Figure 9 above, shows the participants responses on the Project

Delivery Crises Faced by their respected Cons. Projects Before and
During COVID-19. As shown, all the six crises being analyzed were
faced both before and during the pandemic. However, it can be noted
that Management, Equipment and Materials crisis were the top problem
even before the pandemic started. It can also be analyzed that due to
the effect of COVID-19, the management, design and labor crises
worsens except the other three factors- equipment materials and
contractors. This can be attributed to the fact that the pandemic
started to spread in the Luzon areas ______________. This enabled the
AgSur Cons. Companies to prepare and address the possible major crisis
that may hit their projects when COVID-19 enters the Caraga Region.
