SECTION 17010
FIRE DETECTION AND ALARM SYSTEM

PART 1.00 - GENERAL

I. GENERAL REQUIREMENTS

A. The contractor shall supply, install, test, connect and commission a high quality fast acting
electronic ANALOGUE - FIRE DETECTION & ALARM SYSTEM.
B. The FIRE DETECTION & ALARM SYSTEM shall be comprised of the Fire Alarm Control
Panel, Optical Smoke/Heat Detectors, Manual Call Points, Zone Monitor Units, Electronic
Sounders and Interface Modules (Control Input Modules and Control Output Modules) with each
unit being equipped with a built-in Short Circuit Isolator.
C. The above mentioned equipment of the FIRE DETECTION & ALARM SYSTEM shall be
connected by a loop cabling system and other components and accessories as necessary for a safe,
reliable and satisfactory system that conforms to the relevant and applicable requirements and
recommendations of BS5839 and EN54 pt 2.
D. Prior to the start of construction, the contractor shall submit catalogues, descriptive literature and
working drawings for the engineer’s review and approval.
E. The contractor shall train and instruct the building’s personnel in the correct use, operation and
maintenance of the system prior to handing over the completed FIRE DETECTION & ALARM
SYSTEM.
F. The contractor shall ensure that, wherever possible, all system components offered and installed
shall be manufactured by one manufacturer.
G. The contractor shall ensure that all equipment and workmanship that goes into the system shall be
in compliance with the minimum requirements of the Authority having jurisdiction.

II. SYSTEM DESCRIPTION

A. The FIRE DETECTION & ALARM SYSTEM shall be designed to facilitate accurate
identification of the source of heat/smoke/fire in their early stages to alert the building occupants
of the situation and allow the local fire brigade to implement the necessary emergency responses.
This shall be accomplished while keeping the incidence of false alarms due to faulty equipment,
electrical transients, system faults, etc. at a minimum to avoid inconvenience to the building
occupants.
B. The Fire Alarm Control Panel shall make the final decision on whether a fire or a fault condition
exists by comparing the plotted patterns from a fire sensor against known fire and fault patterns
held in its memory. The FIRE DETECTION & ALARM SYSTEM shall be a true Analogue
System and shall have the ability to print the output from a fire sensor over a period of time.

C. The FIRE DETECTION & ALARM SYSTEM shall be a SOFT ADDRESSED Type System.

1. When an device is added after a system has been programmed, the Fire Alarm Control Panel
shall assign the next available address without altering the existing addresses already
allocated.
2. When an device is removed, the relevant address is saved as a spare address for future use
without altering the existing addresses already allocated.

D. The FIRE DETECTION & ALARM SYSTEM shall be capable of constant checking and
monitoring of the following circuits and fault conditions:

1. Power Supply
2. Open-Circuit, Short-Circuit, Ground Fault, and any other Fault Condition in the Loop Wiring
3. Communication Failure and Errors in all Cards
4. Faults in Keyboard and Printer Circuits of the Fire Alarm Control Panel
5. Monitoring of all device status at a fixed interval to create a table for each analogue channel
as basis for event analysis.

E. All devices (Optical Smoke/Heat Detectors, Manual Call Points, Zone Monitor Units, Electronic
Sounders and Interface Modules) of the system can be installed in any order in any loop in the
FIRE DETECTION & ALARM SYSTEM.

F. The occurrence of any event in the system (i. e. Fire, Fault or Warning) shall be recorded with
time, date and place of occurrence in the memory of the Fire Alarm Control Panel. The event/s
shall be displayed on the Fire Alarm Control Panel or printed out on the Event Printer of the Fire
Alarm Control Panel. In addition to the programmed response of the system during the
occurrence of any event, the historical record of events in the memory of the Fire Alarm Control
Panel can be downloaded and displayed on the Fire Alarm Control Panel and/or printed out on the
Event Printer at any time.

