ASHRAE’S POLICY ON RECORDING OF VIRTUAL MEETING.


It was proposed that the RPM-2 be recorded for the sole purpose of preparation of
the Minutes of Meeting (MOM) as the meeting Secretary is unable to record 100% of

files online and the virtual portal. The secretary will undertake to erase the recording

Our DRC calling everyone to observe a minute’s silence in respect to Dr. Robert Hu,

he rest in eternal peace.

A roll call was conducted by KC Ng for all Chapter Presidents/President Elects, Section
Chairman/Vice Chairman and Regional Officers.

4.0 All other ASHRAE members present online are advised to inform their respective KC Ng
Chapter Presidents of their presence online today.

observed by all during this virtual meeting.

DRC read the ASHRAE Code of Ethics to the floor.

The RPM-2 Agenda was presented to the floor for review and amendment.

KC highlighted an amendment brought up by Past DRC Mr. Edward Tsui on item nos.
10.5, 10.8 and 10.11 to remove the word “Post-Mortem Review” as CRC Review
Meeting is conducted after the CRC meeting and not during the RPM-1.

REVIEW AND ADOPTION OF 2019-2020 RPM-1 KUALA LUMPUR MINUTES OF


MEETING (MOM) HELD ON THE 25TH AUGUST 2020
The RPM-1 Kuala Lumpur Minutes of Meeting (MOM) was presented to the floor for
review and amendment.

Mr. Apichit highlighted an amendment on item no. 8.1 on Myanmar Section to replace
the word “under” Singapore Chapter to “mentored by” Singapore Chapter which is

Thereby being no other amendments brought forth, the 2019-2020 RPM-1 Kuala
Lumpur MOM was confirmed and passed.

23RD CRC-2020 – VIRTUAL MEETING


Dates: 22nd August 2020
DRC presented the Virtual CRC-2020 Calendar of Events to the
floor to give everyone a brief understanding of the different sessions of the CRC
program being conducted over the different Saturdays.

DRC proposed our MP and RP RVCs to contact their respective Society Chair if they
would like to attend or conduct their respective workshops during our Virtual CRC-
2020. RP-RVC Mr. Ong Ching Loon acknowledge and advised that he will bring this up
at their RP Annual Meeting next Saturday.

10.1 MP-RVC, Mr. Henry highlighted that for MP Chairs there will be two (2) centralized All
training conducted by the Society and emphasized that all Chapter MP Chairs to attend
at least one (1) of it for PAOE. Henry commented that the MP workshop during the
virtual CRC-2020 will no longer be necessary anymore as the training slides are the
same. In response, DRC feels that an MP Workshop will still be necessary as other
ASHRAE members other than the MP Chair can benefit from an MP workshop during
the virtual CRC-2020.

Mr. Wong CS mentioned that his term as Chairman of APCBE Steering Committee will
end by this Society Year and the new Chairman will be Mr. Ng Wen Bin. APCBE requires
a slot to conduct a training on APCBE.

Mr. Ong thanks Singapore, Malaysia, Hong Kong, Philippines, Thailand and Indonesia
Chapters for achieving most of the key result areas. Special recognition is given to
Indonesia Chapter for achieving the highest PAOE points.

Special mention for Indonesia and Japan Chapters for exceeding their Chapter goal
before the end of 2019.

In closing, Mr. Ong announced that he will be rolling out at the end of June 2020 and
wishes to thank everyone for their cooperation and support during his tenure as RVC
of RP and encouraged everyone to give their fullest support to the incoming RVC of
RP Mr. Chea Suei Keong.

13.1 NEW CHAPTER/SECTION
DRC welcomed Myanmar Section and Vietnam Section to Region XIII.

Vietnam Section Chairman, Mr. Ngo Quang Truong thanked the
regional officers and DRC Mr. Apichit for his assistance to create and
formalize the formation of Vietnam Section. Mr. Ngo has outlined
some activities below
1. Vietnam Section will organize some presentations with the universities to
attract membership
2. Vietnam Section will organize seminars to attract more members

CRC-2020 CHAPTER POSTER DISPLAY

13.3

The idea of Chapter Poster Virtual Display was brought up by Mr. Bill Wang. Unlike in
a physical CRC where each Chapter displays a banner, each Chapter will now prepare
an electronic Poster to display their Chapter activities.

