MINUTES OF JOINT SESSION OF THE BARANGAY PEACE AND ORDER COUNCIL

(BPOC) AND BARANGAY DEVELOPMENT COUNCIL (BDC) HELD ON SEPTEMBER 14,
2021, AT 8:00 AM IN THE MORNING AT BARANGAY SESSION HALL, BARANGAY
PACALUNDO BALO-I LANAO DEL NORTE.

CALL TO ORDER: The meeting was called to order by BDC/BPOC Chairman HON.
HASANODING M. DORO after reaching the quorum at 8:00 AM.
PROCEEDINGS:
Faith based representative, SEDDICK DISOMA , led the invocation.
The Barangay Secretary NAJEB M. DAKE took over to do the roll call.
The chairman HON. HASANODING M. DORO commenced the meeting after
everyone was gathered and after their attendance was checked. The chairman
addressed in his opening remark the growing concern about COVID-19. He recalled that
the outbreak of the virus in the country had affected the daily operation of most local
government units.
The meeting tackled most on how the barangay would shift to new normal. The
pandemic took a toll on many; however, Punong Barangay stressed that it is important
to keep the barangay functional and operational amidst the pandemic. The punong
barangay as the presiding officer asked the members of BPOC and BDC regarding their
plans for the end of the year. One of the members suggested that it would be better to
conduct a limited face-to-face meeting for the conduct of its programs, projects, and
activities.
Some of the suggested ways to keep the barangay functional is to comply with
the minimum health standards such as maintaining a one-meter distance, sanitizing,
providing isolation areas, and mandatory wearing of facemasks in all the events. Also,
they suggested as well to keep a limited number during the conduct of events such as
the total capacity of participants would not exceed 50 pax.
ADJOURNMENT
There being no matters discussed, the meeting was then moved to be adjourned
by BDC member HON. JAMIL A. ARAGON and was duly seconded by HON. ABDULLAH A.
MAUNA and supported by all the members of the council. The presiding officer, HON.
HASANODING M. DORO declared the meeting adjourned at 11:00 AM.

PRESENT:

ABSENT: NONE
CALL TO ORDER: The meeting was called to order by BDC/BPOC Chairman HON.
HASANODING M. DORO after reaching the quorum at 8:00 AM.
PROCEEDINGS:
The Barangay Secretary NAJEB M. DAKE was told to do the roll call but before
that, SEDDICK DISOMA led the opening prayer. The Punong chairman HON.
HASANODING M. DORO then proceeded with the opening remarks. He started by
reminding everyone to follow the minimum health standards such as mandatory
wearing of facemasks. Then, followed by opening the floor for everyone to check on
each other as the pandemic took a toll on everyone’s mental and physical health.
Fortunately, mostly shared that they had at least kept a balanced lifestyle and they were
able to get through the struggle with the presence of their families and support system
Furthermore, the punong barangay jumped right to the main agenda which is
strengthening the functionality of BPOC and BDC. He asserted that the pandemic heavily
affected the development pace of many communities thus it is time to reinforce the
existing the measures because even if there is a pandemic, the barangay should not
remain stagnant. He stressed out that the barangay should be extra holistic and dynamic
that in times of calamity like of pandemic, the barangay must remain resilient and
proactive for it is the time the people need services the most.
One of the issues that had been brought up is the issue on the current social
condition of people. Many posited that the limited interaction of people and the inability
of people to go out more often affected some small businesses due to most businesses
rely on the purchasing power of the people to be sustained in the long run. Members
asserted that they fear that people might have been facing problems economically so the
barangay must take proactive action in addressing this problem.
One of the solutions the Punong barangay suggested is the monthly assessment
of the barangay to every puroks. This means that there needs to be listing on who
among the people are struggling the most to be included in the future governmental
programs and initiatives such as UCT, Ayuda program, 4ps etc. Moreover, with this
suggestion, the members promised to give their best in ensuring that everyone is
catered to during these challenging times.

NAYEL M. MACKNO and supported by all the members of the council. The presiding

PRESENT:

CALL TO ORDER:
The meeting was called to order by BDC/BPOC Chairman HON. HASANODING M. DORO
after reaching the quorum at 8:00 AM.
PROCEEDINGS:
The meeting started with the invocation led by SEDDICK DISOMA followed by the
roll conducted by the secretary. Then, the chairman proceeded with the actual meeting.
The chairman HON. HASANODING M. DORO said to his speech the importance of the
Barangay Peace and Order Committee and Barangay Development Council in the Barangay.
As he recalled, there were cases and issues that remained invisible thus there is a need for the
members and the whole committees to exert much more effort to be able to address issues on
the ground as part of the advocacy of the Barangay in promoting peace and development.
The chairman encouraged everyone to give his/her insights regarding strengthening
the functionality of BPOC and BDC. One of the members told everyone that there were cases
that were important to give alternative to such as rido that continuously affects the whole
community. Other members reflected on the issue and started talking about the alternatives
they can do to lessen the culture of rido in the vicinity of west población so children and the
whole community could live peacefully without harms and detriments.
Furthermore, the chairman recalled cases that were successfully mediated through the
partenrsip of BPOC and Katarungang Pambarangay by the barangay and told everyone that if
they maintain active collaboration and genuinely do his responsibility then it is very possible
to achieve peace in the community.
Moreover, they have all agreed to everyone’s suggestions and they have expressed
that they are looking forward to meeting the goal.

PRESENT:

CALL TO ORDER:
The Punong Barangay HON. HASANODING M. DORO called the session into order at exactly
8:00 o’clock in the morning.
PROCEEDINGS:
The very first part of the meeting was invocation that was led by SEDDICK DISOMA.
Then, barangay Secretary did the roll call to ensure the attendance of the BPOC and BDC
members. After, Lupon Chairman formally opened the meeting by greeting the everyone.
Since it was the last meeting for the whole year, HON. HASANODING M. DORO
requested the secretary to review and recall the past accomplishments of the BDC and BPOC.
After the review of the accomplishments for the year 2021, Lupon Chairman opened
the opportunity for others to share their insights about the plans for the next year specifically
about strengthening the functionality of the Barangay Peace and Order Committee and
Barangay Development Council. Moreover, some members asserted that there is a need for
the committee members to give more effort and keep an active participation in all the
meetings. This is to effectively execute their duty as part of the BPOC and BDC.
Furthermore, the barangay secretary supported the suggestion of some membersHe
shared to everyone that the role of the BPOC and BDC in promoting peace, order, and
development is indispensable and necessary. Afterwards, the attention of everyone then
rotated on the present issues in the barangay. The punong barangay emphasized that these
issues related to peace should be given attention due to if it is to be neglected, the essence of
BPOC will decline and it also affects the development of the community.
In conclusion, they have all reached an understanding regarding the agenda that have
been raised. Bottomline, the meeting circled around solidifying the BPOC and BDC
ADJOURNMENT
There being no matters discussed, the meeting was then moved to be adjourned by
ABDUL RAHMAN SHIEK and was duly seconded by HON. AHMAD M. PUTING, one of
members as well, and supported by all the members of the council. The presiding officer,
HON. HASANODING M. DORO declared the meeting adjourned at 11:00 AM.