III. SYSTEM COMPONENTS

A. Fire Alarm Control Panel

1. The Fire Alarm Control Panel shall be microprocessor-based equipment that uses an analogue
technique to detect smoke/heat/fire conditions.
2. All devices connected to each zone of the Fire Alarm Control Panel shall have built in Short
Circuit Isolators so that the malfunction or removal of any one device or the occurrence of
any fault or short in the system shall not, in any way, affect the system’s integrity and its full
operation.
3. The Fire Alarm Control Panel shall have three (3) modes of operation: Normal Mode (or
Standby mode), User Maintenance Mode and Engineer Mode.
4. The Maintenance Mode allows access to System Test functions, Enable & Disable menus,
view of Analogue Level menus and functions such as Evacuate, Silence Alarms and Reset.
This mode can only be accessed by entering a valid Maintenance Mode password.
5. The Engineer Mode allows alteration of system configuration and programming of site-
specific data such as device text and sounder programming. It also allows adding and
removal of devices without generating fault condition reports. This mode can only be
accessed by entering a valid Engineer Mode password.
6. When in the Engineer Mode, all sounder circuits and other output devices can be
programmed for 3 stages of cause-and-effect programming. Each sounder circuit and output
device can be programmed for three (3) different stages of action and/or annunciation of any
event (e. g. Possible Fire, Confirmed Fire, General Evacuation). For each stage, a specific
course of action (e. g. type of tone, volume of tone, etc.) can be assigned per sounder circuit
or output device.
7. Should the size of the system be such that a single Fire Alarm Control Panel will be unable to
fulfill the requirements of these specifications, two or more Fire Alarm Control Panels can be
used, PROVIDED THAT all Fire Alarm Control Panels in the system shall be networked
together to operate as a single networked system.
8. For Networked Fire Alarm Control Panels, all required program setting and user activities
related to ALL parts of the system should be capable of being done at any one Fire Alarm
Control Panel in the network. Fire and Fault event information conditions shall be identically

displayed in all of the networked Fire Alarm Control Panels. The printouts for ALL system
events, as programmed, shall be done at only one Fire Alarm Control Panel.

The following shall be the minimum required accessories and components of each Fire Alarm
Control Panel:

1. Touch Screen Display

The Fire Alarm Control Panel shall have a large touch screen display that provides
comprehensive user information and acts as a multifunctional keypad. On this Touch Screen
Display, the user can access the comprehensive range of programming and operating functions of
the Fire Alarm Control Panel.

Simple menu driven function keys with password protection shall allow users to avail/access the
Following:
a. Last 1,000 Events
b. Last 255 System Events
c. Current Fault and Warning Logs
d. Analysis of Analogue Sensor Information
e. Interrogation of Sensor Cleanliness
f. Loop Map Connections
g. Enable/Disable Sensors, Zones, Sounders, Interface Units
h. Fire Plan Configuration Menus
i. Outstation Label Changes
j. Address Allocation including C-Logic Addressing
k. Status of Outstation
l. Status of All Cards
m. Printer On, Off, Line Feed and Test Facilities

2. Event Printer

The Fire Alarm Control Panel shall have a built in minimum 40 character Thermal Printer that
can be programmed to either automatically print all system events as they occur or on demand.
3. Integral Sealed Lead Acid Battery and Charger

The Fire Alarm Control Panel shall have an integral sealed lead acid battery and charger capable
of operating the system for 24 hours in the event of main power supply failure.

4. Other Visual Indications

Fire, Fault, Warning and Power on Lamps shall provide visual indications of the system
condition.

B. DETECTORS(SMOKE, HEAT, BEAM DETECTOR)

1. Detectors shall be designed to specifically operate with the supplied Fire Alarm Control Panel
as required by Section 11.1 of BS5839-1:2002 to ensure full compatibility of all the system
components.
2. Detectors shall be third party approved to the relevant section of EN54 (part 7 for Smoke
Detectors and part 5 for heat detectors).

