Scientific research in the Arab world in general faces a number of difficulties, problems and obstacles

that prevent the achievement of the desired goals. The researchers have identified Samia Aziz and
Baia Bouzoud the obstacles and difficulties encountered in scientific research in the Arab world as
follows:

Undervaluing scientific research: Some departments in Arab countries do not understand the value
of scientific research, see it as an intellectual or scientific luxury and there is no need to waste money
and time on scientific research.

Underfunding: underfunding of scientific research, inadequate budgeting for appropriate research

Administrative corruption: the prevalence of administrative corruption in many official sectors with
research budgets.

Confidentiality of figures: no official figures and statistics are provided to the researcher and
confidential.

5. Difficulty in obtaining information: difficulty in accessing certain information receptacles, such as


blocking some websites.

Field difficulties: Field difficulties in data collection, not facilitating the researcher's mission, suspicion
and objectives.

Lack of scientific resources: lack of scientific resources, books, references and articles, and inability of
some to make use of available information containers, especially electronic ones.

8. Lack of seriousness of research: Lack of research contact with serious issues.

9. Research objective: Most research is done with the aim of scientific promotion.

10. Shelf research: Most research is not utilized which means the effort made in research and study.

11. Researcher's frustrations: The lack of seriousness of some researchers, either for their own
dysfunction or for the frustrations they face.

Mohsen Al-Nadawi (2013) explains the reasons for the weakness and efficiency of scientific research:

The general state of poverty in the majority of Arab societies. Poverty, by its very nature, forces
people to think only of the summit of living, confines it to the narrow horizon, reduces the areas of
creativity and reduces the investment of mental abilities.
Weak theoretical and applied research infrastructure from laboratories, devices and scientific
libraries.
Political authoritarianism of the loss of freedom of opinion and the absence of democracy in various
spheres of public life.
The absence of a culture of importance of scientific research, scientific discoveries and the desire for
creativity and invention in awareness within society.
