MECON Limited, a Miniratna Schedule “A”, Public Sector Enterprise under Ministry of Steel, Government of India has
taken up Operations and Maintenance (O&M)
(O& of an Integrated Steel Plant.
Applications are invited from serving/retired personnel from any Public or Private Limited Company
ompany, etc. for entering into
a contract with them as PROFESSIONAL EXPERT (O&M) - Steel Plant having field experience in
“Operation(s)/Maintenance” (O&M)/Commissioning
Commissioning of Integrated Steel Plant of capacity 1mtpa or above on short term
contract basis.
The experience of working in the above capacity Integrated Steel plant shall be either under direct employment of
respective Company or through agencies carrying out O&M activities and appointed by such Companies.
I. PART – (A)
(For short listing as EMPANELLED PROFESSIONAL EXPERT on short term contract basis)
The Empanelled Professional Experts shall be engaged for specific assignments on case
case-to
to-case basis as per the
requirement on short term duration. The fees/ emoluments shall commensurate with the duration of engagement only
and the Empanelment does not in any way guarantee any fixed (monthly/ annual or otherwise) remuneration.
The Empanelled Professional Experts are required to sign a Secrecy Bond/ Confidentiality Agreement prohibiting any
divulgence to third party in whatsoever manner of the details of tthe
he assignment in which their services has been
rendered.
The applicants should ensure that such Empanelment does not interfere or infringe with any of his commitment(s) with his
present engagement(s) of any type and it will be the sole responsibility of tthe
he applicant to take required clearances
from his present engagement(s).
1. Experience:
Desirous candidates should possess minimum 20 years relevant experience in process technology/ operation of
Integrated Steel Plant of capacity of 1 MTPA or above. Candidates should be experienced professionals (retired
also eligible) who were under direct employment of any Central PSUs or any Public/ Private Limited Company,
etc.

3. Location of Engagement
Desirous candidates should necessarily agree for a minimum continuous deputation of 15 days at Nagarnar. The
duration of deputation shall be intimated by MECON on case-to-case
case case basis during actual engagement.
The Empanelment/ Engagement shall automatically cease to exist upon the candidate attaining 70 years of age.
The incumbent will be empanelled for a period of 05 years, or completion of 70 years of age whichever is earlier.
MECON reserves the right to adopt any other method including ON LINE MODE (if required).
Lumpsum per Diem rate shall be in the range of Rs. 7,500.00 – Rs. 15,000.00 per day of visit depending upon
candidates’ experience, expertise & qualification. The payment shall be made as per certified attendance. No
fees shall be paid for travel (to & fro) time and for intervening declared Holidays/ Sundays except when
specifically expert services are sought / requested during such declared holidays / Sundays

duties in India shall be levied & Empanelled Experts should be in possession of GSTIN number as applicable for
professionals.
7. Working Hours
Normal working hours shall be as applicable under Factories Act, 1948 or any other applicable law or as
applicable at place of posting or as decided by MECON under applicable Law.
8. Medical Examination
Further, the selected candidates should possess a valid Medical Insurance for the duration of engagement.
9. Additional Information
Following are the terms and conditions for engagement of experts on short term contract basis as Working
Management Committee (WMC)) Members and Executives based on the requirement in each area

be on full time basis. The suitable designation fitting into contract requirement and work experience shall be given
depending upon area of posting/deployment.
The desired qualification and post qualification experience of interested candidates shall be as given in the following
table;

The required educational qualifications must have been acquired from Universities / Institutes recognized by
Government/ accredited by councils / bodies like UGC /AICTE set up by Central or State Government for the purpose.
3. Age Limit:
The cut off date for reckoning the age limit and experience shall be the date of advertisement.
a. The incumbent will be on contract initially for a period of 03 years, or completion of 65 years of age whichever is
earlier.
b. The renewal or any further contract shall be subject to performance of the candidate to the satisfaction of
MECON or the requirement of the respective assignment provided the incumbent does not attain the age of 65
years.

c. Apart from the selection, a reserve panel shall be prepared which will be valid for 2 years and offer of contract will
be issued from the panel based on the requirement in a phased manner.

Note:
The contract fee mentioned above is all inclusive and may vary in individual case depending upon the
professional experience, organization in which worked, last drawn salary and the recommenda
recommendation of the
selection committee.. The candidate shall be required to produce the last drawn salary slip if short listed for
discussion for award of contract.
The contract fee shall also include a variable part (20% of the consolidated fee) which shall be paid on quarterly
basis based on performance to be assessed by ME
MECON.
On completion of each 18 months deployment, the incumbent will be paid Lumpsum amount equal to 1 month
average consolidated pay (average of the fixed + variable pay paid over 18 months) which shall be at the
discretion of MECON based on individual performance

The statutory deduction as per the law of land shall be applicable.
Note:: 7 days or more in a month shall be taken as full month for computation of Casual Leave. Casual Leave is not a
matter of right and is contingent upon exigencies of work.
7. Working Hours:
Normal working hours as applicable under Factories Act, 1948 or any other applicable law or as applicable at
place of posting i.e. NISP, Nagarnar (C.G.) or as decided by ME
MECON
CON under applicable Law.
8. Method of Selection:
Personal Discussion.
MECON reserves the right to adopt any other method including ON LINE MODE (if required).
9. Place of Posting:: NMDC Iron and Steel Plant (NISP), Nagarnar, Jagdalpur (C.G.) or as directed by MECON at any
place in India.
10. Medical Examination:: The selected candidate is required to enter into contract with MECON. Before rendering the
services the selected candidates will have to undergo medical examination. The deployment of the selected
candidates shall be subject to being found medically fit.
(a) The contract shall automatically be terminated on completion of period of contract. No notice shall be issued
to this effect.
The service/contract of the candidate can be terminated by MECON by giving one month’s notice or
one month‘s contract fee in lieu of notice period to the candidate without assigning
assigni any reason.
However such notice/contract fee is not required in the event of termination due to any commission or
omission of misconduct committed by the candidate.
The candidate can terminate his services/contract by to MECON one month’s notice in writing
wri or by
giving one month’s giving one month’s notice in writing or by giving one month‘s pay in lieu of notice
period.
The service/contract of the candidate can be terminated at any time without any prior notice on
medical evidence that the candidate if unfit and/or likely to be unfit for efficient discharge of his
assigned duty for a considerable time for the reason of ill health provided always that the decision of
the company that the candidate is unfit

/or likely to continue to be unfit shall be final and conclusively
binding on the candidate.
The service/contract of the candidate can be terminated at any time without any prior notice or

awarding the contract or rendering the service, it is found that candidate has furnished wrong / false
information or is found ineligible

10. Travelling Allowance shall be provided to eligible candidates appearing for discussion and shall be limited to
fare of II A/C (2A)/ CC by rail. Candidates are required to submit the filled in Travelling Allowance (TA) form
along with bank account no. of candidate and IFSC Code No. of Bank Branch for payment of TA.