3. Each Detector shall be with an integral short circuit isolator such that the removal or
disconnection of any detector in the loop shall not affect the functional integrity of the
system.
4. Each Detector shall be SOFT ADDRESSED. (Manually addressed detectors shall not be
considered as equivalent.) When the Fire Alarm Control Panel is initially powered up, each
detector’s unique address in the system is allocated sequentially in accordance with its
position in the loop.
5. All Detectors shall be fixed and wired via a common base to facilitate interchanging of
different detector types by authorized personnel. To prevent unauthorized detector removal,
an optional locking facility can be provided to require the use of a special tool for removal of
the detector.
6. Each Detector shall have an LED that indicates detector status. It can be set to flash to
confirm communication with the Fire Alarm Control Panel and to illuminate continuously
under fire conditions. The LED shall be a light pipe type LED or equal that shall ensure that
the LED shall provide a 360 degree viewing angle to facilitate the identification of which
detector goes into an alarm or fault situation.
7. Detectors shall be either one of the following types:
a. Photoelectric/Optical Smoke Detector
b. Ionization Smoke Detector
c. Multi-Mode Heat Detector (Rate of Rise or Fixed Temperature)
d. Combined Photo Thermal Detector

C. MANUAL CALL POINTS

1. Each Manual Call Point shall be with an integral short circuit isolator such that the removal
or disconnection of any manual call point in the loop shall not affect the functional integrity
of the system.
2. Each Manual Call Point shall have an LED that indicates its status. It can be set to flash to
confirm communication with the Fire Alarm Control Panel and to illuminate continuously
when it has been triggered.
3. Manual Call Points shall be available for flush mounting, for surface mounting and for
weatherproof installation and shall be so installed as shown in the plans. Surface mounted
and flush mounted Manual Call Points shall be rated at IP42 while weather proof Manual Call
Points shall be rated IP67.
4. Manual Call Points shall have provisions for being operated with a test key. The test key
shall be used to test the operation of the Manual Call Point and to allow opening of the clip
on cover to gain access to the internal elements.
5. All Manual Call Points shall be provided with a replaceable frangible glass element that
breaks before the Manual Call Point can be triggered.

D. ELECTRONIC LOOP SOUNDER

1. Each Electronic Loop Sounder shall be with an integral short circuit isolator such that the
removal or disconnection of any sounder in the loop shall not affect the functional integrity of
the system.
2. Each Electronic Loop Sounder shall have a choice of at least 4 different tone types that can be
set at the Fire Alarm Control Panel.
3. Each Electronic Loop Sounder shall have a choice of at least 3 different sound levels (low,
medium and high decibel levels) that can be set at the Fire Alarm Control Panel.
4. The setting of the tone type and sound levels shall be done only at the Fire Alarm Control
Panel and shall not require any action/setting on the Electronic Loop Sounder.

5. Where required by the plans for exterior installation, a weatherproof Electronic Loop Sounder
rated at IP66 shall be provided.

E. SOUNDER CONTROLLER UNIT

1. The Sounder Controller Unit shall be a loop connected interface that powers and controls up
to four (4) independent conventional sounder zones.
2. The Sounder Controller Unit shall use only one address but each of the four circuits can be
independently controlled according to the cause & effect programming of the Fire Alarm
Control Panel.
3. The Sounder Controller Unit shall be used to power and monitor conventional bells and
electronic sounders.
4. The Sounder Controller Unit shall be with an integral short circuit isolator such that the
removal or disconnection of any Sounder Controller Unit in the loop shall not affect the
functional integrity of the system.

G. INTERFACE MODULES

1. Control Input Module

a. The Control Input Module shall be a loop-connected interface that accepts one (1) input
from the other devices that have to be monitored by the Fire Alarm Control Panel.
b. The Control Input Module circuit shall be monitored for open and short circuits.
c. Each Control Input Module shall be with an integral short circuit isolator such that the
removal or disconnection of any Control Input Module in the loop shall not affect the
functional integrity of the system.
d. The Control Input Module shall be used for monitoring Fire Sprinkler System Flow
Switches and Gate Valve Supervisory Switches and other electronic/electrical device as
indicated in the plans.

