SUBJECT REVISED GUIDELIN ES IN THE ACQUISITION OF
. OPTIONAL MOTOR VEHICLE SPECIAL PLATES (OMVSP)

DATE 21 June 2022

Pursuant to the provision of Batas Pambansa Big . 74, Republic Act No. 4136,
Memorandum Circular No. VPT-2013-1"172 , and in view of th e Administrative Order ,
No. 2022-040 dated 17 June 2022 "Revised Guidelines and Procedures in the Issuance '
of Optional Motor Vehicle Special Plates (OMVSP)", hereunder are the guidelines and
procedures for the acceptance of OMVSP applications:

A. GUIDELINES

!. NATURE OF OMVSP

OMVSPs are considered regular license plates. They shall be issued in pai rs
and shall be permanently assigned to a specified motor vehicle during its
lifetime. It is only issued upon application by the owner of a brand-new private
motor vehicle which is for initial registration with the Land Transportation
Office.

II. COVERAGE

The type of the motor vehicles covered are as follows:

1.) Cars;
2.) Sports Utility Vehicles (SUV);
3.) Asian Utility Vehicles (AUV);
4 .) Sports Pick-up;
5.) Commuter Vans ;
6.) Imported motor vehicles (used or unused) similar to the above-
mentioned types.

Ill. EXC LUSION

The type of the motor vehicles that are excluded are as follows:

1.) Public Utility Vehicles;

2.) Cargo Trucks (private/for hire);
3.) Service Vehicles (hotel limousines, tourist vehicles, rent-a-car,
ambulance and funeral hearse) ;
4.) Vintage Vehicles;

IV. ACQUISITION AND PRICING SCHEME

Under this program, the owner of the covered brand-new motor vehicle or its
duly authorized representative may apply at any authorized LTO
Regional/District Offices for an OMVSP pair. The price and the scheme of the
OMVSP shall be as follows:

1.) PhP 15,000.00 for Three (3) Alpha and Three (3) Numeric characters:

Any Three (3) Alpha combination+ Triple Numeric except 000 , or

Any Three (3) Alpha combination +any Three (3) Numeric
combination which are not yet issued as series.

2.) PhP 25,000.00 for Three (3) Alpha and Two (2) Numeric characters:

Any Three (3) Alpha combination + Two (2) Numeric combination

except 00.

3.) PhP 35,000.00 for Three (3) Alpha and Four (4) Numeric characters :

Any Three (3) Alpha combination + Quadruple Numeric except

0000 or Any Three (3) Alpha combination+ any Four (4) Numeric
combination which are not yet issued as series.

In addition to the cost of the OMVSP, the motor vehicle owner shall pay to the
LTO the applicable fees and charges for the registration of the motor vehicle .

B. PROCEDURES

1. Applications for OMVSP shall be made at any LTO Offices with New Registration
Unit ("L TO - NRU Office", for brevity) .

2. The following are the documentary requirements which shall be secured and
maintained by the LTO - NRU Office:

1. Duly accomplished OMVSP application form by the owner or its duly

authorized representative;
2. Certificate of Registration;
3. Certificate of No Plate Issued ;
4. Identification Card of the Authorized Representative and Owner;
5. Authorization Letter from the Owner (If applicable).

The application shall be accomplished and signed by the owner or its duly
authorized representative ("Applicant", for brevity). The OMVSP Application Form
(please refer to hereto attached as "Annex A") is downloadable on the LTO
Website.

3. The requesting LTO - NRU Office shall forward the OMVSP request/s to the Plate
Unit, Property Section - Administrative Division, Central Office ("Plate Unit - CO",
for brevity) through ltocoplateun itomvsp@gmail .com for verification on the
availability of the requested plate number.
 All OMVSP request/s shall be submitted in a template format (please refer to
hereto attached as "Annex B") which shall be provided by the Plate Unit - CO for
uniformity of submission of OMVSP request/s. In addition, both the Plate Unit- CO
personnel and the requesting LTO - NRU Office shall maintain a single trend per
OMVSP verification for the orderly monitoring of request/s.

