1.1 Introduction

1.1.1 This specification applies to general purpose steam turbines used in oil/gas production and refinery service
and is based on, and must be read with, API Standard 611 "General Purpose Steam Turbines for Refinery
Service". General purpose steam turbines are used to drive equipment which is usually spared, has low
power or speed requirements or is in non-critical service.

1.1.2. Special purpose steam turbines are covered by NOC Specification GES K.11. Special purpose steam
turbines are used to drive equipment that is not spared, has high power or speed requirements or is in
critical service.

1.1.3 This specification gives the minimum requirements for the design, fabrication, inspection, testing,
documentation and preparation for shipment for general purpose steam turbines. Also included are the
related lubricating systems, controls, instrumentations and other auxiliary equipment.

1.1.4 The Vendor/Contractor shall comply fully with the provisions laid down in this specification. Any
exception must be authorised in writing by the Owner.

1.1.5 In the event of any conflict between this specification and the Data Sheets, or with any of the applicable
codes and standards, the Vendor/Contractor shall inform the Owner in writing and receive written
clarification from the Owner before proceeding with the work. As a general principle, the most stringent
specification shall apply.

1.1.6 This General Engineering Specification will form part of the Purchase Order/Contract.

1.2 Other NOC Specifications

Where indicated in this specification, the following additional NOC specification shall apply and any
exceptions shall be approved in advance by the Owner.

The Vendor/Contractor shall ensure all Sub-Contractors comply with the relevant portions of the above
specifications.

1.3 Data Sheets

The technical data supplied by the Owner for the equipment is provided on the API Standard 611 Data
Sheets which are included at the end of this specification. The Vendor/Contractor shall complete the Data
Sheets with the remaining information and return them with his proposal.

Prior to shipment, the Vendor/Contractor shall submit a complete set of "As-Built" Data Sheets.

2.0 DEFINITIONS

2.1 Technical

The technical terms used in this specification are as defined in Paragraph 1.4 of API 611.

2.2 Contractual

The commercial terms used in this specification are defined as follows:

Owner

The oil or gas company, an associate or subsidiary, who is the end user of the equipment and facilities.

Vendor

The company supplying the equipment and material.

Contractor

The main contractor for a defined piece of work.

Sub-Contractor

A company awarded a contract by a contractor to do part of the work awarded to the Contractor.

Inspection Authority

The organisation representing the Owner or Contractor that verifies that the equipment and facilities have
been designed, constructed, inspected and tested in accordance with the requirements of this specification
and the Purchase Order/Contract.

Inspector

A qualified individual representing the Owner, Contractor or the assigned Inspection Authority, who
verifies that the equipment and facilities have been designed, constructed, inspected and tested in
accordance with the requirements of this specification and the Purchase Order/Contract.

3.0 DESIGN

3.1 Codes and Standards

3.1.1 The design shall comply with this specification and the following Codes and Standards:

API 611 General Purpose Steam Turbines for General Refinery Services.

3.1.2 Unless specified otherwise in the Purchase Order/Contract, the current editions of the Codes and Standards
at the time of the Purchase Order/Contract should be used.

3.2 Additions and Exceptions to API 611

The following paragraph numbers refer to API 611, Third Edition, August 1988, which shall be considered
as forming a part of this General Engineering Specification.

In API 611, paragraphs are marked with a bullet (•) if the Owner has to make a decision or provide
information. Where possible, these decisions have been made or alternatively guidelines provided. Such
paragraphs are marked "*" in this specification.

All requirements specified in this specification are additions to those of API 611 unless otherwise stated.
Paragraph numbers in this specification which do not appear in API 611 are new paragraphs.

SECTION 2 - BASIC DESIGN

2.1 General

2.1.1 Add:

"General purpose steam turbines shall be supplied only by Vendor/Contractors qualified


by experience in manufacturing the units proposed. To qualify, the Vendor/Contractor
must have manufactured at the proposed point of manufacture, at least two turbines of
comparable power, speed and steam conditions. These turbines must have been in
service for at least one year and be performing satisfactorily".

