A. Introduction

There are three things to remember about education. The first one is
motivation. The second one is motivation. The third one is motivation.
– Terrell H. Bell (cited in Covington, 2000:171)

“Homework” is generally defined as schoolwork brought home.

Homework is defined as tasks assigned to students by school teachers that
are intended to be carried out during non-school hours. The most common
purpose of homework is to have students practice material already presented
in class so as to reinforce learning and facilitate mastery of specific skills.
These assignments aim to help students obtain the maximum benefit when
the new material is covered in class.
Homework also can serve purposes that do not relate directly to
instruction. Homework can be used to:
1. Establish communication between parents and children.
2. Fulfill directives from school administrators.
3. Punish students.
4. Inform parents about what is going on in school.
5. For learners in the earliest grades, it should foster positive attitudes,
habits and character traits; permit appropriate parent involvement; and
reinforce learning of simple skills introduced in class.
6. For learners in upper elementary grades, it should play a more direct
role in fostering improved school achievement.
7. For learners in the 6th Grade and beyond, it should play an important
role in improving standardized test scores and grades.

Most homework assignments have elements of several different purposes.

However, learners deserves quality time with their family. Considering that
weekends is the only time that most of the family, if not all are complete, no
homework should be given in weekends.
2

The Department of Education supports the no homework bills filled in the

House of Representatives.

DepEd said the measures would enable learners to have more quality
time with their parents, family, and friends by limiting the homework [and] assignments
to a reasonable quantity on school days and by eliminating the same during weekends.

The policy would allow students to find balance between their academic
development and personal growth by having ample time for enjoyable activities with
family.

House deputy Speaker Evelina Escudero and Quezon City Representative Alfred
Vargas filed separate bills in August.

Escudero filed House Bill No. 3611, which seeks to remove homework as a
requirement and have Kinder to grade 12 students do academic activities solely within
school premises. Vargas also filed House Bill No. 3883, which prohibit homework on
weekends citing that a few landmark studies have suggested that homework does
impact upon family life, in some cases in a negative way… yet in general, it is positively
associated with academic achievement.

In this research, the researcher gathered data’s and conducted survey’s to find
out the sides of the teachers, students, and parents with regards to the policy.

B. RATIONALE
The implementation of No Homework Policy aims to enable
learners to have more quality time with their parents, family, and friends by limiting the
homework/assignment to a reasonable quantity on school days and by eliminating the
same during weekends.
According to DepEd, it is to ensure that students complete all
assignments and projects in school, the no-homework policy enables the learners to
find a balance between their academic development and personal growth by having
ample time for enjoyable activities with family.
I conducted this study to find out the negative and positive and
effects of the proposed policy to the students of Don Ruben Edera Ecleo Sr. Memorial
National High School.

This is also to know the sides of the students and teachers about
the implementation of the policy.

C. ADDITIONAL INFORMATION

Homework is defined as a gateway for teachers to know more about their

students’ capacity. Ornstein writes, “It is said that homework’s are used by teachers to
learn about their student’s achievements.” As referred to in the previous source
Strategies for Effective Teaching (pp. 460-461). As said in the article The Value of
Homework: Is Homework an Important Tool for Learning in the Classroom? “Homework
is ‘seen as a valuable resource for teaching, allowing students to practice, and in doing
so, learn the unit material.’”

In different context, homework is the reason for some consequences in the lives
of students. There have been many government policies implemented for the means of
homework. Many students and parents complain about how homework may pull the
relationship of the parent and the child. Parents lament the impact of homework on their
relationship with their children.

Even though homework’s are considered an important factor to determine a

student’s performance, there are still two sides into it: whether it is good or bad.
According Goldstein and Zentall in an internet article is that homework’s are instruments
to connect school to home. And it may be used by parents to track down the academic
performance of their children while they are in the school premises.

No homework policy means more quality time with friends and family. A lot of
schools from across the world have implemented the no homework policy. Giving
homework to students over the weekend or holiday is not commended by schools.
According to the Philippines’ Department of Education, the no homework or assignment
policy shall be implemented during weekends for people to enjoy their childhood and
spend quality time with their parents without being burdened by doing a lot of
homework.

