CONDITIONS OF THE PTO
Permit Condition No. 1:
That the permittee shall install a Continuous Emissions Monitoring System (CEMS)
in compliance with RA 98749;
Ways to Comply
• DAO 2007-22 provides the guidelines for the requirements of the CEMS
• Criteria/Specifications for the CEMS when required for each applicable pollutant emitted by a
given source:

That the CEMS’ Relative Accuracy Test Audit (RATA) shall be conducted
annually. RATA Report shall be submitted to this office prior to
renewal;
Ways to Comply
DAO 2007-22 Section 6 item 6:
• RATA must be performed annually by industries in the presence of
EMB personnel.
• A thirty (30) day notice should be presented to EMB prior to the
conduct of RATA.
• RATA is conducted to determine CEMS compliance to the RA.

COMPLIANCE TO THE
Operating conditions under this permit shall be based on the average operating
conditions during the previous CEMS results in compliance with the emission
standards for specific pollutants.
Ways to Comply
• Maintain condition of the Air Pollution Devices as when the testing of the
CEMS was conducted
• There should be no changes on the mode of operation of the fuel burning
equipment

COMPLIANCE TO THE
That the permittee shall install closed circuit television (CCTV) camera
installed at the stacks. The CCTV shall be a web-based and capable of
real-time viewing and readily accessible by the DENR-EMB.
Ways to Comply
• The plant provides a web-based CCTV camera that is accessible to
the DENR EMB IVA personnel via internet.
• DAO 2017-14 requires large industries with emission of greater
than 750Tonnes/yr to re-program the CCTV and CEMS data to the
EMB online information database.

This permit is subject to revocation if found violating the Ambient
and Source Emission Standards and other provisions of the Clean Air
Act and its IRR.
How to comply
• Conduct of monitoring of plant emissions and ambient air quality

monitoring
• Results of emission monitoring shall conform to the Ambient and
Source Emission Standards of the Phil. Clean Air Act

That non-compliance of any of the conditions set forth herein shall be sufficient
cause for the suspension or cancellation of this permit and /or payment of fine in
an amount not to exceed ten thousand pesos (PhP 10,000.00) for every condition
violated;

✓ Non compliance with or gross violation of any provisions of the
CAA IRR or permit condition.
✓ Deliberate or negligent submission of false information in the
application for permit that lead to the issuance of permit
✓ Deliberate or negligent submission of false monitoring data or
report required in the PTO
✓ Refusal to allow lawful inspection conducted by EMB authorized
personnel
✓ Other grounds provided by law.
