What I Need to Know????

Human society and the different forces that operates it were being
investigated by Social Sciences. Different social sciences and disciplines looks
at human societies in diverse perspectives and focuses on the particular areas of
expertise for analysis. The different branches of Social Sciences are:
Economics, Political Science, Geography, Sociology, Anthropology,
Psychology, Demography and History. These disciplines provides social
scientist with the relevant knowledge, tools and skills that can help them it fully
understand social phenomena. On the other hand, Applied Social Sciences,
focuses on the practical application in the real-life settings of the diverse
theories, frameworks, concepts and methodologies learned from the social
sciences.

This module discusses the main differences between the social sciences and the
applied social sciences. It also studies the definitions and the different disciplines that
comprise the social sciences and the applied social sciences.

the different aspects of society. What is the main concern of the social sciences
and the applied social sciences? How do social sciences and applied social
sciences study society? This lesson explains the nature of the social sciences

DEFINING THE SOCIAL SCIENCES


Social sciences are vast fields of scientific study which investigate human
societies and the different forces within them. These diverse fields examine how
people interact and develop their culture. Social sciences are comprised of several
disciplines, including History, Political Science, Sociology, Psychology, Economics,
Geography, Demography, Anthropology and Linguistics. Through a body of
empirical knowledge, the social sciences offer a complex collection of lenses that
allow us to
Understand and clarify the various aspects of human society. Varieties of lens
that the social sciences study refer to the various areas of the social sciences that
research human society. In help us better understand humans’ diversity, social
sciences uses different body of ideas, theories, structures and methodologies that make
up and influences human society.

Social Sciences, are viewed as those that deal with “human society,
societal groups, individuals in their relationships with other or institutions of societies
and material goods as expression of human cohabitation”.

Other definitions of Social Science:


 “Social Sciences as those bodies learning and study which recognizes the
simultaneous and mutual action of physical and non-physical stimuli which

What is it????

BRANCHES OF SOCIAL SCIENCE

ANTHROPOLOGY
 The science of humanity,” which studies human beings in aspects ranging from
the biology and evolutionary history of Homo sapiens to the features of society
and culture that decisively distinguish humans from other animal species. Because of
the diverse subject matter it encompasses, anthropology has become, especially since
the middle of the 20th century, a collection of more specialized fields.
 It is the study of what makes us human. Anthropologists take a broad approach to
understanding the many different aspects of the human experience, which we call
holism. They consider the past, through archaeology, to see how human groups lived
hundreds or thousands of years ago and what was important to them.

 Physical anthropology is the branch that concentrates on the biology and


evolution of humanity. It is discussed in greater detail in the
article human evolution.

 Cultural Anthropology (or ethnology). The branch that study the


social and cultural constructions of human groups are variously
recognized as belonging to.

 Social Anthropology, is the study of human society and cultures.


Social anthropologists seek to understand how people live in societies and
how they make their lives meaningful. Anthropologists are concerned
with such questions as:
 how societies are organised;
 the relationship between values and behaviour;
 why people do what they do.

 Linguistic Anthropology, is a branch of anthropology that studies


the role of language in the social lives of individuals and
communities. It explores how language shapes
communication. Language plays a huge role in social identity, group
membership, and establishing cultural beliefs and ideologies.

 Psychological Anthropology , is the study of psychological topics


using anthropological concepts and methods. Among the areas of interest
are personal identity, selfhood, subjectivity, memory, consciousness,
emotion, motivation, cognition, madness, and mental health

 Archaeology, is the study of human activity through the recovery and


analysis of material culture. Archaeology is often considered a branch of
socio-cultural anthropology, but archaeologists also draw from biological,
geological, and environmental systems through their study of the past.

ECONOMICS
 Economics is a social science concerned with the production, distribution, and
consumption of goods and services. It studies how individuals, businesses,
governments, and nations make choices on allocating resources to satisfy their wants
and needs, trying to determine how these groups should organize and coordinate
efforts to achieve maximum output.