2.1.4a Add:

"Turbine efficiency shall preferably be optimised for delivering normal power with
normal steam conditions".

2.1.4b Delete this paragraph and replace by:

Delivering rated power at its corresponding speed, with coincident minimum inlet and
maximum exhaust pressure conditions, shall be achieved by using a hand valve or valves
in order to prevent oversizing of the turbines wherever possible.

"All power transmission elements, including couplings, shall have power ratings at least
equal to the actual driver power rating at maximum steam conditions, and shall be
capable of transmitting the maximum torque developed by the driver or that portion of
the maximum driver torque transmitted through them.

2.1.4g Add:

All turbines shall be rated for continuous operation at 110% of the driven equipment
maximum shaft power at the relevant speed.

2.1.12 * The sound pressure level, measured at a distance of 3.3 ft (1 m) from the surface of the equipment
package including turbine and driven machine, shall comply with the requirements of
GES A.04.

The turbine manufacturer shall provide the guaranteed maximum sound spectrum data of
the turbine to enable the driven equipment manufacturer to determine the overall package
noise level.

2.1.15 Add:

The Vendor/Contractor shall review and comment upon the steam piping design
arrangement.

2.1.16 * The equipment feet shall be provided with vertical jackscrews.

2.2.6 Add:

Horizontal turbines with inlet temperature above 400°F (204°C) shall be centreline
supported from the base plate unless the centreline height is less than 12 inches.

2.4 Casing Connections

2.4.1 * Inlet and outlet connections shall be flanged.

2.4.6.5 * The mating parts or transition pieces to standard ANSI Pipe Flanges shall be furnished by the
Vendor/Contractor.

2.4.10 Add new paragraph:

Piping bolting shall be to ANSI B31.3 with due allowance for operating temperature.
Nuts shall be grade 2 or 2H ASTM A194.

2.6 Rotating Elements

2.6.1.4 Add new paragraph:

A spare rotor shall be furnished for, and delivered with, each turbine of 500 hp (375 kW)
and larger. If several steam turbines with identical rotors are installed the
Vendor/Contractor shall recommend for the approval of the Owner the number of spare
rotors required. The number of spare rotors shall reflect the importance of the service.

2.7 Seals

2.7.4 * A separate vacuum system shall be supplied for horizontal turbines whose rated speed
exceeds 4000 rpm and rated power exceeds 500 hp (375 kW) and for all vertical turbines

irrespective of speed and horsepower rating. Gland steam leakage rates shall be quoted
by the Vendor/Contractor for all turbines.

2.7.5 * Sealing steam shall be automatically controlled.

2.8 Dynamics

2.8.1.6 Add:

The driven equipment vendor shall have unit responsibility.

2.8.1.7 * The Vendor/Contractor shall supply all necessary information for lateral and torsional analyses.

2.8.1.9 Add the following paragraph:

Excitation of any turbine blade resonant vibration response modes in any blade row, by
multiples of running speed, nozzle passing frequency and twice nozzle passing
frequency, shall be verified as outside the specified operating speed range. If this is not
feasible, it shall be verified by the Vendor/Contractor that stress levels, developed for any
specified mode of driven equipment operation, shall be low enough to insure indefinite
life if resonant vibration response is within the operating range.

Blades shall be designed to withstand operation at resonant frequencies during normal


warm-up and the Vendor/Contractor shall advise the Owner of any speed below the
normal operating range corresponding to such blade resonance.

2.8.2.1 Add:

Appendix B.1.4(b) separation margin of the turbine 1st critical shall be 15% from any
operating point (speed) when coupled to the driven equipment.

2.8.2.2 Add:

The Vendor/Contractor shall provide the information as stated in this paragraph.

2.8.3.5 * The driven equipment vendor shall carry out a torsional vibration analysis. The
Vendor/Contractor shall provide full turbine torsional data.

