Came on for consideration this day Plaintiffs’ Application for a Temporary Restraining

Order, and the Court, based upon the record presented, grants the Application.

IT IS THEREFORE declared that the November 8, 2022 election for directors ofthe board

of the Ector County Utility District (“ECUD”) is being conducted in Violation of statute, that the

result will be void; and

IT IS THEREFORE ORDERED that ECUD is restrained from continuing to take steps to

conduct the election for a period of ten days during which a hearing will be held on Plaintiffs’

further request for a preliminary injunction; and

IT IS FDIALLY ORDERED that a hearing to determine whether a preliminary injunction
