1.0 Introduction

1.1. Purpose

The basic objective of this plan is to lay down procedures to be adopted by the EE to
ensure the safe and efficient movement of traffic and also to ensure the safety of
workmen at construction site. This document constitutes Traffic Management Plan as
noted in Section 01 50 00 3.3.1 of RFP. This traffic Management Plan is prepared to:

 Manage the traffic during the operation of Bio-CNG Plant Indore.


 Manage and control vehicular movements to and from site
 Restrict vehicle activity to designated truck routes through the area

This plant is Located in Indore district of Madhya Pradesh- India. It is in the outskirts

2.0 Traffic Management at site

The guiding principles to be adopted for safety in construction zone are to:-

 Warn the road user clearly and sufficiently in advance.


 Provide safe and clearly marked lanes for guiding road users.
 Provide safe and clearly marked buffer and work zones
 Provide adequate measures that control driver behavior through construction zones.

2.1. Contractor’s Requirements


 All construction workers shall be provided with high visibility jackets with reflective
tapes.
 In all cases, the contractor shall take all necessary precautions specific to the
location of the site works.
 Wherever construction operations undertaken are likely to interfere with Airbase
traffic, ATC shall be informed verbally or by written correspondence and permission
for commencing of work shall be taken from Air Force Authorities
 The primary traffic control devices used in work zones shall include signs,
delineators, barricades, cones, pylons, pavement markings and barrier lighting.
 Signage at site shall be placed as per the requirements of Sign Standard Manual EP-
310-1-6 Engineer Pamphlet
 Haul roads built and maintained for this work shall be as per section 2.18 of this plan.

2.2. Safety of Pedestrians


 Traffic marshal shall maintain traffic at intersections and shall assist the pedestrian to
cross the road
 Wherever required Zebra crossing/Dedicated pedestrian lane shall be designed for
the pedestrians use.
 Workers shall be trained how to cross the road
 No horse play shall be allowed at road by workers
 Workers shall cross road with due care and caution

2.3. Barricading of Dug out area


 The dug out area shall be encircled by the hard barricading to avoid any fall of man
and material in this.
 The Dug out shall be monitored by the regular supervision
 Any tampering with barricading shall be corrected immediately (at the earliest
possible) after the notice

2.4. Traffic Marshals/Flagman


 Traffic marshals (if required) shall be kept on duty to manage the smooth flow of the
traffic and to ensure the safety of the passer by.
 They shall manage traffic on all the intersections
 Traffic marshals shall be kept as per schedule of the construction work at site
progress

 Flagmen:

 Flagmen shall be equipped with yellow helmet with green reflective sticker fixed
around and reflective jacket along with hand signaling devices such as flags and
sign paddles. The specification are given below
 Red Flag – Minimum size 600 X 600 mm (Polyester cloth advisable)
 Green Flag – Minimum size 600 X 600 mm (Polyester cloth advisable) White &
Orange Flag – Minimum size 600 X 600 mm (Polyester cloth advisable)
 Flagmen shall maintain the flow of traffic continuous past a work zone at
relatively reduced speeds by suitably regulating the traffic. He shall stop the
traffic for a short while whenever required (e.g. for entry and exit of construction
equipment in to work zone).
 Flagman shall be positioned in a place where he is clearly visible to approaching
traffic and at a sufficient distance to enable the drivers to respond for his flagging
instructions.
 A flagman never leaves his post until relieved by his substitute.

2.5. Moving Engineering Equipments

The moving engineering equipments shall move under the supervision of


Helper/signalman near the construction site to control the move of the equipment.

2.6. Warning signs

 Warning signs in the traffic control zone shall be utilized to warn the drivers of
specific hazards that may be encountered.
 The contractor shall place signage at strategic locations and install appropriate
warning signs. In order to minimize disruption of access to residences and business,
the contractor shall maintain at least one entrance to a property where multiple
entrances exist.
 A warning sign shall be installed at all secondary road which merges with the
primary road where the construction work is in progress at a sufficient distance
before it merges with the primary road so as to alert the road users regarding the
“Work in Progress”.
 Materials hanging over / protruded from the chassis / body of any vehicle especially
during material handling shall be indicated by red indicator (red light/flag) to indicate
the caution to the road users.

