CONTROL OF THIS MANUAL

The HSE Department is responsible for the development and maintenance of this procedure.
All subsequent revisions of the procedure shall be approved by the Project Manager of Garraf
Project of Greatwall Drilling Company.

REGISTRATION AND DISTRIBUTION

The procedure is issued as follows:

Controlled copies The controlled copies are distributed to personnel for regular use and shall
be systematically updated. Controlled copies are issued to the Garraf
Project of Greatwall Drilling Company’s library, clients (upon request), all
sites/units and major subcontractors.
Uncontrolled Uncontrolled copies are distributed for information and information
copies purposes. Such manuals shall be properly marked, and are NOT subject
to revisions.

The HSE Department shall keep the track of the registration and distribution of the HSE
Procedures. All controlled copies shall be registered and stamped as ”CONTROLLED COPY”
before delivery to the end user. The end user shall sign upon receipt of the controlled copy of
the HSE Procedures. Every controlled copy shall be returned back to the HSE Department if
the end user has no any further need for it. The HSE Department is responsible to send
updates for all the controlled copies after revisions. This shall be achieved as replacement of
the particular pages subjected to the revisions or as a replacement of the whole Procedure.
Uncontrolled copy stamped as ”CONTROLLED COPY” before delivery and is not subject to
update upon revisions.

1 GENERAL

1.1 PURPOSE AND SCOPE

The purpose of this document is to define HSE Organization,


Accountability and Responsibility for the positions in Garraf Project of
Greatwall Drilling Company with regards to Health, Safety and
Environment.

1.2 RESPONSIBILITY

Project Manager of Garraf Project of Greatwall Drilling Company is


responsible for that this procedure is updated after the organizational or
operational changes, if necessary.

1.3 NON CONFORMANCE TREATMENT

All deviations from the guidelines given in this procedure shall be treated
in accordance with HSE-03-014 “Non-Conformance and Corrective
Action procedure”.

- Through planning and performance of HSE inspections and audits, verify that all GWDC’s
activities are carried out according to the requirements and the defined goals.
- Compose and present the quarterly HSE report.
- Maintain accident statistics and work out trend analysis.
- Propose improvements and participate in the development and maintenance of safety-
related documentation, equipment and routines.
- Reporting to the GWDC Project Manager.

RESPONSIBILITIES:

- To advise the HSE Management on all matters related to the Company's General HSE
program.
- To represent the Company in relation to HSE matters towards Client's and Authorities.
- To review tenders at development stage and further follow-up to ensure compliance with
requirements after contract award.
- To respect the confidential nature of documentation handled during the day to day activity
of the job.
- To keep informed on the latest developments in the field of HSE and Security, and
forward this information to the Company's organization.
- To participate in introduction and training courses to be organized in connection with HSE
systems.
- Preparation of Company's annual plan on HSE matters in co-operation HSE Manager.
- To act as an envoy of the Company and to promote its interests on each available
occasion.
- Perform HSE audits at project level, on “worksites”, on the different departments and on
selected subcontractors in co-operation with the HSE Manager.
- To work closely with personnel with special HSE responsibilities in the various GWDC
Departments.
- To perform/participate in risk analysis upon request from Project Managers/Department
Managers.
- To ensure that the statistics regarding Accidents and Incidents is properly updated and
maintained, and to prepare reports from this as necessary.
- Assist in preparing a monthly HSE report.
- To issue “Safety Memos” and reports, both internal and external (Client, Authorities) as
required, in connection with accidents/incidents.
- Attend meetings as necessary.
- Ensure that mobilization/crew meetings are held in cooperation with the Project Manager.
- Distribute and prepare documentation as required by the Project Manager.

