HLAL.2022

Saint Tonis College, Inc. has undergone many


changes from its names, leadership, systems, policies,
standards, and even its recognition and certifications as
a thriving institution that is ultimately aimed in
pursuing a culture of excellence, alongside promoting
its Christian mantra: “Faith, Learning and Action.”

Tabuk Institute Barrio High
In 1968, Tabuk Institute started as an
extension section in Bulanao, with the
financial support of the Tabuk Institute, the

United Church of Christ in the Philippines, and
a few friends from Bulanao. The school
started with 43 high school students and 20
automotive students, and under the
leadership of Mr. Lauro Arizala. Classes were
held in the small UCCP chapel.

`Later on, the UCCP granted Two
Hundred Thousand Pesos (Php200, 000.00) to
the school to build a four-classroom building.

However, the money was not enough to
complete the construction, and only one
room was partially completed with only one
ceiling. The other rooms had only one roofing
built, but the walls, windows and floors were
not completed.

Tabuk Institute Barrio High
In 1978, the Highland Conference of the
Tabuk Institute Board of Trustees agreed to
separate the Tabuk Institute Barrio High School
HLAL.2022 from the mother school. From then on, it was
governed by its own Board of Trustees. Being
separated from the Tabuk Institute, the school
had difficult times for salaries of personnel,
library books, science laboratory, and other
facilities needed to operate a school.

Mrs. Presentacion C. Bartolo was appointed
by the Board of Trustees as the principal. The faculty
members with the principal tried to study why all the
students could not pay for their school fees in cash

but only in kind; like coconuts, a litter of coffee, a
ganta of rice, or live chickens. The group started to
make home visits only to find out that the parents of
the students back then were really very poor. This
finding resulted to the starting point of the school’s
community development program. The parents,
students, faculty, and administration worked together
to improve the school.

The result of the joint efforts was the
construction of the three-classroom building.
HLAL.2022 At that time, the SEDP curriculum enabled the
teachers to take turns in going to the
communities, because classes were held
three (3) hours a week per subject.

Some teachers taught from Monday to
Wednesday while others worked in the
HLAL.2022 communities, then they exchanged their
schedule on Thursday to Friday. A one-floor
building was built through the joint efforts of
the administration, faculty and students.

In 1981, the name of the school was changed to
Kalinga Christian Learning Center (KCLC) to
accommodate the expansion of the school programs
for community development. The school was a non-
formal education center of many depressed
communities, in which skills trainings were made
available to the locals.

The skills trainings were a response to the need
of the parents to earn a decent and meaningful life and
to be able to send their children to school. The
community program was funded by the Evangelische
Zentralstelle für Entwicklungshilfe (EZE), a Protestant
Association for Cooperation in Development based in
Germany.

The number of skills for the training increased. It
included courses such as One-Year Automotive with
Driving, which specially caters to out-of-school youths.
The school also established health programs, and other
trainings like those on functional literacy, backyard
gardening, freshwater pond tilapia-raising, partnering
and linkaging, resolution-writing, and many others.

These projects had been evaluated by non-
government organizations like the one managed by Mr. and
Mrs. Jose Deles, and these programs were seen as
successfully implemented as per findings of the evaluators.
Mr. Havernkorn, the head of the EZE, thenceforth
recommended for the preparation of a building plan in
preparation for the offering of secondary education by the
school.

In 1984, the EZE granted the funding request for


the building. The building is presently used as the
school’s Administrative Building, more popularly known
as the L-Building.

This infrastructure development was a real face-


lifting of the school, being at the center of Bulanao,
itself being the center of the national and provincial
development programs.

The progressive Community Integrated
Development Program (CIDP) of the school, on the
other hand, was a result of the awareness of the
teachers to the circumstances of impoverished families
from which their students belonged. The program
provided assistance to these target families.

Assistance came through a step-by-step
procedure that involved identifying their root problems
and key bottlenecks, analyzing their needs, and
designing programs to meet these needs and address
their problems.

One of the impacts of the CIDP was the
establishment of a church out from the organization of
families of rebel returnees who once joined the CPLA
under the leadership of the late Fr. Conrado Balweg.

The Elementary School
Over the years, KCLC grew from a barrio
high school that offers elementary education
HLAL.2022 alongside the CIDP. The Elementary program
was opened in SY 1994-1995, completing all
of its grade levels. This was in response to the
clamor of the parents from Bulanao for KCLC
to offer basic education.

The building that houses the
Elementary Department had been funded by
HLAL.2022 the St. Toenis Church in Germany and by
volunteer pupils and students who performed
the excavation and brought two boulders or
stones a day for the construction of the
building.

Since time, the Elementary program
has always applied for and passed its
HLAL.2022 applications for accreditation. To date, the
Elementary Department has attained a Level
II Accreditation, and is the lone private
institution across the Province of Kalinga that
has reached that accreditation level.

HLAL.2022 Department

The KCLC High School program was first


accredited in 1987, and since then had been
reaccredited to Level II. It was the first high school
institution in the province that was accredited to Level
II.

In 2004, the Board of Trustees approved a plan to


apply for a permit to open a College of Nursing. That
application necessitated a change of name from Kalinga
Christian Learning Center into Saint Tonis College, Inc.,
after the staunch supporter of the school, the Saint
Toenis Church of Germany.

Other college courses were also opened:


Bachelor in Secondary Education, Bachelor in
Elementary Education, Bachelor of Science in Hotel and
Restaurant Management and Bachelor of Science in
Information Technology.

In 2016, the Saint Tonis College, Inc. (STCI) was


granted provisional permit to operate a Senior High
School program with the following tracks and strands:

Technical-Vocational Track Information and Communications
Technology (ICT);

As the school population continued to expand,


the school took another major building project with the
creation of a three-storey-building. The new building
housed classrooms, science laboratories, and a
conference room.

On February 27, 2018, the Board of Trustees


elected Bishop Elorde M. Sambat as President for STCI
for a five-year term, that is, from 2018 to 2023.

Bishop Sambat was installed in a solemn investiture


on July 6, 2018, which was attended by the church leaders
of the UCCP and the ecumenical circle and a couple of high-
ranking government officials in the province as well as
members of the academe and representatives from the
Department of Education (DepEd), Commission on Higher
Education (CHED), and the Technical Education and Skills
Development Authority (TESDA

decades of being at the helm of the school.

Moreover, the STCI became a member of the


Church-Related Educational Action Towards
Empowerment (CREATE), the national organization of a
total of 15 schools under the United Church of Christ in
the Philippines (UCCP).