2.7. Delineators

The delineators are the elements of a total system of traffic control and have two distinct
purposes:

 To delineate and guide the driver to and along a safe path


 As a taper to move traffic from one lane to another.
 These channeling devices such as cones, traffic cylinders, tapes and drums
shall be placed in or adjacent to the roadway to control the flow of traffic.

2.8. Traffic cones and cylinders

Traffic cones of 500mm, 750mm and 1000mm high and 300mm to 500mm in
diameter or in square shape at base and are often made of plastic or rubber and
normally have retro-refectories red and white band shall be used wherever required.

2.9. Drums
Drums about 800mm to 1000mm high and 300mm in diameter shall be used either as
channelizing or warning devices. These are highly visible, give the appearance of
being formidable objects and therefore command the respect of drivers. Drum
delineators must be sufficiently illuminated.

2.10. Fencing
 Fencing shall be provided along the construction site at all open excavations to
control access by unauthorized people.

 Fencing must be installed to be able to restrain a force of at least 114.00 kg 250


pounds against it.

 Erection of temporary project 6 foot/1.83 meter high chain link fence around the work
site.

2.11. Barricades

 Temporary barricades shall be erected and maintained to limit public access to


hazardous areas.
 Whenever safe public access to paved areas such as roads, parking areas or
sidewalks is prevented by construction activities or as otherwise necessary to ensure
the safety of both pedestrian and vehicular traffic barricades will be placed.

 Securely place barricades clearly visible with adequate illumination to provide


sufficient visual warning of the hazard during both day and night

 Full height fence, barriers, barricades etc. shall be erected around the site in order to
prevent the working area from the risk of accidents due to vehicular movements. The
barriers are also designed to protect road users from the dangers associated with
general construction operation material handling and temporary structures.

 The structure dimension of the barricade, material and composition, its colour
scheme and other details shall be in accordance with specifications laid down.

 All barricades shall be erected as per the design requirements of the Employer,
numbered, painted and maintained in good condition and also Barricade in- charge
maintains a barricade register at site.

 All barricades shall be conspicuously seen in the dark/night time by the road users
so that no vehicle hits the barricade. Conspicuity shall be ensured by affixing retro
reflective stripes of required size and shape at appropriate angle at the bottom and

middle portion of the barricade at a minimum gap of 1000mm. In addition minimum


one red light or red light blinker should be placed at the top of each barricade.

 The contractor shall ensure that all his construction vehicles plying on roads (like
dump trucks, trailers, etc.) have appropriate licenses to ply on public roads from the
State Transport Authority. Drivers holding proper valid license as per the
requirements of Motor Vehicles Act shall drive these vehicles on the public roads.

 The contractor shall not undertake loading and unloading at carriageways


obstructing the free flow of vehicular traffic and encroachment of existing roads by
the excuse of work execution unless traffic management alternatives have been
installed e.g. diversion.

 Type I and Type II Barricade:

 These barricades shall be used when traffic is redirected in a road. These barricades
can be used interchangeably and more suitable for repair, maintenance and other
temporary works. As these barricades are susceptible to overturning in wind, their
stability can be improved through ballast.

 Type III Barricade:

 This is a permanent type barricade and can be erected at the point of closure when a
road section is closed to traffic for construction works. They may extend completely
across a road way for the entry of construction workmen and vehicle.

2.12. Truck Routes

All Trucks, heavy vehicle and machinery shall enter and exit through Loni Gate of Air
Force station during demolition, excavation and construction stages.

2.13. Emergency Vehicle Access


Emergency vehicle access to and from the site will be available at all times that the
site is occupied by construction workers.

2.14. Covering of Loads


All vehicles involved in the excavation and/or demolition process and departing the
property with demolition materials, spoil or loose matter must have their loads fully
covered before entering the public roadway.

