“We build because not all human activity can take place
outdoors. We need shelter from sun, wind, rain, and snow. We
need dry, level surfaces for our activities. Often, we need to
stack these surfaces to multiply available space. On these
surfaces, and within our shelter, we need air that is warmer or
cooler, more or less humid, than outdoors. We need less light
by day, and more by night, than is offered by the natural world.
We need services that provide energy, communications, and
water and dispose of wastes. So, we gather materials and
assemble them into the constructions we call buildings in an
attempt to satisfy these needs.”

Section 301.1.
“No person, firm or corporation, including any agency or instrumentality of the government shall
construct, alter, repair, convert, use, occupy, move, demolish, and add any building/structure or
any portion thereof… without first obtaining a building permit thereof from the Building Official
assigned…”
Section 301.3. Exemption from Building Permits

Section 304.5. Terms and Conditions of Permits

 That under Article 1732 of the Civil Code of the Philippines, the engineer or architect
who drew up the plans and specifications for a building/structure is liable for damages if
within 15 years from completion… (the structure collapses) due to defect in the plans or
specifications or defects in the ground. The engineer or architect who supervises the
construction shall be solidarily liable with the contractor should the edifice collapse due to
defect in the construction or the use of inferior materials.
 That the permit is accompanied by the applicable ancillary and accessory permits, plans
and specifications compliant to the Code and its IRR
 That no building/structure shall be used until the Building Official has issued a Certificate
of Occupancy (or partial Certificate of Occupancy)
 That the Owner/Permittee shall submit a duly accomplished prescribed “Notice of
Construction” to the OBO prior to any construction activity and shall put up a Building
Permit sign

Section 308. Inspection and Supervision of Work

 Full time inspection and supervision of the


construction work shall be through the services of a
licensed architect or civil engineer (may or may
not be the same as the designer)
 There shall be kept at the jobsite at all times a
logbook wherein the actual progress of construction
including tests conducted, weather conditions and
other pertinent data are to be recorded.

Section 308. Inspection and Supervision of Work

 Upon completion of the construction, the licensed architect or civil engineer shall submit
the logbook, duly signed and sealed, to the Building Official. A Certificate of
Completion stating that the construction of the building conforms to the provisions of the
Code as well as with the approved plans and specification shall also be submitted.

Section 309. Certificate of Occupancy

 The Owner/Permittee shall submit to the OBO an


application of Certificate of Occupancy together
with:
 Duly notarized Certificate of Completion with the
construction logbook
 As-built plans and specifications (faithfully reflecting all
changes, modifications, and alterations made on the
original plans and specifications)
 Building Inspection Sheet signed by contractor (if the
construction is undertaken by contract)
 All are signed and sealed by the Owner’s duly licensed
Architect or Civil Engineer who undertook the full time
inspection and supervision of the construction
 The OBO undertakes the final inspection, prepares
corresponding fees and order of payment, and issues
the Certificate of Occupancy

The Set-up
 For the entire semester, you will be working in your respective groups.
 For each week, during the laboratory time, you will be given activities to do for you
to eventually reach “the goal”.
 For each laboratory class time, or whenever the group decides to meet within the
week, all members are expected to attend the group meeting (face to face or
virtually) and contribute for the completion of the activities.
 A laboratory report, similar to a minutes of a meeting, will be submitted by each
group once every two weeks. The report must include photos of your meeting and
the details of what you have agreed upon over the last two lab periods.
 Lab Report Format: A4, single-page, Arial 12, singe-spaced, 1” margin on all sides
 Please submit as a pdf file to bredithgrace.bucton@ustp.edu.ph with email subject
and filename as: CE313 LabReport1 Section3x GroupY.
 Note: Lab reports are different from lab exercises.

 Develop a template for building plans/construction drawings conforming to the standard


form, as illustrated in Figures III.1 and Figure III.2 of the IRR of the National Building Code
of the Philippines.
 Use Drawing Sheets of Size A3 (297mm x 420mm)
 Provide the names of the Professionals as you prefer (you may leave the details such as
license and PTR numbers blank)