2.8.4.2 * The weight of all half keys used during the final balancing of the assembled element shall be
recorded on the residual unbalance work sheet.

2.8.4.3 * A residual imbalance check shall be carried out.

2.8.4.6 * Electrical and mechanical runout measurements shall be carried out and recorded.

2.9 Bearings and Bearing Housings

2.9.1 Add the following paragraph:

c. In addition to a and b above, hydrodynamic radial bearings shall be supplied for all
multistage turbines and turbines whose rated speed exceeds 4000 rpm and rated power
exceeds 500 hp (375 kW).

2.9.2* Delete the second sentence and replace with:

Multistage turbines shall have hydrodynamic thrust bearings. For single stage turbines
rolling thrust bearings are acceptable providing that their rating life is in accordance with
the requirements listed in paragraph 2.9.1.

2.9.21 * Mounting provisions for radial-vibration and axial position probes are required. The requirement
to furnish probes will be indicated on the Data Sheets.

2.10 Lubrication

2.10.3 * A common oil system is preferred and the driven equipment vendor shall coordinate and
recommend the common system characteristics.

2.10.6 * Add at the beginning:

Lubrication shall be provided by a motor driven oil pump and a steam turbine driven or
shaft driven pump. The motor driven pump shall be used for start-up and it shall also
start automatically on failure of lube oil pressure.

Pressure type lubrication is required if steam pressure exceeds 400 psig (2760 kPag), or if
the maximum operating speed exceeds 5000 rpm and also for all turbines fitted with
hydrodynamic bearings.

(f) Temperature gauges shall also be provided in the bearing oil drains.

(i) Lube oil pump motors shall comply with GES L.11.

(j) A sight flow indicator in each bearing oil drain line is required. These shall be
bull's eye type with the glass in the vertical plane.

(k) A low oil pressure alarm switch is required.

(l) A low oil pressure shutdown switch is required.

(m) Oil coolers shall be shell and tube type to GES E.01.

2.10.7 Add:

Shaft driven pump casings may be of iron material only when integral with an iron
turbine casing.

2.10.8 * An electric immersion heater shall be provided.

General - Electrical equipment and wiring shall comply with GES L.28

3.2 Couplings and Guards

3.2.1 * The driver coupling half shall be mounted by the Vendor/Contractor.

3.2.2 Add:

Couplings shall be of the non-lubricated, laminated flexible diaphragm-type with


stainless steel discs.

3.2.7 Add:

All couplings over 500 hp (375kW) or operating over 3600 rpm shall have taper fit hubs.

3.2.8 * Couplings shall be dynamically balanced.

3.3 Mounting Plates

3.3.1.1 * A combined baseplate for turbine/driven equipment shall be provided by the driven equipment
vendor and shall comply with GES S.06.

3.3.1.2.3 Add:

Lugs and horizontal jackscrews shall be provided on turbines over 750 lbs (340 kg) wt.

3.3.2.1 * A baseplate is required.

3.3.2.3 * Sub-soleplates are not required.

3.3.2.5 * Non-skid type decking is required.

3.3.2.6 * The baseplate shall be rigid enough to be mounted without grouting.

3.4 Controls and Instrumentation

3.4.1.4 * Hand-operated nozzle control valves shall be provided.

3.4.2.4 * (a) The maximum control signal shall correspond to the maximum continuous speed and the
minimum control signal shall correspond to minimum speed.

3.4.2.7 * Trip and throttle governing valves shall be included and the former shall be provided with limit
switches.

3.4.3.2.1 * Delete this paragraph and replace by:

A local panel shall be provided by the Vendor/Contractor for each steam turbine unit.
This panel shall be in accordance with GES J.13. The panel shall include, but not be
limited to the following:

- Unit start push button,


- Unit stop push button,
- Unit reset push button,
- Emergency shutdown push button,
- Manual speed control station with auto/manual selector switch,
- Electronic Tachometer.

