SST Team arrived at VNT19 site on 21.09.2022.
Agenda for visit:
1. To discuss and overall review the status of Phase-1 execution with respect to
Contract mainly specify in Annex 2.1 as well as approval status of the
drawings/documents in Annex 2.5.

2. To acknowledge/discuss VNT19’s comments and requests of clarifications on


reports, design/drawings related to critical/auxiliary equipment such as
condenser, oil coolers, air coolers, CEP, MP extraction piping, cooling water
piping, Vacuum ejector.

3. To submit the hard copies of drawings and documents approved by VNT19.

4. Repairing & Rotor balancing status of the TG#1 & TG#2 and VNT19 decision
on this.

5. Spare parts requirement and procurement status of TG#1 & TG#2 and auxiliary
equipment.

6. E & I system engineering and procurement status.

7. Status of TG building overhead crane and its working condition. 

8. Steam headers, piping etc.

9. Phase-II work starting feasibility and deputation of SST team to complete the
erection of TG#1, TG#2 and also review and update detailed SOP, ITP, QAP,
the availability of approved document/drawings for assembly and erection, the
availability and plan of new procurement, the required resources like
manpower/tools & tackles etc.  

10. Suitable solution of the payment issues as claimed by SST against site services
and other claims by SST towards Phase –I and release of payment as per
submitted statement.

11. Any other points to be discussed from VNT19. 


12. Any other issues VNT19 could add in the list.

Discussions were held between VNT19 and SST team including visit to TG
Building and Stores to check the current status of civil work, components, feasibility to
start erection work, etc.

The following is the day wise discussion details

21.09.2022:

1. Field visit by SST team along with VNT19, pre lunch session.

2. SST submitted 7 Sets of the hard copies of drawings and documents approved by
VNT19 as attached document list and requested to return 1 Set duly signed and
sealed by VNT19 for SST records.

3. Briefing by Mr. Huu about the activities completed and pending works.

4. Briefing by Mr. Nagashanker and updating on completed jobs, plan of action for
future work.

5. SST requested VNT19 to share the status of procurement of new items, planning
of VNT19 for repair works of major components like TG Rotors repair and
balancing and further work schedule as per plan of VNT19, based on which SST
can plan the erection job, manpower mobilization for Phase-2.

6. Discussion on the following points:

 Regarding feasibility on use of existing Condenser for TG#2, finalizing


foundation dimension, supply and return cooling water piping arrangements
with a consideration of CEP location. SST to feedback by 5 October 2022.

 SST REPLY:

CEP pump locations as changed by VNT-19. The GA DRG: SST-43-M-GAD-


14&40 (SH 1OF 2) & SH (2 of 2) by mailed on 24/09/22 for your review and
approval.

Condenser foundation we are confirming VNT can follow the Tofte drgs.

For cooling water supply and return piping out of scope from SST. If VNT need
SST support. Separate enquiry with battery limits and WO to be released to
SST.

 Regarding feasibility on use of TG#2 Lube Oil Coolers and combine with TG1
old oil coolers for TG#1. SST to feedback by writing report confirming the
velocity is sufficient when oil flow is divided into four coolers (2 existing TG1
cooler and 2 x TG2 oil cooler) and cooling capability is sufficient and there is
no delay in providing the oil to bearings. SST to confirm the needed amount of
shutoff, control, bypass and safety valves and to list the difficulties associated
with 4 cooler with different capacity. Deadline by 515 October 2022.

Ramprasad View:

Shutoff valves:

1. Oil inlet/ out let : 8 no’s of valves of 80 NB- SS304

2. Water inlet/Outlet: 8 nos of valves of 100 NB-WCB

Control valves: Not required

Safety valves: Not required

Bypass valves: Not required

Vent and drain valves: 16 no’s of valves of 25 NB for oil and water

Temperature gauges, : 8 no’s at oil / water outlet

Pressure gauges: 8 no’s at oil / water outlet

Field operational difficulties:


1. All coolers lay out in same location ( 2 old coolers below turbine, 2 cooler beside
the turbine). Operator may confuse which are in service. Each cooler having different
pressure drops and adjust of flow may difficult.

2. More no of equipment monitoring of performance and note down readings are


more.

3. The oil hold up volume by using additional tubular coolers and relevant piping it
may be 500 li additional. This will be continuous recurring cost when ever the oil
replacement is required. (during initial oil flushing also)

4. The volume of water qty is for coolers are high ( this may leads to cooling water
piping size, recurring power and chemical cost of cooling water pumping and
treatment.

