1.1 Port facilities
1.1.1 Design objectives in detailed design development
Planning and design development are based on the contents of the F/S report and function of
the existing facilities of Mombasa Port (especially Container Terminal-2 (CT2)).
The design objectives are shown below.
 All facilities to promote a barrier-free concept to enable easy access for the peopl
accordance with Kenya and the International Standard.
 To ensure safe and efficient port functions and facilitie s. They should not be excessive or
insufficient.
 The plan will ensure cost efficiency and ease in maintenance while c
function as a social infrastructure.
 To make efficient and effective use of the natural energy such as daylighting and natural
ventilation.

1.1.2 Design Standard & Conditions (building)

 Municipal Council Regulations Obtainable from the municipality

1.1.3 Facilities for modification and addition from F/S


(1) Listed facilities in F/S report & facility components indicated newly by KPA
The left column of the table below is the facilities to be planned for as described in the F / S
report. The right column are the facilities that KPA indicated in their survey to be included in the
construction of this project.
The facilit ies i ndicated by KPA wi ll make a survey based on the purpose and function of the
existing facilities and the facilities to be included in this project will be examined in the next
section.

(2) Verification of the necessity of construction in this project


Regarding the facilities which areindicated by KPA, the results of the study are shown below
as verification from the following three point of view.
① The facility must meet the purpose of the loan aid project and t he purpose of
the project.
② Easy operation and maintenance after construction.
③ It should be within the budget of this project.

Custom warehouses have two requirements.


The main one is the "Cargo Opening Inspection Center". The

ray inspection device". It is desirable that the

Installation in this project is appropriate to reduce

Refueling of port cargo handling machines (MHC, R / S, Top
Lifter) is carried out by refueling vehicles. At gas

installation in this project is appropriate.
Police stations are needed to ensure the security of the
area and deterrence against terrorist attacks on port
13 Police station facilities. However, considering that it is not directly △
related to the purpose of this project, it is appropriate
to set it up by the institution in charge.
Since it will be a central facility for the operation of
14 Welfare building the terminal together with the administration building, it 〇
is appropriate to install it in this project.
Installation in this project is appropriate as ancillary
equipment for the building. In addition, compared to other

water tank method is adopted.
Regarding the installation of this facility, we will

Since the installation standards are stipulated by the

The necessity of the facility indicated by KPA was confirmed through a survey. There is a need
therefore to sort out the conditions for the facilities marked as △ or × in the above ta
shown below.

Building name Conditions
After the project is completed, the daytime population of workers in the
DK1 area is estimated to be about 250 to 300.
Based on the population ratio, cost effectiveness and operational
efficiency the construction of a clinic is illogical.
Clinic Furthermore, if the access road is completed, it will be easier to
transport patients to the hospital.
Therefore, it is appropriate to set up a first aid room with 2 to 3 beds
in the administration building in this project.
Police officers are generally stationed at checkpoints of high-security
facilities such as airports and port facilities. Therefore, when the
Police station police station is subject to this project, it is appropriate to set it
as a police officer station of about 100 m2.
Since both the container cargo large-scale X-ray inspection device and
X-ray scanner the radioactivity scanner are expensive inspection devices, the
/Radiation installation in this project must be within the framework of the total
project cost.

1.1.4 Outline of port facilities covered by this project
The table below is outline of the port facilities subject to this project.
The port gate and office, custom warehouse (including large X-ray equipment) will be installed
outside of the DK1 terminal, and other facilities will be planned in the DK1 terminal.

1.1.5 Site planning & Development


The site for DK1 Terminal is located on the opposite bank of Mombasa Port, and the coastline
is a shallow ooze tidal flat. The terminal is a rectangle 300m in the east-west direction and 350m
in the north-south direction, but due to topographical restrictions, there is a squ
southwest side, and the area of the terminal is 97,000 m2.
For access to the DK1 terminal, a new road with two lanes on each side, a total of four lanes,
will be constructed from the south side.

as a sub-project of this project, and for
w a t e r s u p p l y , w a t e r s u p p l y p i p e s a n d
drainage pipes will be laid along the new
road by Japan grant aid project.
(1) Facility location plan
1) Vehicle flow line
Since the DK1 terminal consists of a

container yard and a terminal dedicated to automobiles, the port facilities required for operation
and management are planned to be used integrally to maintain these

figure on the right, the parking lot entrance and exit was planned to be as far away from t
container gate as possible to avoid traffic congestion.
In the plan of Administration building, the approaches and zones of visitors and staff we
clearly separated, and the parking lots were also divided into those for visitors and for staff.
The number of parking spaces was 38 for both visitors and staff, total of 76 parking spaces
were secured, for a safe and smooth flow line plan.