The non-contacting tachometer pickup shall not be sensitive to the size of airgap.
The local panel shall be located on the base of the unit and shall allow local start,
operation and shutdown of the steam turbine. Details of panel instrumentation, first-out
alarm and shutdown annunciation and reset facility will be given in the individual

equipment specification.

3.4.4.4 * Oil-filled gauges shall be provided.

3.4.5.1 * Switches and control devices shall be supplied and mounted by the Vendor/Contractor.

3.4.5.2 * A steel sentinel warning valve shall be provided.

3.4.6.1 * Delete this paragraph and replace by:

Turbines whose rated speed is less than 4000 rpm and whose rated power is below 500
hp (375 kW) do not require permanently mounted vibration monitoring equipment. For
turbines which do require permanent vibration monitoring the type required will be as
shown on the Data Sheets.

3.4.6.2 * Transducers and monitors shall comply with GES M.06.

3.4.6.4 Add new paragraph:

Turbines shall be provided with a flat surface on the bearing housings to enable
temporary installation of an accelerometer. Access shall also be provided to the shaft at
coupling end for hand held measurement of shaft vibration.

3.4.6.5 Add new paragraph:

General instrumentation shall comply with GES J.14.

3.5 Piping and Appurtenances

3.5.1.4 Add:

All oil steam and water piping shall be included. The driven equipment vendor shall
coordinate with the Vendor/Contractor to determine the interface requirements.

3.7 Insulation and Jacketing

3.7.1 * Turbines shall be insulated and jacketed. Thermal insulation shall comply with the
requirements of GES N.01. The metal insulation jacket and insulation shall be easily
removable.

4.0 MATERIALS

4.1 API 611 Requirements

The Vendor/Contractor shall provide materials in accordance with paragraph 2.11 of API 611, as amended
overleaf:

2.11 Materials

Add new paragraph:

2.11.1.4 Hard faced (i.e. stellited or equivalent) 13 Cr steel shall be used for valve seating surfaces and
valve stems.

2.11.1.11 "Copper or copper alloys shall not be used for components exposed to steam path nor for
components in the oil system".

2.11.2.3.2 All material repairs shall be subject to the Owner's approval of the repair procedure and
application.

5.0 INSPECTION

5.1 Procedures

5.1.1 The inspection requirements are covered by the document "General Conditions of Purchase" which forms
part of the Purchase Order/Contract. Additional requirements are given below.

5.1.2 All items of plant and equipment referenced within this specification shall be subject to inspection by the
Owner or its nominated Inspection Authority.

5.1.3 Inspection shall be in accordance with API 611 and this specification. All inspection activities to be
performed, including any special requirements, shall be agreed with the Owner and shall be incorporated
within the agreed Quality Control Plan provided by the Vendor/Contractor. The Quality Control Plan shall
be coordinated with and shall include the quality plan of major Sub-Contractors. The Vendor/Contractor
shall submit procedures for all applicable NDT techniques for approval by the Owner before production
commences.

5.1.4 All operators of NDT equipment shall have thorough knowledge of the operation of the equipment to be
used and shall hold an appropriate certificate of competence, which is to be agreed by the Owner. All NDT
procedures and qualifications shall be subject to approval by the Owner.

5.1.5 The Vendor/Contractor is to furnish the Inspector with all reasonable facilities, to satisfy himself that the
equipment, including Sub-Contractor's materials, is fabricated and tested in accordance with the relevant
code and this specification.

5.1.6 Any approvals given by the Inspector and/or the Inspection Authority do not relieve the Vendor/Contractor
of any responsibility regarding guarantees, workmanship or compliance with the code and this
specification.

5.2 Scope

The inspection scope shall comply with API 611, Section 4.2 as amended below:

Additions and Exceptions to API 611

4.2.1.3 * The Vendor/Contractor shall propose in his quality plan, the parts to be examined and the type of
examination for the approval of the Owner. Where surface inspection is be performed,
the surfaces of parts are not to be painted until inspection is completed.

