MANAGEMENT OVERVIEW
Management of local roads is a devolved function of local governments.
Section 524 - Local Government
Code of 1991 - conduct of periodic
inventory of infrastructure and
facilities , and undertake their
maintenance, repair, improvement
or reconstruction of these facilities.

2021 Local Government Support Fund (LGSF) monitored by DILG-

● Financial Assistance to LGUs


(construction, concreting, rehabilitation, repair or improvement of road and/or
bridges and other infrastructure)
● Disaster Rehabilitation and Reconstruction Assistance
(shelter and resettlements, public infrastructure (i.e. roads and bridges and
other infrastructure) )
● Assistance to Cities
(construction, maintenance or rehabilitation of green open spaces such as
parks, gardens and infra for active mobility (bicycle lanes and racks,
pedestrian footpaths and walkways)
● Conditional Matching Grant to Provinces
(repair, rehabilitation and improvement of provincial road)

CONDITIONAL MATCHING GRANT FOR PROVINCES
(CMGP)

CMGP assist the Provincial Governments in upgrading and


maintaining their provincial roads in good-to-fair
condition through the provision of financial subsidy for the
repair, rehabilitation and improvement of provincial road
and bridges, and provision of technical assistance and
interventions to support governance reforms on local
road management and public financial management
relevant to the maintenance of local roads.

SURVEY MANUAL

This manual will be utilized for “road and bridge


inventory and condition survey” that is used to:
• Measure and record all local road, bridge,
drainage and safety structures;
• Measure and record condition throughout
the road and bridge system;
• Describe the condition of the road and
bridge at the time of the rating;
• Provide condition data for analysis in the
DILG’s Road and Bridge Information System;
and,
• Provide information on the traffic data.
