I. BACKGROUND
PT Anugerah Bara Hampang (ABH) is a coal company that located ini Kotabaru Regency, South
Kalimantan. In 2018, ABH turned into IUP PMA from local IUP due to the change of
shareholder. In 2020, ABH have a plan to start the coal production. As one part of the critial
preparation for production activity, ABH needs to immediately get the Forestry Lease Permit
(Izin Pinjam Pakai Kawasan Hutan/IPPKH) in the planned mining production area. Since IPPKH
quota in South Kalimantan is reach the maximum limit, ABH can not apply the new IPPKH to
the government. For that reason, ABH need to get lease from the exisiting IPPKH holder in the
planned mining production area that owned by PT Kodeco Timber (Kodeco).

PT Tura Consulting Indonesia (TURA) is an integrated mining consultant which is established

to deliver consultancy services in various area of geology & mining, processing-refining,
energy & mining policy and strategic financing, investment & management. Based on
communication between ABH and TURA on January 30, 2020, due to ABH’s current condition,
ABH needs consultancy service for prepation of IPPKH Agreement between ABH and Kodeco.
As a solution, TURA offers a Proposal of Preparation of IPPKH Agreement for ABH.

II. OBJECTIVES
The objectives of this project is to provide IPPKH agreement document between ABH and
Kodeco.

III. SCOPE OF WORK

The project’s scope of work are:

(a) Providing opinions and views on legal and regulatory aspects related to IPPKH including
the structure or mechanism of IPPKH management in accordance with statutory regulations;

(b) Prepare, examine and / or revise agreements in connection with the management of IPPKH
("Agreement"); and

(c) Accompany and/or represent ABH in each meeting, and discussion or negotiation in
connection with the Agreement.

IV. DELIVERABLES
The deliverables of this project is IPPKH Agreement between ABH and Kodeco.

V. TIME & BUDGET

The budget required for this Project is as follows :
No Scope Cost (IDR)

1 Preparation of IPPKH Agreement 80,000,000

Total 80,000,000

*Exclude:
• VAT 10%,
• Transportation & accommodation for site visit (if any)

The payment methods:

• 1st Payment: 50% maximum 5 working days after contract signing,

• 2nd Payment: 50% maximum 5 working days after Agreement is done

This budget is applied not longer than 2 months services.