 MICROECONOMICS - is the study of what is likely to happen (tendencies)


when individuals make choices in response to changes in incentives, prices,
resources, and/or methods of production. Individual actors are often grouped
into microeconomic subgroups, such as buyers, sellers, and business owners.
 MACROECONOMICS - is the branch of economics that studies the behavior
and performance of an economy as a whole. It focuses on the aggregate changes
in the economy such as unemployment, growth rate, gross domestic product and
inflation.

DEMOGRAPHY
 Statistical study of human populations, especially with reference to size and density,
distribution, and vital statistics (births, marriages, deaths, etc.).
Contemporary demographic concerns include the “population explosion,” the interplay
between population and economic development, the effects of birth control, urban
congestion, illegal immigration, and labour force statistics.

HISTORY
 the discipline that studies the chronological record of events (as affecting a nation or
people), based on a critical examination of source materials and usually presenting an
explanation of their causes.

GEOGRAPHY
 is the study of places and the relationships between people and their environments.
Geographers explore both the physical properties of Earth's surface and the human
societies spread across it.

LINGUISTICS
 Linguistics is the scientific study of language. It involves analysing the many different
aspects that make up human language by looking at its form, structure and
context. Linguistics also looks at the interplay between sound and meaning, and how
language varies between people and situations.

 Linguistics is concerned with the nature of language and communication. It deals both
with the study of particular languages, and the search for general properties common
to all languages or large groups of languages. It includes the following subareas :
 phonetics (the study of the production, acoustics and hearing of speech
sounds)
 phonology (the patterning of sounds)
 morphology (the structure of words)
 syntax (the structure of sentences)
 semantics (meaning)
 pragmatics (language in context)
 It also includes explorations into the nature of language variation (i. e., dialects),
language change over time, how language is processed and stored in the brain, and
how it is acquired by young children.

POLITICAL SCIENCE
 focuses on the theory and practice of government and politics at the local, state,
national, and international levels. We are dedicated to developing understandings of
institutions, practices, and relations that constitute public life and modes of inquiry
that promote citizenship.

PSYCHOLOGY
 is the study of mind and behavior. It encompasses the biological influences, social
pressures, and environmental factors that affect how people think, act, and feel.
 scientific discipline that studies mental states and processes and behaviour in humans
and other animals. The discipline of psychology is broadly divisible into two parts: a
large profession of practitioners and a smaller but growing science of mind, brain, and
social behaviour. The two have distinctive goals, training, and practices, but some
psychologists integrate the two.

SOCIOLOGY
 Sociology is the study of human social relationships and institutions. Sociology’s
subject matter is diverse, ranging from crime to religion, from the family to the state,
from the divisions of race and social class to the shared beliefs of a common culture,
and from social stability to radical change in whole societies. Unifying the study of
these diverse subjects of study is sociology’s purpose of understanding how human
action and consciousness both shape and are shaped by surrounding cultural and social
structures.
 Sociology is an exciting and illuminating field of study that analyzes and explains
important matters in our personal lives, our communities, and the world. At the
personal level, sociology investigates the social causes and consequences of such
things as romantic love, racial and gender identity, family conflict, deviant behavior,
aging, and religious faith. At the societal level, sociology examines and explains
matters like crime and law, poverty and wealth, prejudice and discrimination, schools
and education, business firms, urban community, and social movements. At the global
level, sociology studies such phenomena as population growth and migration, war and
peace, and economic development.

DEFINING THE APPLIED SOCIAL SCIENCE


Applied Social Science are those academic social science disciplines, professions and
occupations which seek to use basic social science knowledge, particularly
from sociology, economics and political science, and to a lesser extent psychology, social
psychology and anthropology to make an impact on the daily life of communities,
organizations and persons. Some authorities would also include portions of economics, and
in particular economic analysis and economic planning as applied social sciences

Applied social sciences are those social science disciplines, professions and
occupations which seek to use basic social science research and theory to improve the daily
life of communities, organizations and persons.

Social Science is a branch of science that deals with the institutions and functioning of
human society and with the interpersonal relationships of individuals as members of society
whereas Applied Science is the application of existing scientific knowledge to practical
applications, like technology or inventions.

