Development of Power Sector in May 2014
1. IMPORTANT DEVELOPMENTS:
i. Thermal capacity of 2586.10 MW has been added during the month of May, 2014 after commissioning of Ramgarh CCPP / STG (50 MW) by
RRVUNL in Rajasthan; Kalisindh TPP, U-I (600 MW) by RRVUNL in Rajasthan; Derang TPP, Unit-1 (600 MW) by JIPL in Odisha, Dhuvaran
CCPP, Unit-I, (376.10 MW) by GSECL in Gujarat; Sasan UMPP, Unit-4 (660 MW) by SPL in Madhya Pradesh and Dhariwal TPP, Unit-2 (300
MW) by Dhariwal Infrastructure Ltd. in Maharashtra.
ii. Hydro capacity of 130 MW has been added during the month of May, 2014 after commissioning of Parbati-II, U-IV, HE by NHPC Ltd. in H.P.
iii. No Nuclear capacity has been added during the month of May, 2014.
In the transmission sector, stringing of 1395 ckt. Kms. of transmission lines have been completed during the month of May, 2014 against the MoU
target for stringing of 7000 ckt. Kms. fixed for the financial year 2014-15.
i. The electricity generation in the country during the month of May, 2014 was 89,662 Million Units (MUs) as against 84,350 MU during the
corresponding month of the year 2013, showing a growth of 6.30%. Thermal generation in May, 2014 increased by 6.52%, Nuclear generation
has increased by 5.29% and Hydro generation also increased by 6.76% over same month last year. Overall electricity generation was
103.56% of the programme for the month.
ii. The actual electricity generation from nuclear plants during the month was 9.79% more than the programme for the month. Coal based
generation has a growth rate of 8.63% but Lignite based generation has a negative growth of 1.46% and the Gas based (including Liquid fuel)
generation has also a negative growth rate of 15.97% as compared to last year same month mainly on account of decreased gas output from
KG-D6 and also higher cost of alternate fuel.
iii. Plant Load Factor:- All India % PLF during the month of May, 2014 was 68.15% against the target of 67.43% fixed for May, 2014. The PLF for
the Central Sector, State Sector, Private Sector (IPP) and Private Sector (Utilities) plants were 78.15%, 60.45%, 66.56% and 72.94%
respectively.
iv. The actual electricity generation from hydro power plants during May, 2014 was 6.07% higher than the program for the month. It had a growth
of 6.76% as compared to last year same month.
Re-structured APDRP was launched on 31.07.2008 as a Central Sector Scheme with a programme size of INR 51.577 Crore.
Projects under the scheme are to be taken up in two parts. Part-A is the projects for establishment of baseline data and IT applications for energy
accounting / auditing & IT based consumer service centres and Part-B is regular distribution strengthening projects.
Part-A projects worth INR 5348.34 Crore covering all the eligible towns (1412) in the country have already been sanctioned. 72 Supervisory Control
and Data Acquisition (SCADA) projects worth INR 1601.28 Crore have also been sanctioned for Nineteen States / UTs (Maharashtra, Uttar Pradesh,
Gujarat, Rajasthan, Tamil Nadu, Andhra Pradesh, Madhya Pradesh, Kerala, Bihar, Punjab, West Bengal, Assam, J&K, Chhattisgarh, Uttrakhand,
Haryana, Jharkhand. Puducherry and Odisha) under Part-A. 1244 projects worth INR 31139.71 Crore have been approved to Twenty Six States
(Andhra Pradesh, Gujarat, Haryana, Himachal Pradesh, Karnataka, Kerala, Madhya Pradesh, Maharashtra, Punjab, Rajasthan, Sikkim, Tamil Nadu,
Tripura, Chhattisgarh, Uttar Pradesh, West Bengal, Bihar, Assam, J&K, Uttarakhand, Puducherry, Manipur, Meghalaya, Jharkhand, Mizoram and
Odisha) under Part-B.
As on 31 May 2014, 1,08,373 villages have been electrified and free electricity connections have been provided to 217.76 lakh BPL households under
RGGVY.
2.1 PROBLEMS IN IMPLEMENTING THE DECISIONS TAKEN BY THE CABINET / CABINET COMMITTEES:
2.2 DEPARTURE FROM THE TRANSACTION OF BUSINESS RULES / ESTABLISHED POLICY OF THE GOVERNMENT:
There is no departure from the transaction of Business Rules / Established Policy of the Government.
2.4 COMPLIANCE STATUS OF DECISIONS OF COMMITTEE OF SECRETARIES: At present there is no decision pending for implementation.
2.5 ITEMS PENDING IN THE CABINET SECRETARIAT: There is nothing to report in this regard.