 VNT19 confirmed a procurement of new Oil Coolers for TG2. The design
layout should be 2x100%;

 Regarding feasibility on use of two TG#2 Air Coolers for TG#1 with a
modification of civil structure. SST to feedback by 5 Oct. 2022;

SST Reply: Ramu has to provide data

 Regarding feasibility on use existing CEP and CEP layout taking consideration
of reuse old condenser. SST to feedback by 5 October 2022;

 SST reply: Already SST replied above.

7. SST informed VNT19 that they have already submitted the Thermal Design
feasibility and Dimensional feasibility for use of TG#2 Generator Air Cooler for
TG#1. However, VNT 19 requested to evaluate their proposal for modification
of civil structures to enable using TG#2 Generator Air Cooler for TG1. SST
stated that air is not reaching all the heat transfer surface of the cooler. VNT19
showed the modified structures enabling the all air to pass through the cooler’s
heat transfer area. When SST realized the VNT19 idea for structural change, SST
stated that the air volume flow will increases and the air angle changes. VNT19
explained that the channel from stator to cooler remains same as well as suction
chamber dimension remains the same, the only thing that change is the air
velocity. SST to confirm that the fan on generator is capable of handling the
cooling air quantity when existing TG2 generator air cooler is used for TG1.
SST Reply: RAMU has to provide data

8. VNT19 requested SST to review the Missing list of items shared by them and
revert with comments.
9. Post Lunch Meeting at Main office and introduction with new officials of
VNT19 with SST.

10. SST informed that they have already submitted feasibility report for TG#1 and
TG#2 to VNT19. VNT19 replied that the reports are not sufficient to conclude
the feasibility of TGs because (1) For old and reusing items, the
recommendations on repairs and overhauling are open and general. Technical
requirements, method of repairs and ITP should be provided by SST for
contracting the maintenance contractors (2) For new procured items, SST to
provide technical requirements and specifications (3) Auxiliary equipment like
Condensers, CEP, Oil Coolers, Air Coolers, Vacuum Ejectors to be evaluated the
capability of reusing in terms of thermal/process review, calculation, sizing and
freeze the design to finalize and approve the documents and drawings. For
ejector SST to present the calculation to confirm that with given motive steam
the vacuum is achieved and non-condensable gas amount is within acceptable
range and give feedback by 5.10.2022

SST Reply:
1. Condenser repair/recon procedures and documents document no: SOP-
SST-VNT19-CON
2. New procured items: Oil coolers , air coolers, valves technical spec
submitted. Doc: SST-R-1003, SST-R-1004, SST-R-1005, SST-R-1006, Valve
list for TG 1&2 along with PID
3. Condenser/CEP: Thermal Evaluation report already submitted and VNT
19 has approved the same. Hard copy to be submitted. And VNT-19
confirmed reusing the old condenser.
4. Ejectors: if the steam flow to the condenser is not vary, the NCG qty will
not vary. Hence the Same ejectors can be used.

11. SST requested VNT19 to get the load test of 50 Tons capacity EOT crane done
at full load, at the earliest. VNT19 replied that the hook for 50 ton has been
procured, after assembling, load test of 50 tons capacity EOT crane at full load
shall be done as mandatory before using for erection.

12. SST informed that they have submitted several documents / drawings /
information to VNT19 including P&IDs and briefed details of all the
submissions. SST also informed that they have given clarifications to queries of
VNT19 as and when raised. VNT19 agreed and will review as soon as possible
to revert if any comments. VNT19 asked t=about the necessity of the main steam
shutoff valves. SST confirmed that it is for safety purpose. VNT19 reminded that
it has not turbine shutoff purpose, because the motor operated valve respond
time is too slow. VNT19 think it is for maintenance purposes for isolation, or in
case of turbine bypass. SST to confirm the purpose of this valve with relevant
justification.

SST REPLY: SST submitted the PID with P:0, Rev: 0, Rev: 1. What ever the VNT
comments like OHT, DOT, automation valves, instruments, remote operation of
Ejectors, oil temperature control valves received on PID SST replied and modified. The
main Steam MOV proposal shown in preliminary rev. Till date No query on MOV.
VNT-19 should send all comments on Existing PID schematic SST will modify and
prepare the final inst/I/O list for conclusion.

