I. Mga dapat bigyang pansin sa militar.

A. Gusto ni Duterte ng libreng legal na tulong para sa mga sundalo at mga pulis.
1. Nanawagan si Duterte ng batas sa libreng legal na tulong para sa mga miyembro ng
Armed Forces of the Philippines at Philippine National Police “to help them from
charges arising from incidents related to the performance of their official duty.”
B. “In 2018, we raised the salaries of our military and the uniformed policemen…to a
level commensurate to the critical role they play.” Pagkatapos ay hiniling niya sa
Kongreso na ipasa ang panukalang batas sa reporma sa pensiyon ng militar at
unipormadong tauhan.
C. Sinabi niya rin na “With the creation of the National Task Force to End Local
Communist Armed Conflict (NTF-ELCAC), we have made great strides in addressing
the root causes of this conflict…. We have worked towards the sustainable
rehabilitation of communities where communists used to operate.”
D. Nanawagan si Duterte na maipasa ang military pension reform bill.

II. Pagtanggol ng teritorya ng Pilipinas.

A. Sinabi ni Duterte na Duterte: ‘We will assert what is rightfully ours’ na kung saan
ipagtatanggol niya ang teritorya ng Pilipinas na kung saan gusting angkinin ng China.
1. “But make no mistake, gone are the days when the Philippines decides and acts in the
shadows of the great powers. We will assert what is rightfully ours and fight for what
is rightfully due to the Filipino people.”
B. Iginiit ni Duterte na ang paghahari ng Hague ay maaaring humantong sa digmaan sa
China
1. Sinabi ni Duterte na “Ito bang arbitral ruling…. America and some Filipinos, brilliant
Filipinos I would say, keep on pushing for something which I do not know…. Ano ba
ang gusto ninyo? What will I do with a document that does not bind China because
they were never a part of that arbitration?”

III. COVID-19
A. Duterte: Pinalakas ng PH ang COVID-19 testing, mga pasilidad.
1. Duterte: Lumalago ang ekonomiya hanggang sa COVID-19 ‘ninakaw ang lahat’
2. Pinagtanggol ni Duterte ang kaniyang sarili sa mga taong nagsasabi na wala siyang
ginagawa para mabawasan ang kompirmadong kaso ng covid-19 sa bansa. “We
ramped up our testing capacity. We now have more than 260 accredited laboratories
nationwide which are capable of conducting at least 50,000 tests daily. All regions
now can conduct their own COVID-19 tests.”
B. Humingi ng pasensya si Duterte sa mga Pilipinong naghihintay ng bakuna.
1. Dahil sa laki ng demand ng covid-19 vaccine, humingi ng pasensya si Duterte sa mga
tao na mag hintay na muna. “I ask for patience from those who are next in line….
More COVID-19 vaccines are arriving and you will soon have your turn.”
C. Duterte: ‘We cannot afford more lockdowns’
D. Binanggit ni Duterte ang banta ng variant ng COVID-19 Delta.
1. Dumadami ang kaso ng covid-19 at nagkaroon na ng bagong variant and virus na
kung saan mas delikado at mas nakakahawa. “Today is my last State of the Nation
Address, but this is by no means my swan song. I will never cease to implore
Congress to pass vital and critical legislation.”
