The LCCAP Transformation: Understanding


the Enhanced Guidebook
LEGAL BASIS
• The Climate Change Act of
2009 (Republic Act 9729) as
amended by RA 10174
identifies local government
units as frontline agencies in
formulating, planning and
implementing climate change
actions in their communities.

• The law requires all LGUs to


prepare a local climate
change action plan or The plan should be integrated in their local
LCCAP. development plans, and should be
consistent with the NFSCC and the NCCAP.
WHAT IS LCCAP?
• Document prepared by LGU with substantial
content on policies, programs and measures to:
- increase the community's resilience
(adaptation actions) to the impacts of climate
change and reduce greenhouse gas emissions
(mitigation actions)

• The NFSCC and the NCCAP underscores the


integration of adaptation and mitigation
measures into all existing national and local plans
and strategies.

What are the features of the
Enhanced LCCAP Guidebook?
 Builds on existing Book 1 and 2 of the LCCAP
Guide, issued by LGA-DILG in 2014 and the
Planning for Climate Change, published by
the UN-Habitat in 2014
 Integrates mitigation concept. It introduces
what Low Emission Development (LED) is and
how to conduct greenhouse gas (GHG)
inventory and accounting
 Introduces a list of suggested mitigation
actions to reduce GHG emissions (co-
benefits) as well as climate change actions
which can be both adaptation and
mitigation to guide LGUs in defining options
to reduce their risks
 Features a modified Climate Disaster Risk
Assessment (CDRA) to make it more relevant
to the purpose of LCCAP

Description
Processing information and all data available to be the basis for the identification of local
climate actions. It aims to support LGUs to (1) further understand climate change and its
potential impacts to their locality, and (2) identify key issues, challenges, and opportunities
relative to climate change that they should address in view of their development objectives.

Description
Climate change actions are identified, prioritized, and planned considering “what matters most” to them. use the
results of the vulnerability and risk assessments as well as GHG inventory and mitigation actions he mainstreaming or
deriving of actions from the local realities, this module asks LGUs to refer to their CLUP, CDP, ELA, LDIP, and AIP.,
depending on the planning scenarios discussed in the introduction of this guide.

Description