Ram View:
1. The VNT is using common HP header for both boilers, same will distribute to
turbines and MP header etc. HP header is always charge condition
irrespective of turbine availability. Single isolation valve leads to passing and
effect on turbine maintenance. SST recommending all HP drains, HP pressure
gauges with double isolation valves.
2. The for remote operations in case of turbine trip and starting the time for
quick starting it is help full. (operator has to reach the valve close manually
and open manually tooks time)

13. SST informed VNT19 that they submitted Final technical specifications of
Turbine and Generator Control and protection, Generator and Turbine Control
and Protection Logics and I/O list matching with the Logics, Specifications of
Vibration and Speed sensors etc. VNT19 to review, comments if any otherwise
to approve.

14. SST informed VNT19 that they are ready to submit all information /
clarification as required by VNT19 in line with SST’s scope of work.

15. Discussion on the following points.


a. Condenser (Refer to Point 6).
b. Oil Cooler (Refer to Point 6).
c. Air Cooler (Refer to Point 6).
d. CEP (Refer to Point 6).
e. TG#2 Exciter, SST to review and confirm the design of inlet air and exhaust
air ducting. SST to inform on writing what is unction and what is discharge
channel and confirm by writing that the volumetric flow is sufficient with given
channel dimensions considering the temperatures.
f. OHT – Location & Sizing.
g. HP Header – Safety Relief and depressurizing in case of any TG stop.
h. De-super heating Spray nozzle orientation on LP Steam.
i. MP Extraction line routing. SST confirmed that the routing is not because of
the stress relief, but because of straight pipe required for flow meter 10xD after
and 5xD before the flowmeter. SST to check if the flow meter can be placed on
horizontal line without a necessity to make a upward and downward pipe. SST
also to evaluate if the risk for water induction risk increases because the high
water level than the turbine extraction. VNT19 reminded that a nonreturn valve
is a last defend line, the drain line is not sufficient if the non-return valve is
broken, thus the design should avoid naturally the risk of water induction.
VNT19 reminded that according to ASME TDP-2 the non-return valve should
be double (power assisted non return valve and non-return valve) before it can
be justified as protection against water induction. Thus when VNT19 site has
not this double non return valves, the design should be to avoid increasing
water induction risk. SST to confirm this on by 5.10.2022

SST REPLY:
Please Check the PID , SST provide one manual NRV in each MP steam
individual line -> each individual line one control valve-> One common QC
NRV. Necessary drains and traps shown in the PID and ISO drawings. The risk
of condensate return entry to turbine is taken care by SST in the design itself.
j. TG#2 Turbine Bypass.
k. SOP, ITP, QAP SST to develop the detailed SOP with acceptance and
tolerance for erection.
16. SST informed that they will give reply for the above on 22.09.2022.

17. SST also informed that their team has worked at site for Phase-1 activities for 3
months and their Engineering & Design team is working from their India office
since past 10 months. Due to non-receipt of payments from VNT19, they are
facing problem and unhappy on the same.

18. VNT19 informed that they will discuss remaining issues including the payment
matter on next day meeting.

22.09.2022:
Pre Lunch session:

1. Field visit of Mr. Nagashanker to take the measurement of civil foundations to


check feasibility for erection of coolers and checking other fronts to assess the
feasibility of erection of TG and auxiliaries.

2. Discussion of Mr. Mohan with VNT19 E&I team regarding corrections in


submitted items and pending items.
Post Lunch session:

3. Introduction of SST team with PA to Chairman Mr. Phong.

4. Discussion regarding outstanding payments from VNT 19.

5. SST informed VNT19 that the PBG is extended as per requirement of VNT19
and VNT19 acknowledged receipt of the same. SST informed VNT19 that their
banker has asked to submit revised schedule of the contract as a precondition for
BG extension. However, SST requested their bank for 15 days time and
accordingly informed VNT19 to provide the same by 30th Sept. 2022 and VNT
agreed for the same.

6. SST informed VNT19 that their banker has questioned SST for non receipt of
payment against bills submitted to VNT19 and requested VNT19 to arrange
release of payment at the earliest.
7. SST informed VNT19 that payments against Invoices submitted towards
Quarantine of SST team in the months of Dec 2021 and Feb 2022, supply of
measuring instruments, extended period of SST manpower is not done and SST is
unhappy about this. VNT19 replied that except supply of measuring instruments,
other payments have not been agreed and need to clarify such as the applicable
rate for senior engineers, partial payment…

8. SST asked VNT19 to settle the amount for flight tickets booked by VNT19
towards travel of SST team to site and back to India as per clause No. 7.1 of the
contract.

