A. School Traffic Management and Protocols
Procedures on Entrance and Exit for Learners:
1. Learners that will enter the school premises shall wear face mask, observe social
distancing and follow the comprehensive school map in going to their respective
classrooms or offices.

2. Upon entering the school gate, learners must get their temperature using the
thermal scanner. If their temperature falls on 37.5 and above, they shall be required
to go to the isolation area located on the side of the school triage. They will wait for
further assessment by the school clinic in-charge.
If the body temperature is normal, they can now proceed to step on the footbath and
wash their hands on the group handwashing facility located beside the school gate.

3. Learners shall follow their respective lanes in going to their classrooms. There
shall be two doors assigned for entrance and exit in every classroom. At the entrance
door, the learners must conduct handwashing, temperature checking, foot bathing
and hand sanitizing before entering the classroom.

4. Outside footwears should be left outside the classrooms; indoor footwears should
be used and will remain inside the classroom.

5. The first learner to arrive shall occupy the last seat, to be followed by the next
learner until seats in the front nearest to the entrance door are occupied.

6. The class adviser will check the attendance of the learner through the Daily Health
Monitoring Tool for Covid-19.

7. After the classes are over, learners are required to disinfect their own seats using
their personal disinfectant and then use the exit door located at the back portion of
the classrooms when leaving. The learner nearest to the exit door will be the first to
leave.

8. During class dismissal, learners shall utilize the school assigned exits points, not
the entrance gate (see the comprehensive map for reference).

temperature falls on 37.5 and above, they shall be required to go to the isolation area
located on the side of the school triage. They will wait for further assessment by the
school clinic in-charge.
If the body temperature is normal, they can now proceed to their classroom/office
for handwashing.

3. School personnel shall follow respective lanes in going to their classrooms/offices.

Procedures on Entrance and Exit for Visitors:


1. Visitors that will enter the school premises shall wear face mask and observe social
distancing. They must know in advance the location of the classroom/office to be
visited, if not, they have to locate it first using the comprehensive school map located
near the triage.

2. Upon entering the school gate, visitors must get their temperature using the
thermal scanner, perform handwashing and sanitizing activity and fill in the Visitor’s
Health Declaration Form. If their temperature falls on 37.5 and above, they shall be
required to go to the isolation area located on the side of the school triage. They will
wait for further assessment by the school clinic in-charge.
If the body temperature is normal, they can now proceed to their classroom/office.

3. Visitors shall follow respective lanes in going to classrooms/offices. There shall


be two doors assigned for entrance and exit in most of classroom/offices. In case the
person for whom the reason of the visit is not in his/her designated classroom/office,

the visitor/s shall wait in the school designated waiting area and must try to contact
a school personnel for assistance.

4. After the purpose of the visit has been completed, visitors shall utilize the school
assigned exits points, not the entrance gate (see the comprehensive map for
reference) as exits.

School Safety Protocols:


1. All individuals must wear face mask.
2. Maintain social distancing and avoid crowded areas.
3. Conduct proper handwashing.
4. If not feeling well or majority of family members are experiencing flulike symptoms,
do not report to school.
5. Follow appropriate color-coded lane in going to classroom/offices.
6. Always bring alcohol or hand sanitizer.
7. If not feeling well while inside the school premises, report to teachers for school
clinic referral.

8. Individuals with flu-like symptoms will be referred to the school clinic in-charge for
isolation and will only be sent home after acquiring may-go-home slip.
9. Parents/guardians tasked for getting students from school shall wait in the
designated pick-up points near the school exits.

B. Classroom Layout and Structure

1. The maximum number of learners in a classroom for a set would be 30. Therefore,
there will only be 30 chairs in the classroom allotted for students. For classrooms
utilizing armed chairs, these armed chairs will be arranged by two blocks. Each block
will have 3 columns and 5 rows.
2. Chairs should be pasted with numbers from 1 to 30.
3. The seats should be occupied by column, starting from the last seat in the last
column up to the front. Followed by the third, second and first column. In the example
seat plan below, the first student will occupy number 30, followed by 24,18, 12 and 6.
When the last column is occupied, the fifth column will follow (29,23,17, 11, 5), fourth
column (28,22,16, 10,4), third column (27, 21,15,9,3), second column (26, 20, 14, 8, 2)
and first column (25, 19, 13,7, 1).

4. For classrooms utilizing desks, the teachers shall arrange the desks in such a way that
it will give maximum distancing to learners.

