FOUNDATION

History
The year 1972 is a significant year in the history of library
movement in India. The country was celebrating the silver
Jubilee of its independence. It was the bicentenary year of the
birth of Raja Rammohun Roy, a pioneer social reformer who had
stressed the need for modern education for the progress of the
nation. The year was also being celebrated as an International
Book Year with the slogan BOOKS FOR ALL. Emphasis was laid
on promotion of reading habit among the masses for betterment
of their lives. It was in this auspicious year that Raja Rammohun
Roy Library Foundation (RRRLF) was established in May, 1972 by
the Department of Culture, Govt. of India to spread library
services all over the country in cooperation with State
Governments, Union Territory Administrations and
Organisations working in the field.

Objectives
The objectives of RRRLF are as follows :
• To enunciate a national library policy and to help build up a
national library system;
• To provide financial and technical assistance to libraries;
• To provide financial assistance to organizations, regional or
national engaged in the promotion of library development;
• To promote research on library development
• To advise the Government on all matters pertaining to the
library development in the country;
• To propagate the adoption of library legislation in the
country

Functions
In order to improve library facilities in the country, RRRLF has
adopted certain schemes of Matching and Non-Matching
assistance. To avail of assistance under the Matching Scheme a
State/U.T. has to participate in the programmes of the RRRLF by
contributing matching share on a pre-determined basis.
The functions of RRRLF are as follows:
MATCHING SCHEMES:
• Assistance towards building up of adequate stock of books
and reading materials.
• Assistance towards development of Rural Book Deposit
Centres and Mobile Library Services.
• Assistance to public libraries for construction /renovation
of Library Building
• Assistance towards Training, Seminars, Workshops,
Library Awareness Program and Book-Exhibitions
• Assistance towards Organization of Mobile Libraries and
Rural Book Deposit Centers
• Assistance towards Modernisation, Computer for library
application, TV-cum-VCP etc.
NON-MATCHING SCHEMES:
• Central Selection of Books (Hindi and English) for State
Central Libraries and District Libraries
• Establishment of RRRLF Children’s Corner in Public
Libraries
• Assistance to Libraries run by Voluntary Organizations
(NGOs)
• Assistance to Children Libraries or Children Section,
Women, Senior Citizen Sections, Neo Literate Section and
Career Guidance Section in the Public Library
• Assistance towards Celebrations of 50/75/100/125 years
• Assistance to Centrally Sponsored Libraries
• Assistance towards Organization of Workshops, Seminars
etc.
• Assistance towards Collection & Compilation of Library
Statistics
• Assistance towards Providing facilities for differentially
Abled users in the libraries.