Due to time constraint, a polling was suggested to be sent to all Chapter Presidents
for their response.
13.4 CONFIRMATION OF NC/WORKSHOP TRAINING DATES AND SCHEDULE
This item has been discussed and confirmed earlier at item 10.1
13.5 STUDENT ACTIVITIES DURING VIRTUAL CRC-2020
Mr. Manuel and Mr. Bill Wang have initiated this idea to get our student branches
involved in our virtual CRC-2020 by way of a presentation video or slides to be aired
during the CRC-2020 break.
However, Mr. Manuel feels the COVID-19 pandemic poses a big challenge to the
students in getting together to put up a presentation video. Instead maybe the
students can prepare a collage of slides with each students preparing a short video.
Kozen weighed in to give ideas for the students to introduce their universities and
their ASHRAE activities.
13.6 APPOINTMENT OF REGION XIII AUDITORS FOR 2020-2021 TERM
DRC proposed two (2) candidates
1. Mr. Edward Tsui
2. Mr. Raymond Wong
Both candidates have accepted their appointment.

Mr. Edward Tsui further suggested that an Auditor’s


term to be on a one (1) year term basis. The same person can be appointed again
but not for consecutive years to avoid any biasness in the auditing process. Mr.
Raymond Wong concurs with Mr. Edward’s suggestion.

KC called for any objections from the Chapter Delegates. Thereby being no
objections from the floor, both Mr. Edward Tsui and Mr. Raymond Wong are hereby
officially appointed as Region XIII Auditors for the 2020-2021 term.

DRC thanked Mr. Edward Tsui and Mr. Raymond Wong for accepting the
appointment.
13.7 2020-2021 CHAPTER INFORMATION QUESTIONNAIRE (CIQ)
All Chapters are requested to submit their CIQ latest by the end of July 2020

14.0 REGIONAL/SOCIETY MOTION


14.1 Mr. Bill Wang reported that there is no new update on CRC-
2019 Motions.

As for CRC-2020, he has received one (1) motion from Thailand


Chapter. All the other Chapters have replied that they have no
Motion for this year.

The details of the proposed Thailand Motion have been sent to all the Chapter
Presidents one (1) week ago for their knowledge, review and understanding.

Mr. Edward made a note that there is still time for the Chapters to propose Motions
in the CRC-2020. Mr. Bill Wang concurs with Mr. Edward’s point and reminded all
Chapter Presidents to refer to his presentation slides on “How to Make a Motion”.
14.2 DISCUSSION ON PROPOSED MOTION
The DRC Mr. Apichit is the Chair during the tabling of Motion.
DRC Mr. Apichit shared his experience over 20 years that a lot of Motions fail is
because of the lack of time and understanding of the Motion during the CRC and
now during his term as DRC he would like to discuss on a Motion earlier before the
CRC.

Mr. Edward suggested to follow the procedures of “Robert’s Rule” for Motion in
tabling a Motion. Mr. Raymond Wong added that since Thailand Chapter has already
proposed a Motion and in the spirit of learning to take this Motion as a learning
exercise to learn the proper procedures in tabling a Motion.

Mr. Uthai mentioned that a copy of his Motion has been despatched to all the
Chapter Presidents in Region XIII seven (7) days ago. Mr. Uthai read the background
and Fiscal Impact details of the Motion to the floor.

DRC opened this to the floor for comments based on the Background Information
outlined in the Motion.
1. Mr. Den Low commented that it has always been the desire for R-XIII officers to
have our Past DRCs to come back to share their past experience and appealed to
all Chapter Presidents to seriously look into the fiscal impact of this Motion and
to discuss with their respective Chapter BOG before voting in the coming CRC-
2020.

2. Mr. Raymond voiced his understanding that Motion tabled at the CRC is primarily
for Society issues in general and as this Motion only involves Region XIII therefore
will be rejected at the Society level. Mr. Leong Cheng Wee chipped in to clarify
that this is a Regional Motion and will not be carried up to the Society.
3. Mr. Raymond suggested not to specifically mention the names of the past DRCs
in the Motion and to reword it in a more general perspective.
4. Mr. Ong Ching Loon further reiterated on Raymond’s point that some of the Past
DRCs may be busy with Society responsibilities and may not have the time and
capacity to serve in R-XIII’s Past DRCs’ council.
5. Mr. Edward voiced his opinion over the financial burden weighed in on the CRC
host Chapter if they are to sponsor the travelling and registration cost for the
past DRCs attending their Chapter CRC.

After listening to all the comments, the conclusion being that the Motion’s
Background Information needs to be re-drafted. As this Motion has already been
tabled offcially, there are two (2) ways to proceed.
1. To defer this Motion for amendment at the CRC-2020
2. To withdraw the Motion.

Moving forward Mr. Raymond Wong suggested for this Motion to be withdrawn and
re-drafted being the easier of the 2 options mentioned above.
Mr. Uthai of Thailand Chapter agreed and withdrew the Motion.
Mr. Ng Wen Bin of Malaysia Chapter agrees with the withdrawal.

excel spreadsheet for officers appointment.

Taiwan Chapter President, Mr. Jeffrey Lee extended his heartfelt