5. Classroom should be well-ventilated and are free of heavy curtains.


6. Classroom spaces should be maximized to allow distancing. In this case, furniture
should be put at the back of the classroom or on the sides.

C. Protective Measures and Sanitation Practices


To ensure the protection of personnel and learners, the following were be implemented:

1. The school has set up and ensure the availability of proper sanitation and hygiene
facilities.
2. The school ensured that each handwashing facilities are set up in a strategic
location.
3. The school ensured that each learner, teacher and personnel have access to face
masks.
4. The school clinic ensured the availability of Emergency Health Kits that include
PPEs and other needed supplies and materials.
5. Surgical masks are were stored in the school clinic and are available at the school
entrance. These shall be reserved for asymptomatic individuals, health care
providers, and learners who come to school without face mask.
6. Individuals who will manifest symptoms recorded through the daily health checks
conducted by the teachers in the classroom shall immediately be provided with
medical or surgical mask and brought to the school clinic or dedicated isolation area
for medical assessment testing and referral to appropriate authorities.
7. The school ensured that child-friendly Information Education Campaign (IEC)
materials and hygiene practices and respiratory etiquette are posted in common
areas and classrooms.
8. The school provided a daily health monitoring tool for learners and school staff.
9. The school shall mobilize the School COVID-19 Disaster Risk Reduction
Management (DRRM) Team to ensure that health protocols are in place and are
observed during the implementation of face-to-face classes.

Required Office and Classroom Forms, Tools and Materials


A. Classroom/Office Forms
1. Advisers should produce copies of Daily Health Monitoring Tool with names of the
learners for Set A and Set B classes, School Form 1 and Disinfection Schedule.
2. For School Clinic Teacher, Health Declaration Forms for Parents/Guardians and
school personnel should be present in the School Triage to be filled in upon entering

the school. Also, Log sheets, School Head’s Summary and May Go Home Slip should
be prepared.
B. Classroom/Office Tools and Materials
The following tools/materials should be prepared by classrooms/offices:
1. Thermal Scanner
2. Alcohol Dispenser and Disinfection Kits (Bleach, disinfectant spray, wet wipes, alcohol)
3. Liquid Soaps
4. Trash Bins: Biodegradable, Non-Biodegradable, Recyclable and Infectious (should
contain trash bags and located inside the classroom)
5. Comfort room trash bin with trash bag
6. Yellow Trash bin for disposed face mask (upon entrance to classrooms)
7. Pink box (Sanitary napkin box) with IEC on proper disposal
8. Extra face masks
9. Cleaning Materials (Gloves, Masks, Mops)

D. School Disinfection, Sanitation and Waste Management


To mitigate the spread of COVID-19 through sanitation and disinfection, the
school follows the DOH Department Memorandum No. 2020-0157 entitled “Guideline
on Cleaning and Disinfection in Various Settings as an Infection Prevention and
Control Measure Against COVID-19” and cleaning disinfection of environmental
surfaces in the context of COVID-19 by the WHO.

1. School-wide disinfection will be conducted once a month by the Local Government


Unit through a request sent to the Solid Waste Management which is in-charge of
public place disinfection.
2. For waste management, the school have waste trash bins for infectious waste
(colored yellow and labeled) with plastic bags. Also, each classroom has designated
trash bins for infectious, biodegradable, non-biodegradable and recyclable wastes.
Garbage collection will be scheduled as approved by the LGU.
3. Classroom disinfection will be done by the school personnel in their respective
offices and classroom everyday as scheduled after classes following the DOH
memorandum No. 202-0157 (E. Cleaning and Disinfecting Buildings).
4. A schedule/ checklist shall be present in every classroom intended for classroom
disinfection.

5. Each learner is responsible for disinfecting his/her seat. Because of this, each
learner should have a personal disinfectant spray to be used every after the class is
over, before exiting the classroom.

A. Introduction
The San Nicolas National High School is situated along the national highway at
Barangay San Nicolas, Don Carlos, Bukidnon. The school was established on 2006 and was
then an annex of the New Nongnongan National High School and by the year 2015 the school
then headed by Fernando T. Garcia applied for the separation from the main school and the
establishment of now San Nicolas National High School which was approved pursuant to the
Regional Order RO-QAD-2019-086 and is now in its fifteenth year of operation offering
complete Enhanced Basic Education Curriculum which is the K to 12 Program. It is currently
manned by a School In-Charge with forty-two (42) dedicated and committed teachers, one
(1) non-teaching personnel (ADAS III) and one (1) watchman.