2. CONTROL OUTPUT MODULE

a) The Control Output Module shall be a loop connected interface that provides one (1)
output for connections to other systems that are designed to perform specific actions as a
response to inputs received by the Fire Alarm Control Panel.
b) The Control Output Module’s circuit shall be monitored for open and short circuits.
c) Each Control Output Module shall be with an integral short circuit isolator such that the
removal or disconnection of any Control Output Module in the loop shall not affect the
functional integrity of the system.
d) The Control Output Module shall be used to provide the contact outputs from the Fire
Alarm Control Panel that can be used as inputs to a separate Voice Evacuation System so
that desired annunciation using the separate Voice Evacuation System can be
implemented as necessary.
e) The Control Output Module shall be used to provide the output signals needed to activate
devices such as Stairwell Pressurization Fans, Smoke Exhaust Blowers and Automatic
Recall of Elevators to Ground Floor Level during fire emergencies.

H. WIRING

All cables to be used for the Fire Alarm System installation shall be fire resistant 2 core x 1.5 sq. mm
screened type and complies with BS7629:1993 and BS 6387.

IV. SYSTEM CONFIGURATION AND OPERATION

A. The system operation shall be divided into three (3) modes:

1. Standby Mode

While on standby mode, the Fire Alarm Control Panel maintains continuous communication
with all the devices connected to the loop cables to ensure full functionality and detect
whatever faults may have occurred or are occurring in the system so that proper remedial
measures, if needed, may be implemented.

The Standby Mode shall be the normal mode of the panel when there are no alarms detected.

2. Pre Alarm Mode

When a single detector is triggered, the specific zone shall go into Pre Alarm Mode. This
automatically activates the Confirmed Alarm Mode Countdown Timer. (This timer is
programmed for an adjustable 0 to 10 minutes countdown time.

This situation shall be annunciated by the following:

a) The alphanumeric description programmed for the triggered detector is displayed on the
Touch Screen Display of all Fire Alarm Control Panels of the system. The event is
automatically stored in the system log.
b) An audible signal shall sound in the Fire Alarm Control Panel/s of the system.
c) Electronic Sounders in the Area in Pre Alarm Mode shall sound intermittently.

If the situation is verified to be a false alarm, the system can be reset at the Fire Alarm
Control Panel using a valid maintenance password. Resetting aborts the Confirmed Alarm
Mode Countdown Timer and returns the system back to Standby Mode.

If the situation is verified to be a fire, the responding personnel can trigger any manual call
point that will instantly bring the system to Confirmed Alarm Mode.

If the Confirmed Alarm Mode Countdown Timer expires without the Fire Alarm Control
Panel being reset, the system is automatically upgraded to Confirmed Alarm Mode.

3. CONFIRMED ALARM MODE

When a second detector is triggered in a zone already in Pre Alarm Mode or a Manual Call
Point in any area/zone of the system is triggered, the affected zone/s will go into the
Confirmed Alarm Mode. This automatically activates the General Evacuation Mode
Countdown Timer. (This timer is programmed for an adjustable 0 to 10 minutes countdown
time.)

This situation shall be annunciated by the following:

a) The alphanumeric description programmed for the triggered detector and/or manual call
point is displayed on the Touch Screen Display of all Fire Alarm Control Panels of the
system.
b) Electronic Sounders in the Area in Confirmed Alarm Mode shall sound continuously.

c) Electronic Sounders in the Areas immediately adjacent to the Area in Confirmed Alarm
Mode shall sound intermittently.

If the fire is successfully extinguished, the system can be reset at the Fire Alarm Control
Panel using a valid maintenance password. Resetting aborts the General Evacuation Mode
Countdown Timer and returns the system back to Standby Mode.

If the responding personnel decide that a general evacuation of the building is required, the
Evacuate command can be entered at the Fire Alarm Control Panel to bring the system to
General Evacuation Mode.
