Chapter 1

Introduction

Background of the Study

The purpose of this study is to gather information about the Perceptions of the Local in
the Neighboring Communities on the Construction of Bukidnon Airport.

Airports are commonly viewed as serving the social good in much the same manner as
highways, mass transit, and other public transportation infrastructure and services.
Airports, which serve both as foundations for economic development and as key
elements of the national aviation system, confer many public benefits. Most airports
open to the public for civilian use are in fact owned by the public, usually by
municipalities or county governments. For the most part, however, airport operations
are expected to be self-financed, with revenues derived from concessionaires,
passengers, aircraft operators, and other airport users and tenants. Exactly how airport
operators go about raising revenues and structuring their operations is heavily
influenced by their role in providing a social good and is thus subject to many federal,
state, and local controls.

This mix of roles and responsibilities places airport operators in an unusual and often
delicate position. On the one hand, they are expected to act nimbly and efficiently, like a
private business serving its customers. On the other, they are required to pursue the
broader social good, which is evidenced by the many—and sometimes divergent—local,
regional, and national demands placed on them. Airport operators are therefore in a
challenging environment. The obligations and constraints they face are in many ways
unique, derived from their position at both the intersection of the public and private
sectors and the nexus of federal, state, and local governments’ jurisdictions (National
Academies of Sciences, Engineering, and Medicine. 2003).

The focus of this study with an open mind about the need for an airport cooperative
research program. Therefore, its initial emphasis is to gain a better understanding of
airport issues and problem areas and how this research will address them

Statement of the Problem

This study will assess the Perception of the Local in the Neighboring Communities in
the Construction of Bukidnon Airport

Especially the study aims to answer the following questions.

1. Does the people of Don Carlos have positive outlooks on the construction of the
Airport?
2. Benefits of construction of airport to the community?
3. What are the significant developments in tourism growth in the neighboring
communities?
4. What are the opportunities and challenges in constructing the airport?

Objectives of the Study

The general objective of this study is to assess the Perceptions of the Local in the
Neighboring Communities on the Construction of Bukidnon Airport

Specifically aims:

1. To evaluate the people of Don Carlos has positive outlooks on the construction of
the airport
2. To determine what are the benefits in construction of airport to the community
3. To examine what are the significant developments in tourism growth in the
neighboring communities
4. To identify what are the opportunities and challenges in constructing the airport
Significance of the Study

The research result will provide the information the Perception of the Local in the
Neighboring in the Construction of Bukidnon Airport.
The study will benefit the following:
Locals-
Government- The Government helps generate economic growth and alleviate
poverty providing employment opportunities, increasing revenues from taxes and
fostering the conservation of protected areas.
Community- The Airports are important to a community because they provide
local businesses with access to the global market. They help retain and attract
business to a community and thus provide jobs and economic prosperity for the
area. Safe, efficient air service creates an environment that allows both existing
and new business to succeed and thus increases a community’s tax base.
Future Researcher-The researcher determined the socio-economic benefit of the
future domestic airport to the continuous progress in the tourism. Having this
domestic airport will strengthen its competitiveness in attracting foreign stimulate
domestic tourism in the future tourist destination and should further developed
and to promote greater accessibility to markets. Encourage to provide
reasonable and competitively-priced tourism goods, services and facilities to
enable the industry to live more visitors and promote local tourism

Scope and Limitations of the Study


The Scope of the study involves the time to distributes to the questionnaire to the
subject participants, and the number of the target participants will be 25 each
municipality to sum up 100 participants to be total. The location that we distribute
our questionnaire will be conducted in the municipalities of the Barangay Maray-
Maray Don Carlos, Kadingilan, panagantucan, and Maramag
The estimate time of experiment from preparation to collecting data will be 3-5
months, depending on the time of availability.
The Limitation of the study involves data collection to the target participants. The
study will focus on the target participants will be the locals in Don Carlos,
Maramag, Kadingilan, and Pangantucan, Bukidnon Philippines.
