Terms of Reference for selection of A4.

8 Training course (Train the trainer –


sensitisation and education campaigns) participant.

Context

This project is implemented to benefit 8 partner countries of the Southeast Asia


(SEA), namely Brunei Darussalam, Cambodia, Indonesia, Lao PDR, Malaysia,
Myanmar, the Philippines and Viet Nam.

Aim: Identify 12 representatives from each Partner Country who are:

 working in the field of sound management and emergency response with


responsibility to carry out sensitisation and education campaign to different target
groups of local population,
 Responsible for development and providing first responder’s training.

Minimum Criteria for Qualifications and Skills:

Beneficiary countries are requested to submit CVs for delegates based on the
following minimum criteria’s:

 Very good teaching, planning and communication skills,


 Responsible for raised awareness in area of management of chemicals and their
associated wastes,
 English speaking.
 General professional experience
o At least 3 years of professional experience within the departments
responsible for preparation of first responders.
 Specific professional experience
o At least 3 years of working experience within the first responders’ assets.
o Technical knowledge in the CBRN field preferred, not mandatory.

Topics A4.8 Training course (Train the trainer – sensitisation and education
campaigns)

The program of A4.8 Training course (Train the trainer – sensitisation and education
campaigns) shall include, but is not limited to the following topics:

 Teaching skills (Who is trainer, how to develop, prepare, deliver and evaluate
training)
 Chemicals risk and hazards
 Principles for the sound management of chemicals
 Key principles of chemical incident response
 Interactive activity (Training development for chemical incident response)
 Table top Exercise (Scenarios – chemical incident response).

Roles

A4.8 Training course (Train the trainer – sensitisation and education campaigns)
participants will have a crucial role within the project and will be equipped to take on
the following responsibilities after successfully completing course:

Coordinate and carry out sensitisation and education campaigns within the
country at the community levels to specifically address best practices in
dealing with the management of chemicals and associated wastes amongst
different sectors of civil society (e.g. farmers, industrial cleaning companies,
pest control companies, chemical facility workers etc)

Coordinate and conduct awareness raising sessions (at community level) to


cohorts of the local population (e.g. schools and people living in the vicinity of
a chemical facility, municipalities including fire fighters, emergency services
and police) in terms of how best to respond to a chemical incident.

Note: Delegates attending this course will be expected to deliver elements of the
Seminar on Sound management of chemicals and the workshop on Responding to
chemical incidents taking place later in the week.