3. FUEL ISSUES:
i. Domestic Supply:
The overall coal stock position, which was 17.99 Million Tonne as on 1st May, 2014 decreased to 15.42 Million Tonne (MT) as on 29th May,
2014. In comparison to 1st May, 2014, the number of critical power stations (having less than 7 days of coal stock) increased from 22 to 28
and the number of super critical stations (having less than 4 days of coal stock) increased from 14 to 20. The average coal stock at power
stations was for 11 days of generation against the normative requirement for 21 days.
To bridge the gap between demand for coal and its domestic supply as well as to build reasonable stock of coal, an import target of 54 Million
Tonne (MT) coal for the year 2014-15 has been assigned to the Power Utilities in the country, for the plants designed on domestic coal. In
addition, coal import requirement in respect of power stations designed on imported coal was assessed as 40 MT. The provisional import of
coal by the Power Utilities during the year 2014-15 (Up to 31st May, 2014) was approximately 14.516 MT.
Gas supply to power sector from KG-D6 has been zero since April, 2014 whereas APM, Non-APM and RLNG gas supply to power sector has been
approximately 26.39 mmscmd.

Final (2nd Stage) Forest diversion has been cleared by Central Nodal Forest officer, Lucknow and letter has been sent to Principal Secretary
(Forest), Government of UP on 17th September, 2013 for further necessary action. File for issue of Gazette notification is in circulation in
GoUP
Land case for Stage-1 forest clearance of 88.29 Ha land of Jhelam Tamak was submitted to GoUK on 30.11.2012. GoUK has forwarded the
case with their recommendations to MoEF, New Delhi on 17th December, 2013. Supreme Court has issued Judgement on 13th August, 2013
to MoEF & GoUK not to issue EC & FC to 24 projects under review and examination till further order which includes Jhelam Tamak Hydro
Power Project also.
An expert committee under chairmanship of Prof. Ravi Chopra was constituted by MoEF to make a detailed study of the impacts of HEPs on
the biodiversity of Alaknanda and Bhagirathi river basins. Final decision in the matter is awaited.
Proposal for carrying out drilling / drifting work under Survey & Investigation was forwarded by Principal Secretary, GoUK to MoEF on
21.06.2013 for further consideration of NBWL. DIG (Wild Life), MoEF, Gol on 02.07.2013 requested CWLW, GoUK to submit some documents
so that the proposal can be considered by NBWL. All the documents have been submitted to DIG (Wild Life), MoEF. As per the Supreme
Court directives, the proposal has not been considered by NBWL regarding drilling / drifting work under Survey & Investigation in their meeting
held on 4th September, 2013 and further it has been informed that the proposal can be considered only after getting clearance of Supreme
Court.
Regarding Environment Clearance, EAC in its 67th meeting held on 6th June, 2013 has asked THDCIL to submit a detailed note with plans of
Nandadevi Biosphere Reserve (NDBR) and Valley of Flower (VOF) on the cumulative impact of Dhauli Ganga projects and mitigation measures
to counter adverse impact on biodiversity of both NDBR and VOF for consideration of EAC in their next meeting while considering environment
clearance. In the mean time Supreme Court has issued Judgement on 13th August, 2013 to MoEF & GoUK not to issue EC & FC to 24
projects under review and examination till further order which includes Jhelam Tamak Hydro Power Project also.

4.3 important Development in respect of 101 MW Tripura Gas Based Power Project, Monarchak, Tripura, in May 2014:
Civil works of cooling tower completed. Erection and commissioning works are in progress.
65% of laying of Pipeline for Raw Water completed. Construction of Intake structure in progress.

