ORGANIZATION OF THE STRUCTURE FOR THE MONITORING MECHANISM IN THE

IMPLEMENTATION OF BARANGAY DRUG- CLEARING PROGRAM OF BARANGAY
MALABAGO, CALASIAO, PANGASINAN

WHEREAS, Pursuant to Section 3(A) of Dangerous Drug Board (DDB) Regulation No. 4,
Series of 2016 and DILG Memorandum Circular No. 2017-151 dated November 10,2017
mandates the barangay to designate a Duty Officer who is responsible in proper
documentation of the process of voluntary surrender;

WHERAS, Section 6 (A) 3 Dangerous Drugs Board Resolution No.3 Serie of 2017, further provides for
the basis in the Organization of House Clusters with designated cluster leader in the barangay;

NOW, THEREFORE, I , ANSELMO S. MACAALAY, Punong Barangay of Barangay Malabago, Calasiao,

Pangasinan sitting as BADAC Chairman, by virtue of the power vested in me by law, do hereby order;

Section 1. Organization of Barangay House Clusters

The organization of Barangay House Cluster shall be based on the number of streets in the
Barangay and the following shall be designated as be designated as Cluster Leaders:

Section 2. Functions of Barangay Cluster Leaders

Designated Cluster Leaders shall perform the following duties and responsibilities:
 Attend BADAC regular meetings , upon instruction of the Punong Barangay;
 Prepare and maintain list of individuals or residents in every household within the
designated area;
 Immediately inform or report to the BADAC any illegal drug-related activities or cases
occurring within the assigned cluster;
 Perform other duties and functions as may deemed necessary.

SECTION 3. Funding. An amount depending on the perceived need shall be set aside
every year and to be included in the Annual Budget/Appropriations for the operation
and functionality of the Rehabilitation Referral Desk/ Duty Officer of the Day as one of
the components in the Barangay Anti-Drug Abuse Program.

SECTION 4. Let copies of this Executive Order be furnished to the Honorable Mayor
Joseph Arman C. Bauzon, Municipal Anti-Drug Abuse Council, Sangguniang Bayan,
DILG, PDEA, PNP and other law enforcement agencies for their information, referrence
and appropriate action.

SECTION 5: Effectivity- This executive order shall take effect immediately.
