Start with the legal bases R.A. 9155 which stipulated that the
school heads have two primary functions: administrative

in the conduct of observation of new normal education in
terms of:a. structured observation, b. unstructured

grouping 4. degree of challenges on same areas ; 5. degree of
challenges based on variable groupings,, 6. significant
diference on the level of implementation based on variable
groupings, 7. significant difference on the degree of
cgallnges encountered based on variable groupings . 8.
