Government Center, Maimpis, City of San Fernando (P) | ‘Telephone Number: (045) 598-8580 to 89; Emall Address: region3 @deped.gov.ph the BAC mentioned the name of the project “Construction of Two (2) Storey Storage and Office Building Completion of L¢MOC Building in DepEd RO Ill and His ABC worth P 12,252,482.53, The BAC Chairman stated that the technical eligibility requirements submitted by the lone bidder Control House Intemational Supplies and Services is being scrutinized by the TWG and observed by BAC Member, Mr. Sammy Sampang, The BAC Chairman further mentioned that TWG (Mr. Alvin Lingad and Ms. Grace Santos) have aptly evaluated the technical eligibility requirements and she instructed then the opening of the second envelope containing the financial component submitted by the lone bidder. After the evaluation of the financial requirements, the BAC Chairman announced that the required documents are all present and that the bid ‘amount offered is P12.007,432,88, hence, complying. The BAC Chairman mentioned that though the bidder was announced complying, in the Minutes of the Meeting of the Pre Bid Conference last December 7, 2020, itis indicated that the specification of the brand of the materials should be included by the bidder in the bid documents, However, the TWG noticed that the lone bidder did not include it in their submitted bid documents. The BAC Chairman asked the BAC Members’ opinion if they will sil consider the bid of the Control House Intemational Supplies and Services which is a lone bidder. ‘Mr. Sammy Sampang suggested that the bidder may submit the brand of the materials after the Notice of Award and upon submission of the Program of Works wherein they can indicate their specific brand, Dr. Edwin Marcos stated that anyway, during the post qualification wherein the bidder's document shall be evaluated, they can submit the brand of the materials. On the other hand, Atty. Misael Costes opined that as indicated in the Minutes of the Meeting of the Pre-Bid Conference wherein the bidder wos duly represented, it was agreed upon that the brand of the materials will be included in the bid of documents, though he agreed with the statement of Dr. Marcos that we can read the amount of bid as long as its approval will be Subjected to post qualification for further evaluation. It’s not an indication for the approval of the offer. The BAC Chairman stated that though it appears that mojority of the BAC Members agreed for the reading of the bid amount of the lone bidder Control House International Supplies and Services, they wil sill be required to submit Page 20s BeRepublic ofthe Ditippines Department of Education REGION III-CENTRAL LUZON the brand of materials to be indicated in the technical specification during the Period of the post qualification. Atty. Misael Costes added that evaluate what is existing. It is in the documents already and needs further study. The BAC Chairman mentioned that the requirements under RA 9184 are submitted by the lone bidder, except that brand is not indicated. Atty. Misael Costes further manifested his humble position that itis stil part of the instruction to indicate brands in the bid documents. The documents subject for submission during the post-qua are just supporting documents. Though the bid amount was read, but stl what they have submitted are subject for further study and evaluation. The BAC Chairman noted the humble position of Atty. Costes and proceeded fo read the bid amount offered by Control House Intemational Supplies and Services, which is P12,007,432.88, She reminds the body that the said offers stil subject to further study due to the non-inclusion of brands as what has been agreed upon during the Pre-Bid Conference held on December 7, 2020. Misael Costes requested to the BAC Chairman to settle fist the brand issue before communicating with the bidder, IV, Adjournment Atty. Costes moved for the adjournment of the Opening of Bids but requested the BAC, TWG and Secretariat to remain for a separate meeting. The BAC Chairman noted that the motion was unanimously seconded by all BAC Members, The proceeding wos formally adjourned by the BAC Chairman at exactly 10: 00 in the morning.
