These are integral characteristics etched in the PSU administration that make its
leadership shine in terms of PROBITY.

PSU governance promotes a culture of excellence evident in the fact that it


continues to subject itself with quality assurance mechanisms like the PQA, ISA, ISO,
AACCUP, among others.

It also synergistically works with its stakeholders as seen in its participatory


decision-making process. It also maintains a strong partnership with local, national, and
international agencies.

It upholds transparency, integrity, and the highest ideals as seen in a good number
of practices institutionalized by Dr. Buted himself like the No Collection Policy, the
President’s Hour, and the Open-Door Policy, among others.

Best Practices Related to Probity

1) PSU adheres to quality, excellence, and integrity


by subjecting its programs, policies, and
processes to quality assurance mechanisms like
the Philippine Quality Award (PQA) where it
garnered the singular honor to be the first state
university in the country to be a PQA Awardee;
PSU is also a recipient of the Investors in People
(IiP) Gold award which has already etched
PSU’s name in history as the first ever state
university to receive the IiP Gold Award in Asia
and in the country. Moreover, PSU is an
Institutionally Accredited SUC (Level II) by the
Accrediting Agency of Chartered Colleges and
Universities in the Philippines (AACCUP, Inc.)
and one of the 20 SUCs with Level IV status in
the country. In addition, it is the first multi-
campus state university ISO 9001:2015 certified
in the Philippines and was re-certified in 2020.
Meanwhile the PSU Bayambang Campus takes
pride in its education programs which are
awarded Level IV Re-Accredited Status and
named Centers of Excellence in both the
Bachelor of Elementary Education and the
Bachelor of Secondary Education by the
AACCUP, Inc.

First in History. PSU receives the distinct honor of being the first higher
education institution in the country to receive the Philippine Quality Award –
Level 3 Mastery in Quality Management.

PSU is hailed as the 7th and one of the Top Ten Performing SUCs in the Philippines
in 2016 and 2017.

PSU Binmaley and Bayambang Campuses qualify as CENTER OF EXCELLENCE in


Fisheries and in Teacher Education, respectively.

PSU received the Investors in People (IiP) Silver Level Award on May 4, 2018 held at
SMX Convention Center, Taguig Manila.

own roster of 5 new Philippine Quality Assurance


(PQA) assessors; 6 Regional Quality Assessment
Team (RQAT) assessors, 2 of whom are from the
Bayambang Campus; 69 Accrediting Agency of
Chartered Colleges and Universities in the
Philippines (AACCUP) accreditors, 20 of whom
are from the Bayambang Campus, and 8 internal
ISO internal quality auditors.

In addition, that PSU’s leadership is fueled by the


commitment to the core values of Accountability,
Credibility, Commitment and Competence to
Achieve,(ACCESS) is evident in the awards
bestowed to Dr. Buted himself such as the
following: Award for Outstanding Contribution to
Education conferred by CMO Asia during the 7th
Asia‟s Education Excellence Award held in
Singapore last August 5, 2016, the Outstanding
Educator of the Philippines awarded by the
University of the Philippines given last December
2016, the Urduja Hall of Fame Award for
Heritage, Culture, and Arts and the Best
Reservist Enlisted Personnel of the Year, which
was both awarded in 2017. He is also currently
the Philippine Association of State Universities
and Colleges (PASUC) president standing out
among the six SUCs in Region 1 and bearing the
banner of PSU high in the name of leadership.

Dr. Dexter R. Buted, PSU President, received Award for Outstanding Contribution to Education
conferred by CMO Asia during the 7th Asia’s Education Excellence Award, the Outstanding Educator
of the Philippines- Dangal ng Husay at Galing Award, the Urduja Hall of Fame Award for Heritage,
Culture and Arts, an Outstanding Administrator by the PSU Board of Regents, and the Best Reservist
Enlisted Personnel of the Year.

3. The president also instituted the “no collection


policy” which bespeaks of his integrity and which
safeguards the interest of all the stakeholders.

4. PSU practices participatory decision making


evident in the following activities:
a. Conduct of Pre-Board Meetings
(PBMs) to discuss areas of concern
prior to actual board meeting. PBMs
serve as an avenue for the preliminary
discussions on matters of critical
concerns;

b. Conduct of Management Committee


Meeting which allows middle level
managers to provide input on issues
along management and general
operations of the university;

c. Conduct of the academic,


administrative, finance, research and
extension council meeting which
serves as a platform where all
concerns are taken up prior to
submission in the pre-board meeting;
this council paved the way for the
ideation of the following among
others:

1. amalgamation of curricular
offerings
2. syllabi validation
3. flexible learning
4. establishment of the Golden
Lion Hotel
5. establishment of several
research centers like the PSU
Food Innovation Center (FIC) –
the first FIC in Region 1
6. research initiatives on salt and
nipa
7. building of the Bayambang
Cultural Center
8. Land Use Improvement and
development Plan (LUDIP)
9. lease of part of the PSU land for

5. PSU also conducts the President’s Hour, the


tripartite forum, and the open door policy, among
others. All these serve as an avenue for all the
stakeholders to raise issues and concerns along
governance and management and to
share/suggest possible solutions in the same;
practices such as these that promote open
communication encourage the generation of
feedback from the stakeholders through the
following:
