Direction: Identify/Discuss/Explain the following in not less than 200 words per question. Be guided
by the Rubrics.

1. Public-private partnerships (PPPs) are regarded as the new perspective for developing the public
sector. The popularity of PPPs has grown over the past few decades, as governments have
increasingly welcomed private financiers and investors to take care of general provisions. Public-
private partnerships are commonly used to get more quality infrastructure services. Public-
private partnerships are widely used in transportation, construction, information technology
(IT), education, finance, etc. With the Build, Build, Build policy of President Rodrigo Roa Duterte,
his administration had been engaged in this kind of arrangement. Discuss the POTENTIAL RISK &
POTENTIAL BENEFITS of the PPP and how the government addresses these challenges.

2. The Philippines can be viewed as a weak post-colonized state since we embrace the injected
colonizer’s culture and bureaucratic form, as seen from the 1987 Philippine Constitution. Our
administrative system keeps on reorganizing and adopting a western colonial mindset, yet we
cannot polish our own. Corruption is rampant, the elite still dominates this country, and the
church still mingles with our political and policy issues. Do you think there is a need to revisit our
fundamental law? If yes, what constitutional reforms would you like to introduce? Discuss.
3. The Philippines is one developing country that utilizes Government-Owned and Controlled
Corporations (GOCCs) to perform vital governmental functions and purely commercial activities
for profit since the investment environment is not favorable to private sector participation.
Through GOCCs, the government can deliver essential goods and services to the public or
engage in public utilities or financing services and other profit-oriented undertakings. The
numerous tasks given to the GOCCs by the government show the vital role these enterprises
play in the growth and development of the country.

However, in 1997 Republic Act 8041, also known as “The Water Crisis Act.” The Act, which paved
the way for the privatization of MWSS, had as its primary objectives the following: 1). Transfer
financial burden to the private sector; 2) Improve service standards; 3). Increase operational
efficiency, and 4). Minimize tariff impact. Considering the present situation now that water
prices as the prime commodity are skyrocketing, would it be prudent for the government to
reacquire the water utilities priorly privatized? Support your answer.