The school is located along the national highway and about one and a half (1.5)
kilometers away from the District Office and the Public Elementary School, six point nine
(6.9) kilometers from the nearest public secondary school which is the Don Carlos National
High School and sixty-seven (67) kilometers from the Division of Bukidnon The school is
accessible to any form of land transportation such as bus, jeepney, motorcycle and tricycle
from the bus terminal at población Don Carlos Bukidnon.

The entire Philippines was put into lockdown on March 16, 2020 because of the
COVID-19 pandemic. The Department of Education was one of the sectors who has been
affected by the changes brought by this pandemic wherein its end is still indefinite.

As part of the support for the continuity of learning by the learners amidst the COVID
19, the school adopts the learning delivery through Blended Learning to the enrolled learners
in San Nicolas National High School, wherein protocols where in place to ensure the safety
of the school personnel, learners, guardians, parents and visitors. Annual budgetary
allocations were adjusted to support and cater the needs for COVID-19 prevention.
Handwashing facilities were also put in place. And personnel were trained on proper
handling and prevention of COVID-19.

With safety and health of the students and personnel being the priority of San Nicolas
National High School. This Contingency Plan is designed to provide a safe and healthy
learning for all the students, personnel and stakeholders.

B. Objectives
The 2022-2023 School Contingency Plan for Covid-19 of San Nicolas National High
School in the Division of Bukidnon focuses on the management and prevention of Covid-19
pandemic through the creation of plans that are anchored on the health protocols
implemented by the Government and the Department of Education. The goal of the plan is
to provide informative and appropriate guidelines, as well as effective, efficient, timely and
well-coordinated response in order to ensure the safety of the entire school community
against Covid-19 especially now that the school is preparing for the implementation of the
face-to-face classes.
The School Contingency Plan specifically aims to:
1. Align the School Contingency Plan with the national, Regional, and Division Plan
and DepEd Learning Contingency Plan for Covid-19.
2. Establish a strong link of coordination and communication to the Schools Division
Office of Bukidnon and the offices and personnel in-charge in vital offices of the
Local Government Unit such as MDRRMO, MHO, RHU, Barangay Health
Emergency Response Team (BHERT), BDRRMC.
3. Increase awareness, protection and safety of the school community against
Covid-19 by:
a. providing information on the proper health and safety protocol to prevent
or in worst case scenario, mitigate Covid-19;
b. sustaining and strictly implementing the school practices in prevention and
observance of health and safety protocols, policies and guidelines
established by Department of Health on the spread of Covid-19;
c. setting school rules and guidelines for prevention of Covid-19 and
providing appropriate response to follow in the event that there is confirmed
case in the school; and
d. identifying needed equipment and supplies to reduce the risk of Covid-19
infection and spread in the school.
4. Ensure the school’s ability to continue operation amidst Covid-19 pandemic.

D. Activation, Deactivation and Non-Activation


The contingency measures in this document align with the 2019 NDRRMC Harmonized
Contingency Plan (HCP) for Covid-19 pandemic and the School Contingency Plan Manual for
the Implementation of Face to Face Classes (OM-OSEC-2021-002). This will enable DepEd to
have better coordination horizontally with other government agencies such as DOH and
NDRRMC and vertically, i.e., DepEd with Central Office down to the schools.

I. ACTIVATION
The School Contingency Plan for Covid-19 of San Nicolas National High School will be
activated only based on the findings of the Pre-Disaster Risk Management Assessment by the
SDRRM team and its implementation will be led by the school head. The incidents that will trigger
the activation of the SCP are the following:

1. presence of confirmed positive case of Covid-19 in the campus;

2. occurrence of specific scenarios based on the School Contingency Plan Manual for the
Implementation of Limited Face to Face Classes (OM-OSEC-2021-002)

3. surge of confirmed positive cases in the barangay;

4. high impacts to human lives;

5. use of the school as isolation or quarantine facility.

II. DEACTIVATION
The School Contingency Plan for Covid-19 of San Nicolas National High School will be
deactivated upon the declaration Schools Division Superintendent and the recommendations of
the Local Inter-Agency Task Force on Covid-19 and other authorized government agencies. The
incidents that will trigger the deactivation of the SCP are the following:

1. Zero confirmed positive cases and non-occurrence of specific scenarios based on SCP
Manual;

2. declaration from the national government lifting the imposed community policies and
guidelines on Covid-19; and

3. return of human life to normalcy

III. NON-ACTIVATION
The School Contingency Plan for Covid-19 of San Nicolas National High School will not
be activated when impacts of Covid-19 do not affect human lives, no confirmed case of Covid-
19 in the campus and absence of the increase in the confirmed cases in the barangay. Therefore,
reviewing, testing and revising of the contingency plan will be done every year.

