Question 1: How is the Vietnamese government budget in 2017?


The budget deficit ceiling has been set at 3.5 per cent of GDP for 2017, equal to
VND178.3 billion ($8 billion), with a majority of National Assembly (NA) delegates voting
in favor of the associated resolution on November 11.
Estimating for 2017, the Government has launched a number of large balances.
Specifically: Total balance of the State budget in 2017 is expected to be 1199.6 trillion vnd,
an increase of 16.7% compared to the estimate in 2016. Of which, domestic revenue is 977.7
trillion vnd; Crude oil revenues are 38.3 trillion vnd; export revenues are 180 trillion vnd;
total expenditures in 2017 is expected around 1,377.9 trillion Dong.

Question 2: Give an example about government leasing asset


Land is a good example for government leasing asset. According to the provisions of
the law on land, citizens must pay land rents to the State once a year and the paid land rents
are not originated from the state budget, land allocated by agencies or enterprise. The money
received from the transfered right of land is the rent paid for the whole lease term and
includes the expenses for compensation and site clearance for cases where the land is leased
by the State with land rent payment times for the whole rental period.

Question 5: What’s the theory of declining the marginal utility of income?


Declining the marginal utility of income: During the course of consumption, as more
and more units of a commodity are used, every successive unit gives utility with a
diminishing rate, provided other things remaining the same; although, the total utility
increases.
