PELENIO TO ENTER INTO MEMORANDUM OF AGREEMENT (MOA) BY AND BETWEEN
THE DEPARTMENT OF SOCIAL AND DEVELOPMENT (DSWD) FIELD OFFICE XIII, BUTUAN
CITY TO THE KAPIT-BISIG LABAN SA KAHIRAPAN COMPREHENSIVE AND INTEGRATED
DELIVERY OF SOCIAL SERVICES (KALAHI-CIDSS) – KAPANGYARIHAN AT KAUNLARAN SA
BARANGAY – CASH-FOR-WORK (KKB-CFW) PROGRAM "

WHEREAS, pursuant to Republic Act 5416 the so-called 'Social Welfare Act of
1968' and Executive order 292 or the 'Administrative Code of 1987' both as amended, to
improve capacity and opportunities for the poor enable them to attain better quality of
life; 

WHEREAS, the Kapit-bisig Laban sa Kahirapan Comprehensive and Integrated

Delivery of Social Services (KALAHI-CIDSS) is the anti-poverty programs through the
marginalized and vulnerable communities; 

WHEREAS, and pursuant to Republic Act 11469 otherwise known as the

'Bayanihan to Heal as One Act' need to undertake program for recovery and
rehabilitation for these challenging times; 

WHEREAS, the KALAHI-CIDSS Program is a mechanism towards the

implementation of Community-Based Response to COVID - 19 (CBRC) integrating the
Disaster Response Operations Modality (DROM) and BDRRM to primarily empower
target municipalities in participating local planning, budgeting and implementation to
address the impact of the pandemic;

BE IT RESOLVED by the Members of the Sangguniang Bayan to authorize Hon.

Justin Marc L. Pelenio, Municipal Mayor, Municipality of Marihatag, Surigao del Sur to
enter into a Memorandum of Agreement (MOA) by and between the Department of
Social Welfare and Development (DSWD) Field Office XIII, Butuan City to the Kapit-bisig
Laban sa Kahirapan Comprehensive and Integrated Delivery of Social Services (KALAHI-
CIDSS) – Kapangyarihan at Kaunlaran sa Karangay – Cash-For-Work (KKB-CFW) program. 

NOW THEREFORE

RESOLVED FURTHER that copy of this resolution will be forwarded to our

Department of Social Welfare and Development (DSWD), Director, Mari-Flor A. Dollaga-
Libang for his information and probable action. 

ADOPTED, this August 31, 2022, on motion of SB Member