9. SST submitted justification for the normal flight ticket charges by sharing the
pre-covid period travel ticket from Hyderabad to Hanoi and back. SST also shared
the current flight charges and accordingly requested VNT19 to fix 125 USD for
one way per person as the normal price of flight. PMU agreed to provide
information and SST’s request to their Hanoi office, PnP team accordingly. The
final decision of how much the normal flight ticket charges is subject to PnP.

10. SST agreed VNT19 offer of Sr. Engineer rate of USD 415 for Design and
Commissioning manpower for calculating the quarantine cost and agreed to pay
for quarantine period in Vietnam at 50% of the normal rate.

11. SST agreed to submit revised statement based on the above agreed rate.

12. SST requested VNT19 for part payment as per several requests submitted to
VNT19 through mails. VNT19 agreed that as per documents / drawings /
information / data submitted by SST till date and their analysis, SST as completed
85% of the Phase-1 job. However, since there is no provision in the contract for
part payment, VNT19 top managers assured SST that they can release of 15% of
the Phase-1 value and accordingly recommend to their Chairman.

13. SST informed VNT19 that having invested so much of resources and manpower
at Site and India Office since the past 10 months, they are looking for at least 60%
of the Phase-1 amount. However, VNT19 expressed their inability for 60% and
asked SST to be satisfied with 15% which is easy to convince their Chairman.

14. VNT19 has informed SST to plan for phase - II site Engineers and SST informed
that they need to prepare a schedule for the Phase-1 activities and inputs for the
same is required from VNT19 side regarding status of procurement of bought out
items, receipt of repair items, etc. VNT19 requires that SST site engineer to come
to site to for to prepare the needed task for installation of TG1. VNT19 also want
to install the TG1 as soon as possible, thus SST to confirm the allowed tension in
the foundation column bolt. SST informed that the allowed deviation is +/-1mm.
VNT19 has asked what is the standard that SST refers to, and present how to fix
this deviation, bending of bolt or what? SST to give feedback by 5.10.2022
SST Reply:
Ram view:
The foundation is connected to columns and columns connected to base
frame of turbine and generator. There is no tolerance on column to turbine
base and generator. In view of this it is necessary to make accurate value and
fixing. This is part of erection. If require bolt need to bend to the required
position. ( the bolts are already grouted in concrete).

15. SST informed VNT19 to review Annexures 2.1 and 2.5 to assess the status of
Phase-1 activities so that they can plan and prepare timelines for completing the
remaining activities and claim balance payment.

23.09.2022:
1. SST submitted the Missing list of items to VNT19 with SST comments, through
mail. The missing procurement specification and drawings shall be provided soon.
SST has given the offers for turbine repair and turbine controller, but no
specification is given. VNT19 reminded that VNT19 allows SST to participate in
tendering, which is unique, usually consulting and specification maker can’t offer,
because they have the advantages in specification suitable requirements. These
missing specifications shall be given, so that VNT19 can also ask offers from
another competitors. Especially turbine controller specification shall be given.
Feedback by 5.10.2022
SST reply:
Dear Biswajit Sir: the points discussed and follow up with Eng, mohan etc for
complete the document.

2. SST submitted the revised outstanding payment statement towards manpower


quarantine and revised Travel tickets and adjustment statement to VNT19 as
discussed on 22nd Sept. and requested VNT19 to release the payment
immediately.

3. Discussed on the 12 items as per points detailed Sl No. 13 of 21st Sept. and
clarified the queries of VNT19.

4. Review of Annexure 2.1 by VNT19, submitted by SST on 11th August 2022 and
discussed the balance works to be carried out and documents to be submitted.
VNT19 will share Annex 2.1 and 2.5 with their comments to SST, for doing the
needful.

5. SST informed that 15% part payment offered by VNT19 is too small amount in
comparison to the work completed and documents / reports / drawings /data by
SST till date. In month of April 2022 SST submitted Invoice for part payment for
40% of Phase-1 value and now requested VNT19 to release at least 30% to cover
a part of the costs incurred by SST on this project so far. VNT19 informed that
they will try to recommend to their Chairman, but can’t guarantee on the same.

24.09.2022:
