ON
BRIDGE AND ROAD TUNNEL SAFETY COMISSION

BY THE BLESSING OF ALMIGHTY GOD

MINISTER OF PUBLIC WORKS AND HOUSING,

Considering : that based on Article 7 paragraph (10) of the

Regulation of the Minister of Public Works and
Housing Number 41/PRT/M/2015 on Bridge and
Road Tunnel Safety, it is necessary to stipulate a
Decree of the Minister of Public Works and Housing
on the Bridge and Road Tunnel Safety Commission.

Observing : 1. Government Regulation of 2005 Number 15 on Toll Roads

(State Gazette of the Republic of Indonesia Number 32 of
2005, Supplement to the State Gazette of the Republic of
Indonesia Number 4489) as last amended by Government
Regulation Number 43 of 2013 (State Gazette of the
Republic of Indonesia Number 101 of 2013, Supplement
to the State Gazette Republic of Indonesia Number 5422);

2. Government Regulation Number 34 of 2006 on Roads

(State Gazette of the Republic of Indonesia Number 86 of
2006, Supplement to the State Gazette of the Republic of
Indonesia Number 4655);

 3. Presidential Regulation Number 7 of 2015 on the
Organization of State Ministries (State Gazette of the
Republic of Indonesia Number 8 of 2015);

4. Presidential Regulation Number 15 of 2015 on the

Number 41/PRT/M/2015 on Bridge and Road Tunnel
Safety.

HAS DECIDED:

To issue : DECREE OF THE MINISTER OF PUBLIC WORKS AND

HOUSING ON BRIDGE AND ROAD TUNNEL SAFETY
COMMISSION.

FIRST : To stipulate the Bridge and Road Tunnel Safety Commission

with a Membership Structure as contained in the Attachment
which is an integral part of this Ministerial Decree.

SECOND : Bridges and Road Tunnels regulated in this Ministerial Decree
are:
a. Bridges with a span of at least 100 m;
b. Arch bridges with a span of at least 60 m, suspension
bridges and cable-stayed bridges;
c. Bridges with a span of at least 3,000 m;
d. Bridges with pillar height above 40 m;
e. Road tunnels with a closed section length of at least 200
m;
f. Road Tunnels that use drilling/jacking methods;
g. Bridges and Road Tunnels that have high structural
complexity or have high strategic value or are designed
using new technology.

THIRD : The organizational structure of the Bridge and Road Tunnel

Safety Commission consists of:
a. Chairperson concurrently member;
b. Secretary concurrently member; and
c. Members.

FOURTH : a. The Chairperson of Bridge and Road Tunnel Safety

Commission
has the following duties:
1. Providing recommendations to the Minister regarding the
safety of road bridges and tunnels in terms of:
a) granting design approval which includes
construction, principal changes that affect structure
and rehabilitation design as well as rehabilitation
permits;
b) Approval of the proper function of road bridges and
tunnels; and
c) Approval of other activities that may affect the safety
of the bridge and road tunnel structures.
2. Establishing Standard Operating Procedures that are
considered important in terms of supporting the duties of
the Bridge and Road Tunnel Safety Commission.
3. If necessary, the chairperson of the Bridge and Road
Tunnel Safety Commission may appoint an expert on
Bridges and Road Tunnels other than those stipulated in
this Ministerial Decree.

 b. The Secretary of Bridge and Road Tunnel Safety
Commission has the following duties:
1. Preparing an assessment of the safety evaluation of
bridges and road tunnels carried out by the Builders or
Managers of bridges and road tunnels;
2. Preparing recommendations to the Minister to the
Chairperson of the Commission; and
3. Preparing for bridge and road tunnel inspections.

c. The Members of Bridge and Road Tunnel Safety

Commission has the following duties:
1. Conducting an assessment of the safety evaluation of
bridges and road tunnels carried out by the Builders or
Managers of road bridges and tunnels;
2. Reviewing design approvals which include construction,
changes of a principle nature that affect structure and
rehabilitation design as well as rehabilitation permits;
3. Reviewing the Approval of bridge and road tunnel
functionality;
4. Reviewing Approval of other activities that may affect the
safety of the bridge and road tunnel structures; and
5. Carrying out bridge and road tunnel inspection.

FIFTH : All costs arising from the implementation of this Ministerial

Decree will be borne by the Budget Execution (Allotment)
Document of the State Budget of the Directorate General of
Highways.
SEVENTH : At the time this Ministerial Decree comes into force, the Decree
of the Minister of Public Works Number 499.1/KPTS/M/2013
on the Bridge Safety Committee is repealed and declared
ineffective.
EIGHTH : This Ministerial Decree is effective as of the date of stipulation.