COUNSELING
Counseling is defined as, "a professional relationship that empowers diverse
individuals, families, and groups to accomplish mental health, wellness, education, and
career goals." Counseling involves helping people make needed changes in ways of
thinking, feeling, and behaving, and is a goal-based collaborative process, involving a non-
judgmental, supportive counselor who works with a client in telling his or her story, setting
viable goals, and developing strategies and plans necessary to accomplish these goals. For
some people this process takes a small amount of time, in some cases as little as one or two
sessions; for others, the process may last longer.
An extremely important part of counseling is confidentiality, which means that the
information discussed in session will be accessible only by you and your counselor, with a
few exceptions.

People come to counseling when their attempts to deal with their concerns are no longer
effective. Counseling can be helpful areas such as:
 Addiction and abuse of alcohol and other drugs
 Adjustment issues, including adjustment to college life
 Anger management
 Anxiety
 Communication
 Depression
 Eating disorders
 Gender identity and sexual orientation
 Grief
 Relationship difficulties, including roommates, significant others, and professors
 Relationship violence and physical abuse
 Sexual assault

SOCIAL WORK
Social work is another professional activity of the applied social sciences. In social work,
practitioners help individuals, families, groups and communities to improve their individual
and collective well-being. Through social work, people enhance their skills and ability so
that they can use their own resources and of the community to resolve social problems.
Social work does not only deal with individual and personal problems but it also addresses
social issues such as poverty, unemployment and domestic violence. Social workers play
different roles and duties in society. They can be involved in advocacy campaign and work,
counselling, issue and conflict mediation and research. They can also serve as educators,
case managers, facilitators and agents of community change.

Social work is a practice-based profession that promotes social change, development,


cohesion and the empowerment of people and communities. Social work practice involves
the understanding of human development, behavior and the social, economic and cultural
institutions and interactions. Social work professionals working with families and institutions
have helped to provide and advance the following social impacts:

b. Disability Pay f. Worker’s Compensation
c. Reduced Mental Health Stigma g. Medicaid and Medicare
d. Child Abuse and Neglect Prevention

COMMUNICATION
The applied social sciences provide adequate training for careers in the
communication industry. One example of careers in the communication industry is in the
field of mass media. Practitioners stress the importance of balance, objective, truthful and
creative delivery of news and important events as they actually happened.
Communication practitioners are equipped with skills in writing, producing and
delivering news accurately and creatively for the public.
It aims at developing knowledge about interactional processes and communicative
behavior. The discipline focuses on contacts and bonds between people, both in private and
public contexts, and both face-to-face and mediated through
various communication technologies. Communication studies integrates aspects of
both social sciences and the humanities. As a social science, the discipline overlaps with
sociology, psychology, anthropology, biology, political science, economics, and public
policy.

The intensity and pervasiveness of the present social problems have real
and intense effects on every individual’s psychological conditions. There are
different sources of distress, such as: psychological injury, histories of trauma
and even culture shocks. These situations require the integrative efforts of
psychological science and interactive social science to address social problems
causing human distress.

Counseling as a profession evolved out of the need for institutionalized


services to assist and help individuals who are going through distress situations in life.
Professionals in this industry, called counsellors, assist those in need of professional
help to discover the meaning of life, to cope up with life’s stressors and to adjust to a
new environment.

Counseling becomes vital, when psychological and mental cases


increases and situations of social dysfunction expand. This module will introduce you

Counseling is an open ended, face to face problem solving


situation within which a student with professional assistance can focus and
begin to solve a problem. It focuses on social change, problem solving in
human relationships and the empowerment and liberation of people to
enhance justice.

Counseling is considered as an art. It is a dynamic process where


both agents relate with each other to try and see the whole picture of the
situation, arrived at a similar understanding, and start on identifying the
counseling goals and how these will be achieved.
Counseling is defined as, "a professional relationship that empowers diverse
individuals, families, and groups to accomplish mental health, wellness,
education, and career goals." Counseling involves helping people make needed
changes in ways of thinking, feeling, and behaving, and is a goal-based collaborative
process, involving a non-judgmental, supportive counselor who works with a client in
telling his or her story, setting viable goals, and developing strategies and plans
necessary to accomplish these goals. For some people this process takes a small
amount of time, in some cases as little as one or two sessions; for others, the process
may last longer.
An extremely important part of counseling is confidentiality, which means that
the information discussed in session will be accessible only by you and your
counselor, with a few exceptions.