4.2.2.1.1 * MSS SP 55 shall be used.

4.2.2.3.1 * 100% ultrasonic inspection is not required.

5.3 Nameplates

Nameplates shall be provided complying with paragraph 2.12 of API 611.

6.0 TESTING

6.1 Required Tests

The Vendor/Contractor shall submit his test procedures in writing to the Owner for approval prior to the
start of the testing programme. The pressure tests shall be carried out in the presence of the Inspector.

Testing shall be carried out in compliance with paragraph 4.3 of API 611, as amended below:

4.3 Testing

4.3.3.1.2 * Bearing oil flow tests are not required unless the oil flow to the bearings is controlled by
a manually adjusted needle valve.

4.3.3.2 The mechanical run test shall be performed at the same oil viscosity to that expected in
operation in the field. The Vendor/Contractor shall advise the expected oil temperature
rise and demonstrate the equipment will operate within design limits.
Vendors/Contractors shall advise their ability to introduce load onto the turbine during
the mechanical run.

4.3.4.1 Performance test to PTC 6 is required on all turbines over 125 hp (93kW). For turbines
of this size and under the Vendor/Contractor need only demonstrate that the full power
and speed can be met at the specified minimum steam conditions.

4.3.4.2 * A complete unit test is required.

4.3.4.3 * The gear (if supplied) shall be tested as part of the turbine mechanical running test.

4.3.4.4 * A sound level test is required if indicated on the Data Sheets.

4.3.4.5 * Auxiliary equipment shall be tested in the Sub-Contractor's shops and details of the equipment
tests will be jointly agreed prior to order placement. Gear units shall be run in the gear
manufacturer's shop. The running test shall be conducted throughout the required
operating speed range. Checks shall be made for vibration, bearing temperatures, tooth
contact and overall mechanical operability. Following the test, gears shall be opened for
inspection.

6.2 Test Procedures

Testing shall comply with paragraphs 4.1 and 4.3 of API 611, as amended as follows:

4.1 General

4.1.5 * The following tests will be witnessed by the Owner:

- hydrostatic test;
- mechanical running test;
- performance test;
- complete unit test;
- auxiliary equipment tests.

4.3 Testing

Add new paragraphs:

4.3.2.5 No type of preservative or paint shall be allowed to cover any pressure containing
components, nor any mechanical or welded joint, before the pressure test is completed.

4.3.2.6 Test pressure gauges shall be of the direct reading type and shall be periodically

calibrated. The certificate of calibration shall be presented to the Inspector prior to
commencement of tests.

6.3 Test Certificates

The following test certificates shall be provided:-

(a) The manufacturer's physical and chemical certification of steel pressure parts and forgings.

(b) Certification for magnetic particle, dye penetrant, radiographic and ultrasonic examination.

(c) Certified shop logs of mechanical running and performance tests.

(d) Hydrostatic Tests

(e) A record of shop test data (which the Vendor/Contractor shall maintain for at least 5 years after
the date of shipment). The Vendor/Contractor shall supply certified copies of test data to the
Owner before shipment.

6.4 Start-Up

6.4.1 When required by the Owner, the Vendor/Contractor shall be responsible for complete turbine startup until
unit is accepted as operational by the Owner. In this case, the Vendor/Contractor shall be responsible for
the supply of competent servicemen for the duration of the checking, startup and run-on period.

6.4.2 When required by the Owner, the Vendor/Contractor shall supply for start-up, all lubricating fluids,
including oil, grease and coolants as required by the unit. The Vendor/Contractor shall recommend the
amount and type of lubrication and cooling fluids for subsequent operation.

7.0 DOCUMENTATION

7.1 Introduction

7.1.1 This section covers the documentation requirements for design, materials, inspection, testing, installation
and operation of the steam turbine.

7.2 Schedules and Reports

7.2.1 The Vendor/Contractor shall supply with his proposal, a schedule showing submission of all documents for
review and approval, proposed Sub-Contractors and material procurement and a production/fabrication
programme.