2.15. Cleaning of roads

The contractor shall ensure the cleanliness of roads by deploying appropriate


manpower to ensure efficiency in the cleaning task. These shall be maintained in a
clean position throughout the execution of project

2.16. Vehicle Cleaning


Prior to the commencement of work, suitable measures are to be implemented to
ensure that sediment and other materials are not tracked onto the roadway by
vehicles leaving the site. It is an offence to allow, permit or cause materials to pollute
or be placed in a position from which they may pollute waters.

2.17. Tow away vehicle


The contractor shall make arrangements keeping tow away van / manpower to tow
away any breakdown vehicle in the traffic flow without losing any time at his own cost.

2.18. Haul Roads

Whenever practical, one-way haul roads shall be used on this contract. Haul roads
built and maintained for this work shall comply with the following:
 One-way haul roads for off-the-road equipment; e.g., belly dumps, scrapers, and off-
the-road trucks shall have a minimum usable width of 25 feet (7.6 meters). One-way
haul roads for over-the-road haulage equipment only (e.g., dump trucks, etc.) may be
reduced to a usable width of 15 feet (4.6 meters).
 Two-way haul roads for off-the-road haulage equipment shall have a usable width of
60 feet (18.3 meters). Two-way haul-roads for over-the-road haulage equipment only
may be reduced to a usable width of 30 feet (9.1 meters)

 Haul roads shall be graded and otherwise maintained to keep the surface free from
potholes, ruts, and similar conditions that could result in unsafe operation.

 Grades and curves shall allow a minimum sight distance of 200 feet (61 meters) for
one-way roads and 300 feet (91.4 meters) for two-way roads. Sight distance is
defined as the centerline distance an equipment operator (4.5 feet (1.4 meters)

above the road surface) can see an object 4.5 feet (1.4 meters) above the road
surface. When conditions make it impractical to obtain the required sight distance
(e.g., ramp over levees), a positive means of traffic control shall be implemented.
 Dust abatement shall permit observation of objects on the roadway at a minimum
distance of 300 feet (91.4 meters).
 Haul roads shall have the edges of the usable portion marked with posts at intervals
of 50 feet (15.2 meters) on curves and 200 feet (15.2 meters) maximum elsewhere.
Such markers shall extend 6 feet (1.8 meters) above the road surface and, for
nighttime haulage, be provided with reflectors in both directions.
 Lighting shall be made adequate to assure full and clear visibility for full width of haul
road and work areas during any night work operations.
 Traffic marshals shall be placed at the T-Point of Haul road

2.19. Dust Control Measures

The four general dust control treatment methods commonly used are:
 Agronomic
 Surface penetrant
 Admix
 Surface blanket
 Monitor the exposed surface condition and spray with water or dust suppression
chemicals as necessary
 Spray excavation or earth with water or dust suppression chemical immediately
before, during and immediately after the operation so as to maintain the entire
surface wet
 Vehicle washing facilities with high pressure water jet are to be provided

 Dust control, shall be adequate to ensure safe operation at all times.


 Construction sites and haul routes shall be continually monitored during use to clean
up mud, control dust and other debris, and repair damage caused by construction
activities
 Dust abatement on access roads with applications of calcium chloride, water
sprinklers, or similar methods or treatment.
 Dust control at site shall be done as per the requirements of UFC 3-260-017, Dust
Control for Roads, Airfields, and Adjacent Areas

2.20. Surface Movement Control


 A written permission shall be taken from the Air Traffic Controller (ATC) for working
near the runway by Boeing.
 The movement of equipment and vehicle shall be restricted by placing fencing to
construction site and it shall be monitored regularly by the traffic marshals
 Traffic marshals shall be placed at the haul road intersections
 Traffic marshals shall monitor the movement of traffic plying on existing or newly
constructed taxiways
 Vehicles plying at construction site shall not exceed 20 Km per Hour speed.
 Adequate lighting shall be provide for the night work operation
