Service Training Program (NSTP). This activity would help improve your barangay in terms of
scarcity and needs of food. Hence, this activity will be free of charge and rest assured that this
activity will alleviate the environmental status of your barangay.

INTRODUCTION

A Community Action Plan is an important document which helps in prioritizing the


needs of a community, set out the list of activities, and helps the local and state government
understand what the needs are for communities. The Pyrenees Shire Council described
community action plan as a list of objectives and issues that a community puts together to create
a catalogue of needs for their community. Assessing the needs of a community is important and
it is being done before making an action plan in a certain barangay/ community. The plan lists
the issues and the actions that needs to be taken in order for it all to be solved leading to better
welfare and development of the society. The making of a community action plan is the start of
creating a change hence it must have a strong and solid foundation.

Valenzuela, officially known as the City of Valenzuela, is a first class highly urbanized
city in the National Capital Region of the Philippines. The 2020 Census stated that it has a
population of 714,978 people. The target barangay of the students is Barangay Gen. T. De Leon
which is a barangay in Valenzuela City that contains a population of 95, 809 people as stated by
the 2020 Census as well. This represented 13.4% of the total population in the aforementioned
city.

The community action plan which is the giving of relief goods in Barangay Gen. T. De
Leon has been designed and agreed upon by the students as a way of displaying the value of
volunteerism, patriotism, and showing love and concern for environment and community itself.
In this way, less fortunate individuals will be given packs of relief goods that contain essentials
for daily living.

 Barangay Gen T. De Leon, Valenzuela City

2. Historical Evolution of Community

 The Gen. T. De Leon was named after the famous General Tiburcio De Leon
who freed the people of this barangay from the Spaniards.
 The population of Gen. T. De Leon grew from 45,731 in 1990 to 95,809 in
2020, an increase of 50,078 people over the course of 30 years. The latest

census figures in 2020 denote a positive growth rate of 1.46%, or an increase


of 6,368 people, from the previous population of 89,441 in 2015.

3. Description of Community

 Fiestas: They celebrate their fiestas in three occasions, May 20 which is


Santacruzan, September 14 celebrating Banal na Krus (Holy Cross) and
October 30 during Thanksgiving.
 Delicacies: The famous delicacies of Gen T. De Leon are kakanin and suman
 Banks and finances: Metrobank Grace Park Center 1 and 2, Allied Bank,
BDO, BPI, Philtrust, and Philippine National Bank.
 Retail: Pamabel Hardware, Ever Supermarket, Robinsons Supermarket

 Gen T. De Leon is a barangay in the city of Valenzuela. Its population as


determined by the 2020 Census was 95,809. This represented 13.40% of the
total population of Valenzuela.

THE COMMUNITY ACTION PLAN

1. The goal and objectives of Community Plan

Spin.ph (2020) released data about the armies who handed out food packages in
Barangay Gen. T. De Leon in Valenzuela City that was donated by the Asian
Development bank and the Department of Social Welfare and Development last April 30,
2020.

The goal of this action plan is to provide goods for the residents in Valenzuela City,
particularly to those residents who works and live in Barangay Gen. T. de Leon. With the
action plan’s core motive, giving back is also a great way to get to know our community
and the citizens. Additionally, it will help us to better understand the circumstances of
the members of our community. Having a broad, open-minded perspective of the
different walks of life around us will help us to be an effective and empathetic citizen.
This project will also have an influence on the ability to affect change. Every small action
counts and matters. Small actions taken consistently over time lead to large beneficial
effects.

3. Current activities and projects

 Giving Relief Goods – MEMBERS of the Philippine Army saved their best for the last
day of the month as they distributed relief goods in a barangay in VALENZUELA CITY
on Thursday. Army personnel overcame the blazing heat as they handed out food packs
donated by the Asian Development Bank and the Department of Social Welfare and
Development to residents in Barangay Gen. T. De Leon in Valenzuela City, April 30,
2020. (Spin.PH 2020)

 Nutrition Month 2022- Barangay Gen. T. De Leon will have a program about Nutrition
Month. Mr. Alfren S Caiña and Mrs. Shiela Caiña will give 50 food packages for 50
underweight and malnourished children.

 Oplan Manhood- Barangay Gen T. De Leon will have a program about manhood
“Libreng Tuli” for kids. A yearly project of Punong Barangay Alfren S Caiña and
council.