Counseling is a vital part of assisting not only in social work but also in

Based in the Guidance and Counseling Act of 2004, guidance and counselling is
a profession that involves the application of a “integrated approach to the development
of a well-functioning individual” through provision in accordance with its interests,
needs and abilities.

 Directive Counseling is the process of listening to a member’s problem, deciding with


the member what should be done, and then encouraging and motivating the person to
do it.

 Nondirective Counseling or client-centered counseling is the process of skilfully


listening to counselee, encouraging the person to explain bothersome problems, and
helping them to understand those problems and determine courses of action. This type
of counseling focuses on the member rather than on the counselor as a judge and
advisor; hence, it is “client-centered.”

The goal setting is a key component of individual, group, organizational and


community success.
Counseling like any form of assistance, must be motivated by objectives. The primary
objective of counselling is to help people use their prevailing social skills and problem-
solving skills more functionally or to develop new survival and coping skills. The
comprehensive and broad therapy goals defined by Gibson and Mitchell (2002) are as
follows:

1. Development Goals - assist in meeting or advancing the client’s human growth and
development including social, personal, emotional, cognitive and physical wellness.
2. Preventive Goals – helps the client avoid some undesired outcome.
3. Enhancement Goals – enhance special skills and abilities.
4. Remedial Goals – assisting client to overcome and treat an undesirable development
5. Exploratory Goals – examining options, testing skills, trying new and different
activities
6. Reinforcement Goals – helps client in recognizing that what they are doing, thinking
and feeling is fine
7. Cognitive Goals – involves acquiring the basic foundation of learning and cognitive
skills
8. Physiological Goals – involves acquiring the basic understanding and habits for good
health
9. Psychological Goals – aids in developing good social interactions skills, learning
emotional control and developing positive self-concept.

The wide ranges of human problems create a widened scope and field of counseling.
Broadly, the scope of counseling includes individual counseling, marital and premarital
counseling, family counseling, and community counseling. A more focused subject matter
related to scope of counseling is the 4757-15 Scope of Practice foe Licensed Professional
Counselors. It contains the rights and responsibilities of licensed counselors including the
following:

1. Afford counseling services to individuals, groups, organizations, or the general public


compromising of: application of clinical counseling principles, methods, or procedures
to assist individuals in realizing effective personal, social, educational, or career

consulting, supervision, administration, and referral.
3. Engage in the diagnosis and treatment of mental and emotional disorders when under
the supervision of a professional clinical counselor, psychologist, psychiatrists,
independent marriage and family therapist, or independent social worker.
4. Provide training supervision for students and registered counselor trainees when
services are within their scope of practice, which does not include supervision of the
diagnosis and treatment of mental and emotional disorders.

What is it????

1. Communication Skills. Effective counselors should have excellent


communication skills. Counselors’ need to have a natural ability to listen and
be able to clearly explain their ideas and thoughts to others.
2. Acceptance. The ability to relate to clients with open, non-judgemental
attitude-accepting the client for who she is and in her current situation.
Counselors need to be able to convey acceptance to their clients with warmth
and understanding.
3. Empathy. Counselors must be able to display empathy-the ability to feel
what another person is feeling. Empathy means that you are truly able to
imagine what it’s like to stand in someone else’s shoes. Compassion and
empathy help your clients feel understood and heard.
4. Problem-Solving Skills. It’s not up to counselor to solve her clients’
problems, no matter how much she might want to help. But counselors must
have excellent problem-solving skills
to be able to help their clients identify and make changes to negative thought
patterns and other harmful behaviors.
5. Rapport Building Skills. Counselors must possess a strong set of
interpersonal skills to help establish rapport with clients and develop strong
relationships. Counselors need to place all of their focus on what their clients
are saying and avoid being distracted by their own personal problems or
concerns when they are in a session.
6. Flexibility. Flexibility in counseling is defined as the ability to adapt and
change the way you respond to meet your clients’ needs. You don’t stay rigid
and stick to a predetermined treatment path when your clients require a
different approach. Being flexible is one of the most important attributes of a
professional counselor.
7. Self-awareness. Self-awareness is the ability to look within and identify
your own unmet psychological needs and desires, such as a need for
intimacy or the desire to be professionally competent. This ability prevents
your issues from affecting or conflicting with those of your clients. Self-
awareness has a major impact on a counselor’s effectiveness.
8. Multicultural Competency. Counselors help people from all walks of life.
Multicultural competency means that you try to relate to and understand
your clients regardless of their race, ethnicity, religious or political beliefs or
socioeconomic background.

