State House, Nakaseero 16 August 2022

Your Excellency Sir,

REQUEST FOR LEGAL ASSISTANCE ON LAND MATTERS AND OTHER

DOMESTIC PROBLEMS BEING FACED AT HOME

1. I have the honor to write to you Sir in expressing my need to be helped with the above
services that are required in order to help our family back home settle the issues affecting
them. This is following the land wrangles which are taking place between my father- Mr
Okengo Aldo who was given the powers to lead and safe guard the family land
(Customary) and a retired soldier-Ogwang Raimondo who are all from Anyalima Parish,
Ogor Sub county in Otuke District.

2. Meanwhile the issues started with land case, the matter is almost causing insecurity in
Omuko Village on the entire grand Children of Okengo Remijo of which I am the Great
Grand Child. The struggle started getting out of hand in 2016 when Ogwang Raimondo
started encroaching by force on to the land being care taken by Mr Okengo Aldo in Omuko
Village, Ogor Sub County in Otuke District. The Case was reported to the Chair Person
LC1 where Ogwang Raimondo accepted to stop his encroachments. However, in 2018, the
same man resumed his actions where by the LCI was unable to handle and it was
forwarded for the Sub county court hearing.

3. In 2019, the Sub county Court referred the case back to the LCII court where it was
heard but Mr Okengo Aldo and the grand children of Okengo Remijo were not satisfied
with the ruling which LCII court had made on condition that there were many
irregularities. The powers of Atony was requested to allow Mr Akacha Atoli Francis to
continue the case by making an appeal at the sub county Court of Ogor on condition that
Mr Okengo Aldo was un able to continue following the case given that he had had an
accident in 2016 which made him slightly disabled and he was unable to be moving from
time to time in fulfillment of the court calls.

4. Upon the hearing by the LCIII Court of Ogor Sub County, Mr Akacha Atoli Francis
was able to prove to the court that the said land belongs to the family of Okengo Remijo
and the court ruled to his favor. However Mr Ogwang Raimondo was again not satisfied
with this Ruling and he immediately applied for an appeal at the Chief Magistrate Court of
Alebtong as case number 17 of 2019. The Chief Magistrate Court also came out with its
decision on 18 May 2022b of not giving a final ruling but instead ordering for a fresh
hearing at the competent court. Following this guidance, Mr Akacha Atoli Francis has
registered a case with Grade I Magistrate Court of Otuke pending court procedures.

5. Throughout the time when the different courts were proceeding, Mr Ogwang
Raimondo and his brothers has continued to terrorize Mr Okengo Aldo, his brothers and
the childrent by making different actions such as physical assaults, abuses using offensive
words and destruction of crops and livestock. All these cases were reported and registered
in Ogor Police Post however there were no clear interventions from the Police. The worst
of it all is that Mr Ogwang Raimondo and his group has boldly harvested the sun flower
and millet which was belonging to Mr Ejik Emmanuel on the Weekend of 13 August 2022
despite the alarming drought and hunger situation in Otuke District.

6. It is against all the above events that I seek for legal assistance from your office in
order to enable me and the entire family of Okengo Remijo obtain justice and above all, the
duty and sometimes financial constraint is also tying me and it does not give me ample
time to go and make a follow up of the different cases which do arise because of the
actions of Mr Ogwang Raimondo and his brothers.

I have the honor to be,

Sir,
Your Obedient Servant