 Environmental Project- Barangay Gen. T. De Leon headed by SK Chairwoman Justine


Joy Rivera together with SK Kagawad Mark Lorenz Sagun and SK Kagawad Nicole
Membrano (Committee on Environmental Protection, CCA and DRRR) donated 30
hanging pots, 2 sacks of mixed soil, 1 kilo of fertilizers and 30 native flowering plants to
Gen. T. De Leon National High School. Sangguniang Kabataan would like to thank Ms.
MariconValeza-Gaas (YES-O Adviser) and most especially Ma’am Lagrimas B. Bayle
(Principal).

 Pasko sa Hulyo para sa mga Lolo at Lola- Pasko sa Hulyo para sa mga lolo at lola -
14,000 sack of rice is successfully given to 7,000 senior citizen beneficiaries (estimated).
This project was done by Punong Barangay Mr. Alfren S Caiña and Council of Barangay
Gen T. De Leon.

4. Suggestions for new projects in community-wide campaign

Community wide campaign a number of tactics, including media coverage and


advertising, risk factor screening and education, community events, and legislative and
programmatic efforts, such walking pathways or social supports, can be used to encourage
physical activity. Community-wide campaigns are extensive, highly visible, intense, and long-
lasting. Communities can utilize the following strategy to promote physical exercise by bringing
together various sectors and using tried-and-true communication techniques. The following new
projects have been suggested for the Barangay Gen T. De Leon that will help achieve the goals
of this Community Action Plan. These new projects will increase our ability to meet the needs of
everyone in Barangay Gen T. De Leon.

 Donation guide of relief goods: Consequently, this will aid in sorting out the essential
and unnecessary relief supplies, enabling their systematic distribution.
 Disaster relief supplies: Designated and commissioned to produce, store relief goods by
local governments in order to provide prompt support in the event of a disaster.
 Donation Box/ Donation Jar – Also known as collecting box is a receptacle for
receiving donations where people can put money or things such as food or clothing,
which is being collected for an organization or for people who need it. It promotes
transparency and honesty as it brings together support for people who are in need of
assistance during calamities and crises.
 A Fundraising Event - A fundraising event is an event designed to raise awareness and
support for an organization's mission. All events can be turned into fundraising events, or
an opportunity to raise money. This can include concerts, silent auctions, half marathons,
neighborhood cookouts, and more.

 Selling for a Cause - Process of seeking out potential donors who have a need, interest,
and passion for your cause, assisting them to recognize and define that need, showing or
demonstrating to them how your cause fulfills that need, and inspiring them to donate to
your cause.
 Community Pantries - In its essence, a pantry is defined as a storage for or collection of
food and provisions. The community pantry is just like that. The supply is donated and
given by people who have a surplus amount or want to help others while those that are in
desperate situations can take what they need.

1. Where to go for financial support?


The students require sufficient funds to support an action plan for the Barangay Gen T.
De Leon, entitled "Giving from the Heart: An Act of Love" towards achieving immediate end for
the scarcity of food.
The following are the supporting funds that we used throughout the program:
-> Personal Funds – Every student that is part of this program is obliged to give a
contribution.
-> Government Funds - We will collaborate with the barangay officials to secure funds
and aid the scarcity of foods in concealed places around Gen T. De Leon.
-> Social Media Campaign - We will provide social platforms, select appropriate
fundraising methods, and show to our supporters how their donation can help.

2. Where to get advice and educational material?


We can get advice directly from barangay officials headed by Hon. Alfren S. Caiña.
Proper monitoring of resources being allocated could improve on relief operation in terms of
having quicker response time to those affected by the unfortunate event as well as save lives.
This means that it would be much easier to have an idea of the things to be allocated to the relief
sites.

3. Where to get donated products or services?


One of the main issues in Barangay Gen T. De Leon is the shortage of food in the slum
areas around the barangay. According to DSWD, Gen T. De Leon had the most number of
households that experienced hunger due to food shortage with 225 households at 15 per cent.
We, the students, intend to obtain the following services:
-> Barangay Officials - We are collaborating in barangay officials to aid the scarcity of
foods in slum areas.
-> Sangguniang Kabataan - We plan to collaborate with the Sangguniang Kabataan
of Barangay Gen T. De Leon by launching a program called "Gutom ay Dapat Lunasan"
-> Concerned Citizens - We will work with the residents to gain their support &
cooperation for the betterment of the neighborhood.

- Implements programs, projects, and activities along the thematic areas of


preparedness and early recovery and rehabilitation.

2. Philippine Red Cross

- The Philippine Red Cross (PRC) is an independent and autonomous non-


government organization tasked to help the Philippine government in the
humanitarian field and to adhere to the obligations.

3. Barangay Officials

- The one who leads the whole barangay that could regulate and implement
order in public.

4. PNP (Philippine National Police)

- Volunteer in Charge in goods distribution by transport and securing public


safety.
