Narrative

On 07/15/2022 City of Las Vegas Department of Public Safety Detective, B. Goldyn / P #637, was assigned to complete a
report for an incident that occurred at Las Vegas City Hall, a City of Las Vegas owned property located at 495 S. Main
Street, Las Vegas, NV 89101, reference a battery that occurred on 01/11/2021.

Detective Goldyn was provided with a single, voluntary statement that had been completed by City of Las Vegas
Councilwoman Victoria Seaman. Detective Goldyn reviewed Councilwoman Seaman's voluntary statement and saw that
she claimed to have been the victim of battery committed by City of Las Vegas Councilwoman Michele Fiore. In her
voluntary statement, Councilwoman Seaman wrote:

"On January 11, 2021 at approximately 11:30 a.m., I was physically assaulted and violently attacked by Councilwoman
Michele Fiore in a hallway of the Las Vegas City Hall after an Audit Committee meeting. As I walked away from
Councilwoman Fiore in the hallway, I heard her coming towards me very quickly, and turned to see she was very close to
me. She tried to grab my hand and at some point, she managed to get ahold of my fingers. Councilwoman Fiore began to
violently twist, pull, thrash, and squeeze my hand trying to throw me to the floor. Fortunately, I managed to pull my hand
free, and I tried to get away. Unfortunately, before I could escape Councilwoman Fiore grabbed me by my hair and
violently threw me to the floor before she fled down the hallway. She did not stop to see if I was alright or show any
concern for my condition and injuries. Due to the violent attack, I suffered many injuries including a broken finger, which
required medical treatment.

I was very physically and emotionally distraught after the attack. I was shaking and very confused and in pain. I
immediately went to Mayor Goodman's office to tell her I had been attacked by Councilwoman Fiore. We arrived at Mayor
Goodman's office at the same time, and she slammed the door in my face when I tried to enter. Councilwoman Fiore was
trying to tell Mayor Goodman that I had attacked her, which was not true. I told Mayor Goodman that was a lie, and to get
video footage from the building because it would prove I was telling the truth. Mayor Goodman said that she did not think
there was any cameras in that area of the building.

In the weeks following the attack, an attorney for the City, Bryan Scott, found the video footage of Councilwoman Fiore
attacking me. I viewed the video (which was on a flash drive) in the present of Bryan Scott and my chief of staff. After sixty
days Councilwoman Fiore and I were informed that the video footage of the attack had been "destroyed" and was no
longer in existence.

Due to the violent attack by Councilwoman Fiore, which took place on January 11, 2021 at the Las Vegas City Hall, I had
to receive medical treatment for a broken finger. Immediately following the attack, I received medical treatment at
Summerlin Hospital and eventually underwent surgery."

Detective Goldyn was unable to review surveillance video of the incident as the backup of the surveillance video has a 30
day retention and the incident occurred outside of that timeframe, over 19 months ago. Councilwoman Seaman did not
provide discharge documentation from Summerlin Hospital describing the diagnosis and extent of the injuries she
sustained. The information that Detective Goldyn received did not contain statements from either Councilwoman Fiore or
from City Attorney Scott.

Per Councilwoman Seaman's statement, on 01/11/2021, Councilwoman Fiore did use force or violence against her by
grabbing her hand, twisting it, breaking one of her fingers, which required surgery to repair, as well as grabbing her hair
and throwing her to the ground. This was a violation of NRS #200.481.1A - Battery with Substantial Bodily Harm.
