and airport processes so as to maintain both the Security and the efficiency of air

Target 16.9: By 2030, provide legal identity for all, including birth registration

World Bank has taken the lead with an ambitious goal to develop shared principles for
digital identity by building a partnership across multiple key stakeholders in the public
sector, private sector and development agencies. Advancing this agenda in a collective
manner is an objective shared by ICAO.

Machine Readable Passports (MRPs)

Machine Readable Zone

3.11.1 For passports issued after 24 November 2005 and which are not machine readable,
Contracting States shall ensure the expiration date falls before 24 November 2015.

24 November 2015 deadline
• As of today, a total of 157 Member States had responded to the questionnaire of SL EC6/3-
12/70.
141 Member States (and 1 non-Member State) will comply with the Standard, i.e. their non-
MRPs have expired or are due to expire by 24 November 2015; and
16 Member States will not comply with the Standard, i.e. their non-MRPs will not expire by
the deadline.

• Possible reasons for non-compliance with Standard 3.11.1 include lack of capacity, insufficient
training and costs of implementation.

• While the worst case scenario is that citizens of a State not having MRPs will be denied entry into
other States, the decision to accept or refuse non-MRPs is a State matter. Information received
suggests some flexibility will be allowed after 24 November 2015 in permitting admission of the
holders of non-MRPs.

ePassport
• ePassports are Machine Readable Passports (MRPs) with a chip (IC).
The chip is an additional security feature for passports; does not replace MRZ
• Enhance security of the document
• Biometrics to confirm identity

What does the chip contain?
• Chip contains Logical data Structure (LDS) with 16 Data
Groups (DGs), for example
– DG 1 contains the contents of the MRZ – Mandatory
– DG 2 contains photograph of the holder – Mandatory
– DG 3 contains fingerprint biometrics – Optional
• Chip contains a Document Security Object (SOD)

PKD and Automated Border Controls (ABCs)
- The ICAO Public Key Directory (PKD) is an ePassport inspection tool

- ICAO is encouraging all States to use the ICAO PKD as a means of verifying and
authenticating ePassports and to enhance security in cross-border movement,
including through increased use of ABCs

- According to IATA, availability of ABCs for the inspection of travel documents


increased between August 2014 and November 2015 from 134 airports in 40 States
to 179 airports in 60 States.
ICAO strongly encourages participation in the PKD and the use of ABCs

INTERPOL SLTD
• States to promptly report accurate information about stolen, lost, and
revoked travel documents, issued by their State, to INTERPOL for
inclusion in the SLTD database.

• Applicable from 25 Feb. 2016, this is a new Annex 9 Standard (3.10).

• In addition, States should, as far as practicable, query at entry and


departure border control points the travel documents of individuals
travelling internationally against the SLTD database. New Annex 9
Recommended Practice (3.10.1).

ICAO TRIP Strategy and the UN agenda
• Coordination with the UN Security Council Global Strategy: ICAO actively
supports UN Security Council Resolution (SCR) 2178 (2014)
• ICAO one of the 38 entities of the Counter-Terrorism Implementation Task
Force (CTITF) with a common action plan for cooperation on the
implementation of SCR 2178
• Participation to the UN Centre for Counter-Terrorism (UNCCT)
programme to respond to the Foreign Terrorist Fighters (FTF) challenge
focusing on capacity-building projects
• Facilitation activities are linked to six of the 17 UN Sustainable
Development Goals (SDGs)

UNSC Resolution 2178 (2014)
• “Reaffirms that all States shall prevent the movement of terrorists or
terrorist groups by effective border controls and controls on issuance
of identity papers and travel documents, and through measures for
preventing counterfeiting, forgery or fraudulent use of identity papers
and travel documents…’’

• “9. Calls upon Member States to require that airlines operating in


their territories provide advance passenger information (API) to the
appropriate national authorities in order to detect the departure from
their territories, or attempted entry into or transit through their
territories, by means of civil aircraft, of individuals designated by the
Committee established pursuant to resolutions 1267 (1999) and
1989 (2011)…’’

International cooperation on API
Passenger data exchange such as API:
ICAO is closely collaborating with the World Customs Organization (WCO) and the
International Air Transport Association (IATA) on these matters, by:
a) developing API Guidelines, and
b) promoting the international standards adopted by relevant UN agencies for this
purpose.
UN SCR 2178 urged States to require airlines to provide passenger lists, referred to as
Advanced Passenger Information (API) in Annex 9 ― Facilitation. API is an integral
component of the ICAO TRIP Strategy.
Cooperation between UNCCT, CTED, IATA, ICAO, IOM, WCO, INTERPOL in
determining technical assistance needs for several Member States for the
implementation of an API system

Technical assistance projects
The Government of Canada - First to fund technical projects to assist States in implementing
the ICAO TRIP Strategy:
• Strengthening Travel Document Security and Border Control in Central America (2011-2014)
• Strengthening Travel Document Security and Identification Management in the Sahel and
neighbouring States (2014-2016)
• Strengthening border controls in the Caribbean Region (2016-2018)

Assistance activities:

• Technical assessment missions in-country performed by experts
• Development of the ICAO Training Package “Control of the Authenticity and Validity of Travel

Conclusions
• For an efficient implementation of the TRIP Strategy , coordinate at national and
international level

• ICAO Traveller Identification Programme (ICAO TRIP) establishes appropriate


mandatory and global interoperable standards and specifications (API, PNR, etc..)

• Improper validation of ePassport leads to a “false” sense of security

• The ICAO PKD is the most effective mechanism for making available public keys
and other related information globally – Participate!