- Receive order requirements by telephone, fax or verbal and write out the necessary
Material Requisition for approval by project personnel.
- Discuss price and delivery time with the various suppliers in order to achieve "optimum"
purchase conditions for materials and services.
- Make continuous efforts to find alternative suppliers.
- Do purchasing of material and service according to company policy. Ensure that all
nessesarry information are put on the purchase order.
- Once a week do the expediting of all ordered material/service.
- Check incomming suppliers invoices with delivery tickets.
- Check short falls in supplied items and check delivery status on these items.
- Receive visits from sales representatives.
- Attend project meetings in accordance with the various progress meeting schedules.
- Ensure that where necessary instructions on quality and certificates are made known to
the suppliers.
- Ensure that close cooperation with stores and logistics is maintained.
- Maintain an up to date inventory of all companys suppliers of equipment and services.
- Respect the confidentiality of company information, and that of our clients.
- Ensure that vital company information regarding purchases is protected against theft or
fire.
- Act as an envoy of the company in all contracts with clients and to promote the companys
interests on each available occasion.

Rig Manager.
- Maintain inventory of electrical spare parts and stores, and ensure correct and prompt
ordering.
- Carry out maintenance of radio and communication including radio and emergency
batteries, UPS’s.
- Ensure all isolations to machinery are in compliance with the relative regulations.
- Ensure effective communication within the mechanical engineers and drilling crew.
- Ensure the Work Permit system is controlled, adhered to as per the requirements of the
system

4.2 QUALIFICATIONS

Personnel must be properly qualified and up to date within their positions.


Qualifications of staff holding key HSE and operational responsibilities must
be clearly defined. Each individual has a responsibility to maintain their
professional qualification for its job safety.

4.3 TRAINING
Training is one of the key measures to provide and enhance personnel with sufficient and
updated competence for safe and effective operation activities. HSE training should be based
on competence requirements and take into account development plans. The Effectiveness of
training will need to be assessed through observation and drills. Some specific requirements
are described below.

• Project managers and rig managers should have undertaken technical and managerial
training in accordance with local legislation and contractual requirements. All supervisory
personnel should have undergone a program of training and assessment in dealing with
emergency situations, supplemented by a program of drills and exercises on the rig.

• All persons involved in permit-to-work procedures are trained, satisfactorily examined and
authorized for the specific position.

• Job specific safety training shall be provided for all personnel in safety critical roles.

• Personnel working at the rig site shall have attended an induction briefing covering key
HSE procedures and, where necessary, survival training.

• Specialist emergency response training shall be carried out for all personnel with specific
duties (e.g. fire team training, H2S training, etc).

4.3.1 INDUCTION TRAINING

4.3.1.1 Employee Induction

New rig employees must take an induction program regardless of prior experience to ensure
awareness of current standards and local practices. The program shall emphasis the
responsibilities employees have for their own safety and shall instruct them work procedures,
safe practices, the station bill and emergency responsibility with their position, and the use of
proper personal protective equipment.

Procedures shall be maintained so that supervisory personnel can observe the new
employee’s work performance until the employee can fill the position in a safety and effective
manner.

4.3.1.2 Visitors and New Crew Members Induction

Newly arriving visitors and crew members shall be met by a responsible person who shall
perform a general safety briefing. The briefing shall cover essential HSE features of the
drilling operation and equipment plus general safety procedures, rules and practices. The
induction should cover, but not limit to, the following:
• Alarm signals and how to respond
• Personal protective equipment
• Permit-to-work system
• Requirement for visitors to be accompanied and guided
• Escape rotes and signs
• Information about the major hazards of fire/explosions, high pressure containment, falling
objects, dangerous work area, H2S, etc.
• Location and use of H2S mask and other breathing apparatus

4.3.2 SPECIFIC TRAINING

A procedure shall be established and maintained to verify that any person proceeding to the
rig possesses the necessary certification as required by local circumstances.

Persons with a specific responsibility such as fire fighting shall have a valid certificate of
completion of the appropriate training. Specialist training for different job positions is listed in
Section 4.2.

Key personnel on the drilling unit shall have undertaken a pressure control course. These
personnel may include rig manager, drilling engineers, toolpushers, drillers and assistant
drillers.

When high pressure and/or high temperature operations are planned, key personnel shall
attend a training of well pressure control requirements for drilling these wells.

When hydrogen sulphide may occur in drilling operation a specific H2S training shall be
undertaken. Ref. HSE-03-026 Hydrogen Sulphide Procedure for details.