 Army Mental Health Specialist. They are mental health professionals that are partly
responsible for the mental and emotional well-being of Army soldiers. These
professionals are specifically trained to treat soldiers suffering from a variety of
mental disorders, both on an inpatient and an outpatient capacity.

 Career Counseling. They use their training to identify, analyze, and treat specific
symptoms of child abuse and they provide crucial therapy to help the child overcome
their awful ordeal.
 Child Counseling. They perform assessments for specific issues such as ADHD and
autism and they also offer counseling services for children with behavioral, social, or
emotional issues.
 Community Counseling. They provide therapy, consulting, and coaching to people
who are having issues in a community setting. These counselors are well-versed in the
makeup of their community and they try to help clients understand their relationship to
that community and help identify and treat issues and problems that arise out of the
community setting.
 Conflict Resolution Careers. They consider counseling as the art and science of
resolving disputes in healthy and mutually agreed-upon ways.
 Couples Counseling. They are specifically tasked with helping couples of all ages
lead happy and healthy relationships.
 Crisis Intervention. They provide assistance and resources for people who cannot
provide for themselves during a critical event.
 Depression Counseling. They are specifically trained to deal with the mental,
emotional, and physical issues that can arise out of depression. They try to drill down
to the root cause of the depression and help clients identify steps they can take to
overcome the depression.
 Domestic Violence Counseling. Their training helps them identify certain adverse
effects of domestic violence and they can then help the patient slowly work to treat
and combat those effects. They provide an important therapy for clients in need of
understanding of their trauma and someone to listen to their issues.
 Grief Counseling. They are licensed therapists who help people cope with the grief
and sense of loss that usually follows the death of a loved one, a particularly emotional
divorce, or another tragic life experience.
 Guidance Counselor. They provide young adults with career advice and help people
of all ages adjust socially to the school environment.
 Marriage and Family Counseling. They help many couples and families work out
their differences and difficulties.
 Multi-Cultural Counseling. They are relatively new type of counseling that focuses
on helping culturally diverse individuals adapt and get along with each other.
 Pastoral Counseling. They are psychologically trained ministers of faith who are
responsible for tending to the physical and emotional needs of their followers or
congregations.
 Rehabilitation Counseling. They are responsible for treating patients with physical,
mental, or emotional issues so that they can live as independently as possible.
 School Counseling. They are responsible for all aspects of their students’ educational
life from academic achievement to social adjustment to even career selection and
development.
 Spiritual Counseling. They deal with clients who have suffered spiritual trauma or
dissatisfaction and they help these patients get in touch with their spirituality,
understand what is afflicting them, and overcome or deal with that issue.
 Substance Abuse Counseling. They have psychological and physiological training
that helps them understand emotional and mental issues of substance abuse as well as
the physical ones.

confidence and self-worth.

 Hospitals. To assist patients overcome various psychological and behavioral issues,

What is it???

Principles of Counseling
The principles of counseling can be found in the basic process of counseling since
they govern each and every step: developing trust; exploring problem areas; helping to set
goals; empowering into action; helping to maintain change; and agreeing when to end.
(Velleman, 2001)

1. Advice
Counseling may involve advice-giving as one of the several functions that counselors
perform. When this is done, the requirement is that a counselor makes judgments about a
counselee’s problems and lays out options for a course of action.

2. Reassurance
Counseling involves providing clients with reassurance, which is a way of giving them
courage to face a problem or confidence that they are pursuing a suitable course of action.
Reassurance is a valuable principle because it can bring about a sense of relief that may
empower a client to function normally again

3. Release of emotional tension


Counseling provides clients the opportunity to get emotional release from their pent-up
frustrations and other personal issues. Counseling experience shows that as persons begin to
explain their concerns to a sympathetic listener, their tensions begin to subside. They become
more relaxed and the release of tensions helps remove mental blocks by providing a solution
to the problem.