For Fire Fighting system construction of Clarified / Fire Water Reservoir & piping works completed. Diesel Pump commissioned and motor
driven pump alignment is in progress. Jockey pump air receiver tank placed in site.
99% DM Plant civil works completed. Finishing works are in progress. Erection of DM tank is in progress together with fixing of frontal pipes of
vassals. Hydro test for both DM tanks completed, sand blasting in progress.
80% Erection and commissioning works of Compressed Air System including grouting of compressors completed.
In STG Auxiliaries erection works, erection of Air Evacuation System and Gland Steam Condenser completed. Placement of Lube oil tank /
AOP / EOP completed. Piping works are in progress.
Erection of GTG Control & Relay Panels completed. Cabling is in advanced stage of completion.
DCS equipment and Control desk panels have been placed in position. Cabling & termination works is in progress.

5.1 Status Report of NTPC-BHEL Power Project Pvt Ltd. (NBPPL) for the Month of May, 2014
5.1.1 Manufacturing Plant at Mannavaram: Mannavaram manufacturing plant is getting ready to start Plant Production and Manufacturing activities
from the second quarter of FY 14-15 with the readiness of following systems & Facilities.
Power Supply arrangement for manufacturing plant - Electrical Equipments & systems.
Erection of three transformers (25 MVA) completed. Erection of 2 DC-Sets of 1000VA, One DG set of 500VA and DG Stack completed.
Erection of Switch Gear Panels and Bus Duct completed.
Major civil & structural works of Main Fabrication Block, Administrative Block, stores buildings, Canteen, Dispensary etc., completed.
Site Enabling Works started on 18th February, 2014. Site leveling works in Main plant area are under progress and 6000 m3 completed
out of 35000m3.
NBPPL scope is BOP including Civil and E&C thereof. The total order value is INR 186.80 Crore.
Unit-2: Major NBPPL scope of works completed and systems made ready for unit commissioning.
NBPPL scope is BOP, Civil and E&C Works of entire plant. The total order value is INR 198.9 Crore.
A total of 118 packages out of 138 ordered and balance packages are under various stages of ordering.
BHEL PSER terminated NBPPL for execution of site Works under NBPPL Scope.
NBPPL scope is BOP including E&C works of Entire Plant. The total order value is INR 114 Crore.
122 KV outgoing lines & Switch yard charging completed on 21st January, 2014.
Business sharing Strategy with BHEL - ISG: NBPPL registered as a qualified vendor of BHEL: ISG to supply CHP equipments on the strength
of TCA with DMW.
Tie up with BHEL - Ranipet: NBPPL is registered as BHEL / Ranipet''s sub vendor on 10.08.13, for under taking the structural fabrication jobs
of BHEL / Ranipet.
Tie up with AP Genco: NBPPL approached and submitted its status of manufacturing plant to AP Genco and requested for orders on spares
requirement in their operating plants.
i. A technical committee meeting for Refrigerator was held on 2nd May, 2014 for the revision of energy performance standards of direct cool
Refrigerator which would be applicable from 1st January, 2015. The program will be made mandatory w.e.f. 1st January, 2015 and the way
forward for Frost Free Refrigerators labeling program was also discussed.
ii. The first technical committee meeting for Solar Water Heater (SWH) for discussion on parameters for energy performance, identification of
types & testing standards for SWH was held on 16th May, 2014.
iii. A technical committee meeting for Distribution Transformers for discussing the total losses at 50% and 100% loading, inclusion of dry type
transformers in existing labeling plan, revised star labeling plan and time lines for implementation was held on 5th May, 2014.
Cost of super-efficient fan, has declined substantially due to BEE''s efforts on market transformation. Today, the price difference between super-
efficient (about 43 watts power consumption) and ordinary fans (70 watts) is INR 100 only.

2. Requirement of Certificate concerning compliance under Forest Right Act (FRA), 2006
MoEF circular linear projects such as transmission lines have been exempted from FRA stipulations requiring No Objection Certificate (NOC) from 100%
Gram Sabha. This has been done on pursuance from MoP wherein it was clarified that for construction of transmission line being over-head through any land
area (including forest areas wherever involved) as only Right of Way (RoW) is involved and there is no physical land encroachment except for Tower
construction. Also since the line lengths being typically large and so covering typically large length of several districts in a State, obtaining NOC from every
Gram Sabha may not be practicable.
However, MoEF circular requiring the above exemptions to be processed as per stated formats has led to a confusion wherein the Competent Authority -
District Collector - is interpreting the circular - as if the exemption has been withdrawn. Therefore they are again treating transmission line as non-linear
project and so requiring FRA clearance as for non-linear projects which clearly is against the said circular. MoEF needs to clarify the situation through an
OM to all concerned.
