Subject: Clarification regarding Engagement of Technical Consultants for providing

architectural and technical consultancy for feasibility study, master planning etc
for station development using ‘‘Model document of Request for Proposal for
appointment of Technical Consultant”

In reference to issue raised by ECR vide letter No 3 under reference, the
following clarifications are given as below;
1. Railway Board has issued Model document of Request for Proposal (RFP) for
appointment of Technical Consultant for providing Architectural and
Technical Consultancy for Feasibility Study, Master Planning, Urban
Designing, Engineering & preparation of Detailed Project Report (DPR) for
integrated re-development of Railway Station vide letter No. 1 under
reference. It is very clear that this is for calling Limited Tenders from RLDA
approved panel of consultants.
2. However, Railway Board has not restricted Zonal Railways for calling Open
Tenders for appointment of Technical Consultant for providing Architectural
and Technical Consultancy. Zonal Railways at their own discretion and
purview may adopt for calling Open Tenders by suitable modification in the
Eligibility Criteria.Any changes in the Model Document shall be approved by
PHOD of concerned in consultation with Associate Finance.
3. Zonal Railways may also use the consultants of DFCCIL approved panel
circulated by Railway board vide letter No 2 under reference along-with
RLDA approved consultants for calling limited tenders for appointment of
Technical Consultant for providing Architectural and Technical Consultancy
under their purview. Moreever, Zonal Railways are advised to adopt the
RLDA approved consultants for techno-economic feasibility studies for
station development works.