TIMELINE RESPONSE ACTION IN SCHOOL

G. Preparedness Measures
As Covid-19 continues to directly and indirectly affect the lives of every individual, the
need to adapt on the new normal way of living remains a constant in today’s survival. The
world seemed to have temporarily stopped in the early stages of its occurrence as most of
the people ceased social interactions, terminated work activities and halted education for
safety purposes. However, life must go on and so is education.
San Nicolas National High School, together with its supportive stakeholders will create
and impose measures to prevent and mitigate the effects of Covid-19 to the school
community. The following are the school’s preparedness measures that will be implemented
as it continues to employ printed modular distance learning as well as face to face classes:

1. Strict implementation and observance of health protocols set by government and


IATF such as:
a. wearing of face masks within school premises
b. Social distancing
c. handwashing and stepping on footbath

d. staying at home when experiencing Covid-19 symptoms
e. avoiding mass gatherings; and
d. filling-in health declaration forms
f. conducting school disinfection
2. Provision of tools, materials, equipment and facilities that will prevent and mitigate
Covid-19 transmission such as:
a. construction of school triage, clinic and handwashing facilities; and
b. presence of non-contact thermal scanner, disinfectants, sanitizers,
facemasks, footbaths and PPEs

3. Strengthen Covid-19 awareness through information dissemination by posting


Covid-19 IEC’s and BHERT hotline

4. Establish stronger school-community coordination through formation of linkage to


LGU, DepEd and parents/guardians

5. Offer psychosocial support and services through operational guidance office

6. Increase school personnel protection and safety through vaccination

7. Ensure availability of learning materials for modular distance learning and limited
face to face classes

8. Seek consent and orient parents/guardians on the flow process on the conduct of
limited face to face classes

EFFECTIVITY

This contingency plan for Covid-19 pandemic shall be effective upon


publication. The plan shall be considered a “working document” and be subjected to
continuous review and enhancement by the DepEd Working Group based on the latest
scientific risk assessment findings and innovations in DRRM policies and standards.

G. School Lockdown and Re-Opening

The declaration of a school lockdown shall be dependent on the assessment and decision of
the Local Task Force against Covid-19 with the following considerations:
1. When there is a suspect, probable or confirmed case to facilitate disinfection and
contact tracing;
2. Dependent on the community transmission and quarantine risk identified by the IATF;
3. Violations/instances of not complying with the minimum public health standards;

In the event of school lockdown, all learners shall revert to distance learning. During the
lockdown, school management shall ensure contact tracing and disinfection activities. The
school shall implement a 24-hour granular lockdown period for disinfection/ detection of suspect,
probable or confirmed Covid-19 case only after which can it be opened for use to occupants.

The following shall be considered for reopening after a school lockdown:


1. Complete contact tracing;
2. Completed disinfection activities;
3. 14 days without confirmed cases in the school;
4. School is in a barangay with low to no community transmission; and
5. Area where the school is located is classified as minimal-risk.
Upon reopening, the school shall conduct re-orientation on current measures adapted to
evolving situations in the event of resurgences.

H. Home-School Coordination
To effectively manage the coordination between home and school, and other stakeholders,
the following shall be taken into account:
1. The school shall coordinate with the Barangay Health Emergency Response Team
(BHERT) of the Local Government Unit (LGU) in ensuring health protocols are observed
properly.
2. The school shall ensure that health personnel or designated clinic teacher/s are
physically present at the school clinnic everyday that the school will open learners for
face-to-face classes; and
3. Safety precautions and preventive measures while communiting;
4. Safety precautions and preventive measures upon entering the school premises; and
5. Learners’ practice of proper sanitation and hygiene upon arriving at home from
school and vice vers.

A. Procedures on Blended Learning Approach

In accordance with Department Order No. 34 s. of 2022, San Nicolas National High
School shall implement Blended Learning for the School Year 2022-2023. The mechanism
of implementing Blended Learning will be having Two (2) sets of classes every section having
maximum of 30 learners per set with whole day classes covering Eight (8) subjects
alternately in a week. While a set of class is on-going for the week, the other set shall undergo
modular learning.
