The meeting will open with dynamic presentations of key innovations in open government from around the world including efforts to improve service delivery in Mexico, use the right to information to fight corruption in India, promote transparency in the United Kingdom, and harness new technologies to make government more open and accountable.

These sessions will be led by representatives from government, civil society and private sectors, a technologist, and a dynamic facilitator. The goal of each session is for panelists to share experiences and spur lively interaction with the audience members. Participants will pre-select their top two sessions in order of preference in advance and will be assigned a session when they register. By the end of the session, each group will have generated a list of areas of engagement for further exploration.

Under Secretary Otero and Minister Hage will describe the goals of the Open Government Partnership, outline the afternoons events, and establish the goal of identifying specific actions countries can take to implement aspects of open government.

Working Lunch
Steering Committee members will be distributed across tables to answer general questions about the OGP and have a more in-depth discussion with potential participants about their own experiences implementing reforms to strengthen transparency, accountability and governance.

Innovation Alley is an interactive display demonstrating technology and other tools and methodologies available from private and non-profit companies and organizations that enhance open government. Participants will break into two groups and walk together through sequenced presentations on key innovations in open government.
2:45-3:30pm
Idea Sprints
Idea sprints will be small, simultaneous sessions in which smaller groups of participants will engage on specific issues they are tackling or wish to address in their own countries. Groups will rapidly develop a set of possible solutions and approaches in this space as well as identifying potential landmines. Topics include: How to liberate government data and disseminate it online? What characterizes real participation in the budget process?
Balancing openness with privacy Paying for open government reforms: real costs and sources of support Best-fit technology solutions in low-tech environments Transparency as a performance tool for governments Small-town/Poor-town Success Stories Strategies for building government-community engagement Demystifying open source How can open government improve the delivery of healthcare and education?

Country delegations will meet in small groups to discuss practical implementation of OGP concepts in their specific countries. They will identify concrete steps toward developing and implementing an Action Plan and will brainstorm approaches, obstacles, and best practices for broad participation in OGP practices.

Leading By Example: Closing Panel Moderated by Samantha Power, The White House
Samantha Power, Special Assistant to the President and Senior Director for Multilateral Affairs and Human Rights, will moderate a closing panel that showcases the efforts of four countries from different regions to make progress on issues of transparency and accountability in governance. Participants proceed to the Diplomatic Reception Rooms, 8th Floor

Celebrating Open Government: Reception for Participating Countries, Civil Society, and the Diplomatic Community
Secretary of State Hillary Rodham Clinton will open the reception, review the accomplishments of the day, and present a vision for the future of the Open Government Partnership.