The LTO - NRU Offices are required to submit their email address to the Plate Unit
- CO which shall serve as the authorized email address to verify the availability of
OMVSP requested . The required format for the email address is
"Region_(Number)_ OMVSP@gmail.corn".

Example: Region 1 OMVSP@gmail.com

4. Upon determination that the requested OMVSP is still available, the requesting
LTO-NRU Office must confirm the request to the Plate Unit - CO within the day.

5. Upon confirmation of the OMVSP request , the Plate Unit - CO shall lock the
OMVSP request within twenty-four (24) hours while wa iting for the proof of
payment of the requested OMVSP, otherwise, the confirmation shall be forfe ited.

6. Payment for OMVSP may be transacted at the Collection Unit- Treasury Section,
Fi nance Division - Central Office, or at any LTO - NRU Offices where the vehicle
shall be registered.

7. The Applicant or the requesting LTO - NRU Office shall presenUsubmit the Official
Receipt (O.R) at the Plate Unit - CO or at the email address provided by the LTO
Plate Unit - CO, respectively.

8. Upon submission of a copy of O.R, the LTO - NRU Office must automatically
submit an Excel File of the data required at email address:
csv ltocoplateunitmvsp@gmail.com for plate production.

9. The Plate Unit - CO or the requesting LTO - NRU Office shall inform the applicant
once the OMVSP is ready for issuance.

C. OTHERS

1. Motor vehicle Applicants who have initial MV registration transactions from

20 June 2022 and below may still request for OMVSP provided that it falls among
the conditions stated below:

a. Motor vehicle with no plate assignment during registration as certified by

the concerned LTO office;

b. Motor vehicle with an initial/existing plate assignment but actual plate

was not yet issued/released by any LTO Offices as certified by the
concerned LTO office ;

No application shall be allowed and processed in case the regular plates have an
existing alarm or apprehension in the LTO-IT System/L TMS or PNP- Highway
Patrol Group (PNP-HPG).

All requests for OMVSP with an initial/existing plate assignment shall be subject
to the approval of the Assistant Secretary of the Agency considering the change
of plate assignment request. Upon the approval of the Assistant Secretary, the

 All applications that falls under this guideline shall be transacted at the concerned
LTO-NRU Office where the registration was transacted .

2. Motor vehicle Applicants who have initial motor vehicle registration from 20 June
2022 and onwards and intends to apply for OMVSP shall follow Item B.
Procedures .

A newly registered motor vehicle which already have an assigned regular plate
series is prohibited to apply for OMVSP. In this regard, Applicants who to intend
to apply for OMVSP must immediately signify their intent to the Dealer.

3. Cancellation of the paid OMVSP will not entitle the owner for a refund .

4. No replacement of OMVSP series is allowed once O.R is already issued.

5. No OMVSP that carry connotations offensive to good taste and decency or which
has sexual, racial, profane, lewd , inappropriate meanings shall be issued.

Moreover, the Memorandum dated 08 December 2017 which temporary suspends the
acceptance of applications and payment for the OMVSP is hereby lifted.

All previous issuances in conflict herewith are deemed revoked , repealed, an d

superseded.

Step 2. The Plate Unit Personnel shall check and determine which of the preferred plate numbers is still available. The available OMVSP request will be reflected in column F.

Step 3. The LTO- NRU Office must be able to fill-out column G as "Confirmed" within the day which the OMVSP was determined by the Plate Unit Personnel as available. Non-
confirmation would mean that the OMVSP request was cancelled and may still be reserved by other requestors.

Step 4. The Plate Unit Personnel shall indicate the beginn ing time (column H) and end time (column I) which shall serve as the lock-in period in which the requestor must be
able to secure the proof of payment with the timeframe ind icated above.

Step 5. The LTO- NRU Office shall transmit the proof of payment at email address: csvitocoplateunitmvso@qmail.com . No transmitted proof of payment with in the indicated
timeframe in the said email address shall automatically cancel the confirmed OMVSP and the same OMVSP shall be open for reservation by other requestors. The Excel File of
the data must also be included in the attached proof of payment for the production of OMVSP requested .