7.2.2 The Vendor/Contractor shall submit with his proposal a Quality Control Plan for the Purchase
Order/Contract.

7.2.3 After the contract award, monthly reports on design, material procurement and production progress shall be
submitted to the Owner.

7.2.4 A co-ordination meeting shall be held within six weeks of the placement of the Purchase Order/Contract, to
review all engineering and manufacturing requirements of the order.

7.3 Data and Drawings

7.3.1 The documents detailed below shall be submitted for approval/review to the Owner and to the Inspection
Authority within the periods agreed between the Owner and Vendor/Contractor. It shall be the
responsibility of the Vendor/Contractor to ensure that the production schedule takes into account

documentation submission periods, plus a three week approval review period by the Owner and/or the
Inspection Authority. The Vendor/Contractor shall be responsible for obtaining approvals from the
Inspection Authority.

7.3.2 All calculations detailed below shall be carried out in a clear and logical manner. The source of formulae
or methods shall be clearly referenced. Computer calculations will only be accepted if all input is shown,
together with calculated values of intermediate terms and factors and the computer program has been
validated to the satisfaction of the Owner.

7.3.3 The Vendor/Contractor shall submit as a minimum, the data and drawings as defined in API 611 Section 5
as amended below:

5.1 Proposals

5.1 (d) A performance curve for various hand valve settings is required.

7.4 Manuals

Requirements for Data Books, Installation Operation and Maintenance Manuals are as follows:

7.4.1 Data Books

Two (2) copies of the Data Book shall be provided containing the items specified in paragraph 5.2.4.2 (a),
(b) and (c) of API 611.

7.4.2 Installation, Operating and Maintenance Manuals

Six copies of Installation, Operating and Maintenance Manuals shall be provided containing the
information defined in paragraph 5.2.5 of API 611.

8.0 PRIOR TO SHIPMENT

8.1 Painting

Surface preparation and painting shall be in accordance with GES X.01 with colour coding of equipment
and piping in accordance with GES X.02 using a system which complies with GES X.03.
Vendors/Contractors may propose an alternative coating system, suitable for the duty, for the approval of
the Owner.

8.2 Spares

The Vendor/Contractor shall submit with his initial equipment proposal, a priced list of recommended spare
parts for Commissioning, Start-up and for Two Years Operation.

8.3 Packing and Storage

This section describes the minimum requirement for the preservation and protection of steam turbines
during the sea and land transportation and storage, prior to installation.

Additions and Exceptions to API 611

The preparation for shipment shall comply with API 611 Section 4.4 as amended below:

4.4.1 * Delete this paragraph and replace with:

The equipment shall be prepared for export shipment by sea. Shipment as non-
containerised deck cargo is not permissible.

The probable storage period will be specified in the Enquiry and the Purchase
Order/Contract and will extend from the time of despatch to the time of unpacking at site.
If the storage period is not stated, a minimum period of 24 months shall be assumed.

4.4.3.1 Delete this paragraph and replace by:

Painting shall comply with GES X.01, GES X.02 and GES X.03. An alternative system
may be used with the approval of the Owner.

4.4.3.10 The spare rotor when ordered shall be suitably boxed for export shipment.

8.4 Shipping

Detailed shipping arrangements are covered by the Purchase Order/Contract.

The equipment shall not leave the Vendor/Contractor's works for shipment until the release has been
approved by the Owner's Inspector.

8.5 Warranty

8.5.1 The Vendor/Contractor shall provide manufacturer's written guarantees of the steam turbine performance.

8.5.2 The Vendor/Contractor shall warrant all materials and services supplied against any defect for a minimum
of 12 months after commissioning or 24 months from the date of delivery to site, whichever is the shorter
period, or for the period stipulated in the Purchase Order/Contract.

8.5.3 Should any item be found defective, the Vendor/Contractor shall be responsible for all costs associated
with restoring the equipment to the standard specified by the Purchase Order/Contract.
