Republic Act (RA) 11032. “An Act Promoting Ease of Doing Business and Efficient
Delivery of Government Services” (2018)
Red Tape – any regulation, rule or administrative procedure or system that is ineffective
or detrimental in achieving its intended objectives and, as a result, produces slow,
suboptimal, and undesirable social outcomes. (RA 11032)
Whole-of-Government Approach
entails the review and harmonization of existing and applicable laws, regulations,
issuances, and policies to make legal interpretations consistent across agencies.
Inter-agency reviews shall be adopted for horizontal integration or end-to-end
processing in the delivery of government services.
The reengineering process shall include an inter-agency review of key permitting
and licensing laws, rules, and issuances, with the end in view of eliminating
undue regulatory burden from the transacting public.
This is in line with the Association of South East Asian Nations (ASEAN)
Regulatory Reform Program, part of the ASEAN Economic Reform Program, and
funded by the UK Prosperity Fund.