4. Clarified thinking
It tends to take place while the counselor and counselee are talking and therefore becomes
a logical emotional release. As this relationship goes on, other self-empowering results may
take place later as a result of developments during the counseling relationship. Clarified
thinking encourages a client to accept responsibility for problems and to be more realistic in
solving them.

5. Reorientation
It involves a change in the client’s emotional self through a change in basic goals and
aspirations. This requires a revision of the client’s level of aspiration to bring it more in line
with actual and realistic attainment. It enables clients to recognize and accept their own
limitations. The counselor’s job is to recognize those in need of reorientation and facilitate
appropriate interventions.

6. Listening skills

Listening attentively to clients is the counselor’s attempt to understand both the content of
the clients’ problem as they see it, and the emotions they are experiencing related to the
problem. Good listening helps counselors to understand the concerns being presented.

7. Respect
In all circumstances, clients must be treated with respect, no matter how peculiar, strange,
disturbed, weird, or utterly different from the counselor. Without this basic element,
successful counseling is impossible. Counselors do not have to like the client, or their values,
or their behavior, but they have to put their personal feelings aside and treat the client with
respect.

8. Empathy and positive regard

Carl Rogers combined empathy and positive regard as two principles that should go along
with respect and effective listening skills. Empathy requires the counselor to listen and
understand the feelings and perspective of the client and positive regard is an aspect of
respect. For Rogers, clients have to be given both “unconditional positive regard” and be
treated with respect.

9. Clarification, confrontation, and interpretation

Clarification is an attempt by the counselor to restate what the client is either saying or
feeling, so the client may learn something or understand the issue better. Confrontation and
interpretation are other more advanced principles used by counselors in their interventions.

10. Transference and countertransference

When clients are helped to understand transference reactions, they are empowered to gain
understanding of important aspects of their emotional life. Countertransference helps both
clients and counselors to understand the emotional and perceptional reactions and how to
effectively manage them.

Counselors employ different styles and strategies in assisting and helping a client
solve their own problems by utilizing some models presented by known personalities that
suit the needs of a certain client.

In helping people cope with their own problems more effectively, Gerard Egan offered
a three-stage model or framework that aims to help people become better at helping
themselves in their everyday lives. The Egan’s Skilled Helper Model is a framework for
conceptualizing the helping process and is used in working on issues in the recent past and
present. The Egan’s model aims to aid the client address three main questions:
1. What is going on?
2. What solutions make sense for me?
3. What do I have to do to get what I need or want?

Culley and Bond’s Three-Stage Model of Counseling is also of significance


primarily since the person-centered approach was developed in counseling. The focus is on
developing skills and using them effectively. It aims to bring structure to an activity which
could be “random or chaotic”. The three-stage model has the following parts:

3. End

Alistair Ross presented also Three-Stage Model of Counseling with the following
parts to assist clients clarify their issues and come up with a definite solution to their
problems.

and Nesenholz (1987) identified 11 major areas:

Child development and counseling as area of specialization includes parent education,

growing field and essentially involves counseling of older citizens. It includes preretirement

10. Business and Industry


It includes training and development personnel, quality and work-life or quality circles
manager, employee assistance programs manager, employee career development officer,
affirmative action, or equal opportunity specialist

11. Other Specialties


Other specialties may include phobia counseling, agoraphobia, self-management, intra
personal management, interpersonal relationships management, and grief counseling.
In all specialties, the counselor could be self-employed as a private practitioner or may be
employed by the agency, which may be a government or a non-government organization

According to Nystul (2003) Counseling defined as basically an art and a


science wherein you endeavor to weigh the objective and subjective facets of the
counseling process. It also agreed that counseling is a professional relationship that
empowers diverse individuals, families and group to accomplish mental health,
wellness, education, and career goals (Kaplan, Tarvydas, and Gladding, 2014).

We all face challenges throughout our lives. Often, counselors will be one of the
first resources available to people in need of emotional and psychological support. Strong
sense of compassion and commitment to helping people are the most necessary qualities
for a successful career as a counselor.