2) Expansion of constructable area

The number of constructions subjected facilities has increased compared to the construction
facilities assumed at the time of F / S. In addition, the area that can be constructed has become
narrower due to the detailed examination of the port plan. As a result, it was not possib
secure a sufficient area for construction, so we decided to expand t
construction as shown in Figure 1.1.

2.1.1 各施設の概要 Overview of Each Facility


The following is a summary of the points to be considered when planning each facility based
o n t h e d i s c u s s i o n s w i t h K PA . T h e r e q u i r e d r o o m s w i l l b e s e t b y t a k i n g i n t o c o n s i d e r a t i o n t h
usage conditions by surveying the existing facilities and interviewing the repr
charge.

The port gate will be planned to follow the existing Gate 24. The gate booths were requested
t o b e l arg e en ou gh f o r 3 t o 4 s t a ff t o w or k a t t h e sa m e t i m e. I n a dd i t i o n, s i nc e t h e g at e w i l l b e
used not only for vehicle security checks but also for personnel security checks, the plan will
take into consideration the location of security equipment for personnel security.
T h e g a t e o f f i c e w i l l i n c l u d e K PA ( s e c u r i t y ) a n d K R A o f f i c e s , a n d t h e p l a n w i l l
c o n s i d e r a t i o n t h a t t h e s e o ff i c e s w i l l b e o p e r a t e d t o g e t h e r w i t
administration building.

(2) 管理棟 Administration Building


1) 計画に当たっての留意事項
 The administration building is planned with security taken into consi
separating staff and visitor flow lines. (Entrance to the port area, entrances to
facilities, parking areas, corridors, etc.)
 The administration building will be planned as a one-stop
operations, as it will be occupied by multiple organizations.
 B y p l a n n i n g t h e a r e a f o r v i s i t o r s a n d t h e o f f i c e a r e a f o r K PA , K B S , K R A , e t c . i n t o
blocks, it is possible to divide the area into visitor zones and office zones, and clearly
delineate areas that are off-limits to visitors.
 For security of the DK1 facility, the administration building will be positioned as the
m a i n c o n t r o l c e n t e r. T h e L o c a l C o n t r o l C e n t e r ( L C C )
surrounding areas. The Gate Control Center (GCC) control the bollards, barriers, etc.
as system components. The LCC and GCC will be appropriately located at the gate
and each lane.
 The signal station (SS) will be linked to the central tower in the port area at Berth
No. 1 and will be located on the top floor of the administration building.

(3) 休憩・福利施設 Welfare Building


1) 計画に当たっての留意事項
 The overall facility plan will be to follow the existing facilities in CT2.
 Kiosk, Gym, Lounge, and large enough Dining will be planned. Mosques (for men
and for women), Changing Room, etc. will be planned appropriately.

A Container Gate will be required in the future when the operation is transferred from KPA to
a private company etc. As with the Port Gate, it will be planned to follow the existing Gate 24.

The scale of the facility will be based on the Sub-Station in the CT2. The capacity will b
calculated based on the scale of this project and finalized based on the layout of the require
substation equipment and generators.

(7) 給油施設 Fuel Supply Station


1) 計画に当たっての留意事項
Fuel Supply Station will be mainly for refueling cargo handling equipment in the yard (reach
stacker, container handling forklift, forklift, tractor), and will be equi
refueling machines, and oil traps, following the existing Fuel Supply Station in the CT2.

(10) 消防署 Fire Engine Station

(13) 受水槽及び高架水槽 Water Reservoir and Elevated Water Tank
1) 計画に当たっての留意事項
The water supply system for this project will be an elevated water tank system. In the elevated
water tank system, water stored in a storage tank is pressurized by a pump and
elevated water tank, where it falls naturally and is sent to each facility. This system can supply a
certain amount of water even during water outages or power outages. At the same time, a water
storage tank for firefighting will be installed, and it is planned that the water for firefight
will be kept pressurized at all times by a pressurizing pump. The required capacity of the water
storage tank will be calculated based on the type of building, expected water usage, and number
of users.
