Dear Ms. Somers:
The above referenced Special Use Permit application with a submission date of July 1, 2022 and received via email by
VDOT on July 1, 2022 has been reviewed.
VDOT’s understanding is that the applicant is requesting approval to operate a 5 bedroom Bed & Breakfast on a property
located at 65 Clark Lane Washington, VA (TM#28-52F) that will generate an average traffic volume of one car per day.
This property is currently being served from an existing private driveway (Clark Lane) off of State Route 211/522 - Lee
Highway. No new entrances are being proposed.
The following comments are offered for the County’s consideration as part of the SUP process:
1. Clarify whether the use will basically function as a private five bedroom home or will there be other
activities/uses including any available to patrons other than the tenants.
2. Based on previous discussions with the County and the Applicant, there are multiple land uses that share Clark
Lane as access to Route 211. Parties with a vested interest in Clark Lane should consider improving the existing
entrance on Route 211 based on total traffic volume and types of vehicles using the entrance.
3. Consider working with the Farm Co-op to improve the existing shared entrance condition or eliminating it.
4. Consider relocating an existing sign on Route 211 (Rappahannock Co. Public Refuse/Recycling Collection Site)
in order to facilitate sight distance for the existing Clark Lane entrance.
5. Consider SUP conditions that would help ensure that there are no substantial traffic impacts at the
entrance. Possibly place a time limit on the permit, so that any issues or complaints can be assessed and any
needed improvements implemented.
6. Any large events should obtain a VDOT Land Use Permit - Special Events to ensure that adequate traffic control
is provided.
If improvements are needed along Lee Highway, then a VDOT Land Use Permit must be obtained prior to start of work
within the State maintained right-of-way.