IV. LITERATURE REVIEW

Homework is today an integral part of the educational process; it makes learning

easier and more effective. We have been involved with doing tasks since school years.
Mentions of the term refer to the era of ancient Rome. In 1 century AD, Pliny the
Younger, the teacher on the oratory who invented homework, asked his followers in
Quintilian to participate in at-home activities.
The practice was aimed at developing speaking skills of a person in a more
informal atmosphere. Results of homework assignments were just impressive; such
teaching approach was used by other tutors moving forward. An Italian pedagog
Roberto Nevilis is considered the real “inventor” of homework. He was the person who
invented homework in far 1905 and made it a punishment to his students. Since time
when was homework invented, this practice has become popular around the world.
The end of the 19th century is notable due to significant changes in the education
system. Great developments were associated with some changes in terms how
frequently and what kind of homework was given by a tutor. This all affected education
quality. Teachers following the approach of a tutor who invented the homework
considered the fulfillment of homework as a necessary type of training; it was a
compulsory part of training.
From that point of view, teaching can hardly move forward without home lessons.
Homework was defined as one of forms of independent work. The significant change
that was brought by homework is obvious.
According to the study conducted by Grodner and Rupp (2013), entitled The
Role of Homework in Student Learning Outcomes: Evidence from a Field Experiment,
homework plays an important role in student learning, especially so for students who
initially perform poorly in the course. Students in the homework-required group have
higher retention rates, higher test scores (5 to 6 percent), more good grades (Bs), and
lower failure rates.

V. RESULTS

Using a qualitative data, by the way of an interview with students of DREESMNHS

and parents. We were able to find out the positive and negative effects and comments of
the policy to the students of Don Ruben Edera Ecleo Sr. Memorial National High School
as well as their parents.
1. Why are you against the No Homework Policy?
 I think it's unfair and unnecessary. I mean students from the older
generation, who had less access to public libraries, books, and of
course the Intern were able to finish their homework’s and you guys
who have the high-end technology don’t have to do homework. That’s
pretty gay.
 Instead of banning homework, it should be lessen. Instead of every
subject gives an assignment a day. It should be 1 assignment a day.
 And, homework makes students not depend solely on their teachers.
Students must do their work to learn independently by doing homework.
It is bad to always depend on the teacher. There is time allotted for each
information’s must researched by the students themselves.
 I don’t support this law. Because I want to see if my children are
studying well. And besides, it is one way of bonding. So it is not b
 Mainly, negative input from parents.
But, few students, agrees about the policy.
2. Why do you support no homework policy?
 Not only does it reduce the amount of time that everyone has to
spend together, it reduces the chances that parents have to teach
their own skills and belief systems to their kids.
 Eliminating homework would allow for an established sleep cycle.
The average high school student requires between 8-10 hours of
sleep to function at their best the next day. Grade-school students
may require an extra hour or two beyond that figure. When
teachers assign homework, then it increases the risk for each
individual that they will not receive the amount that they require
each night.
 It reduces the negative impact of homework on the health of a
student. Many students suffer academically when they cannot finish
a homework assignment on time. Although assumptions are often
made about the time management skills of the individual when this
outcome occurs, the reasons why it happens is usually more
complex. It may be too difficult, too boring, or there may not be
enough time in the day to complete the work.
8
Results from the analysis of the head of curriculum and teachers revealed specific
information regarding learners’ and parents’ views of the no homework policy. The
following are a few of the main themes emerging from the analysis:
1) Learners perceive homework to be somewhat burdensome.
2) Learners were more relaxed.
3) Learners are reading more.
4) Learners had more free time to play more sports and do things that they enjoy.
5) 17% of the respondents do not support the no homework policy.
When it was announced in school to the learners and parents that a no-homework
policy would be introduced, participants claimed that 6% of the respondents said that
having homework or none is both fine 17% of them had negative responses, and that only
65% of the respondents had a positive feeling about this policy.

VI. RECOMMENDATIONS

I believe that my findings revealed the complexity and nuance of my understanding

of how teachers perceive and approach the no-homework policy. While there are
advantages to not giving homework as presented in the literature review, I argue that
homework has a legitimate place in our schools. Despite the obvious disparities, my most
reasonable conclusion appears to be that homework is advantageous in terms of school
achievement.

Teachers and parents need to focus on what homework means to learners. Argues
that “if learners could be helped to view even some homework as closing critical gaps in
their academic experience, they stand to see the value of injecting meaning into daily
work.” Therefore, they are more likely to use self-regulatory strategies to do homework
more engaging and interesting for themselves. Learners should also plan their time spent
on preferred activities and homework on a weekly basis. In this way, they will realize that
they still have opportunities for other attractive activities during the week, which means
they will be less conflicted and side-tracked by thoughts of competing activities while doing
daily homework, which usually results in them viewing homework tasks in a less favorable
light.
I accept that this study on the practice of no homework has its limitations. I
understand to some extent why a no homework policy had been introduced at the school. I
hope that my data presented is self-reported and hopefully not subject to
misrepresentation. The prominent contributing factors of the no-homework practice that
were identified were: “learners were sleeping better”; “less family battles at home”;
“learners were happier; and motivation of not doing homework, perception about
homework.” These findings were discussed for their theoretical and practical applicability.