Accountabilities of a Counselors
A Counselor is a qualified individual who uses counseling methods to help people
manage and overcome mental and emotional issues. Counselors provide direction, support and
help patients build coping mechanisms that will guide through their stressful situations. Their
duties also include listening to the clients, asking necessary questions, and developing effective
strategies to improve their lives. Excellent verbal and written communication skills are
essential, along with the ability to coordinate with support networks, government resources, and
community resources.

Like all other professional fields in the applied social sciences, counseling profession
encompasses rights, responsibilities and accountabilities.

Rights
The core values of the counselor are a set of attitudes and skills which have a special
regard for the integrity, authority and autonomy of the client and are firmly based on the
counselor having total respect for universal human rights and for the person and cultural
differences. Like in all other licensed professionals, counselor do have the rights as stated in
Republic Act 9258 or popularly known as the Guidance and Counseling Act of 2004.

What is the Guidance and Counseling Act of 2004?


RA 9258, more popularly known as the Guidance and Counseling Act of 2004, is a law
crafted and designed to professionalize the practice of guidance and counseling in the
Philippines. The law also entails the creation of a Professional Regulatory Board of Guidance
and Counseling who will then be mandated by this very law to formulate the necessary rules
and regulations that will implement the provisions contained within, in coordination with the
accredited professional organization. The interim accredited professional organization happens
to be the PGCA or the Philippine Guidance and Counseling Association, Inc.

This law basically states that “No person shall engage in the practice of guidance and
counseling without a valid Certificate of Registration and a valid Professional Identification
Card or a Special Permit” and that “no corporation, partnership, association or entity shall
operate a guidance and counseling office, center/clinic, testing center, rehabilitation center, or
otherwise engage in the practice of guidance and counseling without first securing a permit
from the Board. The permit shall be issued only after it has satisfied the Board that such
establishment is properly staffed by duly Registered and Licensed Guidance Counselors.”

What then are the requirements for one to be able to apply for a license under
this law?
For any person desiring accreditation under RA 9258, he or she must be able to live up to
the following qualifications:

Be a citizen of the Philippines, or a foreigner whose country has reciprocity with the
Philippines for the practice of guidance and counseling.
Not have been convicted of an offense involving moral turpitude

Be a holder of either a Bachelor’s Degree in Guidance and Counseling or in other allied


disciplines, a Master’s degree in Guidance and Counseling from an institution in the
Philippines or abroad, or a Ph.D. or Ed.D in Guidance and Counseling or Counseling
Psychology.

Under Art. IV PRACTICE OF GUIDANCE AND COUNSELING of RA 9258


specify the right of a counselor, as follows;

Section 28. Right to Privilege Communication for Guidance Counselor. - A certified


guidance counselor who is allowed to practice guidance and counseling in accordance with this
Act, without the consent of the client, be examined as to any communication or information
which has been acquired while attending to such client. The protection accorded herein shall
also extend to the records and secretary or clerk of a license guidance counselor, who may not
be examined concerning any fact, the knowledge of which has been acquired in such capacity.
Any evidence obtained in violation of this provision shall be inadmissible for any purpose and
any proceeding.

Responsibilities
All clients are entitled to good standards of practice and care from their practitioners in
counseling. Good standards of practice and care require professional competence; good
relationships with clients and colleagues; and commitment to being ethically mindful through
observance of professional ethics. Counselors’ responsibilities include:

 Assess patients through detailed conversations, interviews, and observations to


determine the appropriate testing or examination.
 Diagnose patient’s mental and emotional disorders.
 Create effective treatment plans that include counseling, medication, or other services.
 Work with patient and develop goals.
 Regularly discuss the treatment plan with the patient to identify faults or room for
improvement.
 Educate appropriate coping mechanisms to help patients through tough situations.
 Record the patient’s progress and change their treatment plan when needed.

Accountability

A. Counselor towards its Client/s

Confidentiality - It is the counselors’ responsibility that the client has the confidence in that
everything in the counseling relationship is built on a foundation of trust that their personal or
any other disclosed information is protected from inappropriate disclosure to others.

Privacy - At all times the counselor must make sure that the counselling relationship is
protected against uncontracted or inappropriate observation, including interference or intrusion
by others.

 Counselor shall become knowledgeable about colleagues and develop positive working
relationships and communication systems.
