milwaukee County Executive office need
work

Cavalier Johnson’s abrupt firing of Holliman and hiring selection of ex-


Alderman Ashanti Hamilton, District 1, proved to be explosive and further
alienated members around the table.

Greater Milwaukee Foundation was involved with funds surrounding


Holliman and the Medical College of WI had their hand in the untimely
movement of Reggie Jackson.

Do you REMEMBER me coming to you Ms. Gilligan about 10 years


back to discuss the folks you are STALKING NOW? I remember you and
your executive assistant refused me a conversation with you TWICE.
ALSO,
Do you REMEMBER me approaching you Dr. Raymond about 10
years back for the Medical College joining forces with the Amani
Neighborhood organizations? You refused.

gaslighting/smoke n mirrors to acquire my people’s assets in Aldermanic
District 6. My. My.

The present collaboration team led by


KEVIN NEWELL, Royal Capitol and two
other African American men from each of
your organizations – KEN ROBERTSON,
GMF and lawyer/board member GREG
WESLEY, MCWI have sought only the
endorsement of HHB/HARAMBEE,
HALYARD PARK, and BREWER’S HILL.
They must RETHINK the dialog in the
videos.

We see your separation, discrimination, pitting heirs/taxpayers against


each other, African American men being used to trap African
Americans with Caucasian INTIMIDATION.

Milwaukee should be a work-in-progress with criteria and structures put in


place that will put efforts of fiscal support where it is not.

Specifically, we point out your GREED, the inequity and inequality –


discrimination; then request tools and resources appropriate at the
neighborhood level to remove the barriers that prevent business
opportunities for hidden talent and vetted businesses beyond the
DOWNTOWN neighborhood in Milwaukee. You are not bringing
enough to the party.
The projects sought by the joint venture can approach MILELE
COGGS, ALDERWOMAN, 6TH DISTRICT, BID 8/NID 7
HARAMBEE/RIVERWORKS, THE HEIRS OF DISTRICT 6 AND
INVESTORS FOR YOUR WRAPAROUND SERVICES including
the proposed ANCHOR VERSITI BLOOD PLASMA CENTER. BY
THE WAY, WHAT DO THE PEOPLE SAY ABOUT A PLASMA
CENTER IN THE AREA?

We need a nuance site off King Drive with today’s technology,
e.g., IoT – Internet of things AND 5G technology

I draw your attention to a 2008 case study report of the Federal Reserve and
the Brookings Institution that identified Milwaukee as an Enduring
Concentrated Poverty city.
Why haven’t your offices been more focus to help stop the contagion of
poverty that is now worse in Aldermanic District 6 in Milwaukee where you
wish to have the $100-$110 million-dollar self-serving THRIVEON King
Drive project?
